V. APPROVAL OF AGENDA
A motion was made by Bill Schisler, seconded by Eddie Honea
and carried unanimously, to approve the agenda as submitted with
the exception of moving item XII. F and G to precede Item A.
under Order of Business.
VI. APPROVAL OF MINUTES
A motion was made by Bill Schisler, seconded by Elwin Clifton and
carried unanimously to approve the Minutes of the Regular Council
Meeting of September 3, 1991.

VII. PETITIONS AND COMMENTS
Russell Dove Jr., Planning and Zoning, 13915 N. Sandario Rd.
Russell Dove, Jr. provided the Town Council with a report on
conference he attended in Flagstaff and thanked the Council
that opportunity. Mr. Dove said he enjoyed a very useful
informative conference.

VIII. ANNOUNCEMENTS
Mayor Ora Harn announced the October Fest for the Catholic
Church on October 4th & 5th at St. Christopher's Church.
· RichardInsalaco announced the Fire Department is having an
Open House at the Fire Station on the 5th of October.
Bill Schisler announced that on October the 5th at 10:00 a.m.
at Sanders Road Bridge there will be a Memorial Service for
the 1983 Flood.
Russell Dove invited all interested in finding out about the
Optimist, a service organization to attend a its first meeting
the 19th at 7:30 P.M. at the Sky Rider Cafe.
Doug Mostyn announced November 1st, 2nd and 3rd South Lawn Mortu-
ary is sponsoring "THE WALL" it is a 240 ft replica of the one in
Washington DC.

XII. ORDER OF BUSINESS
F__. Special Event Liquor License - Local Policies
A motion was made by Bill Schisler, seconded by Jo Rex, to ap-
prove the recommended 2 supplemental information conditions as a
Town Policy when considering future requests for Special Event
Liquor License.
A motion was made by Elwin Clifton, seconded by Doug Mostyn, to
amend the motion to add a 3rd supplemental, that the person
requesting the Liquor License must be present at the Council
Meeting to answer any questions the Council may have.
A substitute motion on the amendment was made by Eddie Honea,
seconded by Bill Schisler to read: the applicant or designated
representative requesting the Liquor License must be present at
the Council Meeting to answer any questions the Council may have.
Motion carried with Elwin Clifton voting nay.
The amended main motion carried with Helen Key and Elwin Clifton
voting nay.

G. Special Event Liquor License Request - "Church of
St. Christopher
Ken Tetrault, of Marana a representative of St. christopher's
Church addressed the Council and answered questions from the
Council. Mr. Tetrault also stated they have hired off-duty
Marana Police officers to work the event.
A motion was made by Eddie Honea, seconded by Jo Rex that we
approve the special events liquor license for st. Christopher's.
Carried unanimously.
A. Mr. Fabian Lujan - Request For Town of Marana Ball Team
Sponsorship
Mr. Fabian Lujan 12465 W. Swanson, addressed the Council
requesting the Town sponsor an adult ball team this fall at a
cost of $240.00. Also to allow the team to use Town Seal on the
ball caps and Town colors.
A motion was made by Bill Schisler, seconded by Eddie Honea to
allow the use of the Town logo on the uniforms and that the
Council Members solicit and try to get funds privately. Carried
unanimously.
B. Cortaro Water Users Association Proposal to Hire A Public
Relation Representative
Robert Condit, of Cortaro Water Users Association, addressed the
Council regarding the hiring of a Public Relations Representative
and answered questions from them.
A motion was made by Bill Schisler, seconded by Doug Mostyn and
carried unanimously to continue to discuss and give it some
thought to the hiring of a Public Relations Representative.
C. Up-date on Pima County's Plan to Collect Non-Hazardous
Liquid Waste at the Tangerine Landfill
Mr. Chuck Huckelberry, 130 W. Congress, Tucson, AZ
Mr. Huckelberry addressed the Council, explaining to them the
needs of Pima County Wastewater Division, at the Tangerine
Landfill and answered questions from the Council.
A motion was made by Doug Mostyn, seconded by Eddie Honea and
carried unanimously to hear from the public on this issue.

Mr. Dove expressed his opposition to the proposal from
Pima County.
Sandra Ritterer, 7414 W. Palm Brook Pl., Tucson, AZ.
Mrs. Ritterer is also opposed to the proposals.

Also spoke in opposition.
A motion was made by Doug Mostyn, seconded by Eddie Honea to
advise Pima County to raise the present retaining wall three feet
for continued use for a period of six months or less to allow for
an alternative site reception of Liquid Waste. Motion carried
with Elwin Clifton and Jo Rex voting nay.
D. Pima County Acquisition of Land Deeds and Leqal Descriptions
for the Santa Cruz Flood Control Project.
A motion was made by Bill Schisler, seconded by Doug Mostyn to
appoint Eddie Honea to be the other member of the Marana Town
Council to meet with Chairperson Reg Morrison, Mayor Ora Ham,
Supervisor Ed Moore, Roy Laos and Chuck Huckelberry. Motion
carried unanimously.

E__. Landfill siting "Citizens Committee" Recommendations
Wayne Pierri, 11451 W. Grier Rd. Marana, AZ.
Mr. Pierri reported to the Council on the Site Committee as to
how the seven sites were evaluated and how they arrived at their
recommendation.

Mr. Dove expanded on what Mr. Pierri had mentioned.
Betty Horrigan, 12545 N. White, Marana, AZ.
Mrs. Horrigan stated that they did not find a site superior to
WM-1 as the other sites were given to them, however they did come
up with a combination of MA-1 and Ma-2 that the Council and Waste
Management may want to look at.
A motion was made by Eddie Honea, seconded by Elwin Clifton to
beg ever so humble to our committee to maintain their committee
status for the remainder week or two weeks or until October 1,
1991. Motion failed.
A motion was made by Eddie Honea, seconded by Helen Key and
carried unanimously to allow Mr. Sabbe to speak to the Council.
Nelson Sabbe said he would remain on the committee if need be and
one thing that was not in the report is that they did not find a
superior site out of the seven sites.
A motion was made by Eddie Honea, seconded by Jo Rex and carried
unanimously, to allow Mr. Russell Dove, Jr be allowed to speak.

Mr. Dove stated he feels that this committee was unable
to find a site equal to or greater than the original
Waste Management site.
A motion was made by Doug Mostyn, seconded by Jo Rex and carried
unanimously to accept the Site Committees report.
H. Marana Police Department - Chief David R. Smith 1. Report on Department Overview
2. New officer Position
A motion was made by Doug Mostyn, seconded by Eddie Honea
delay action on adding an additional officer until January
1992.
A motion was made by Doug Mostyn, seconded by Eddie Honea
amend the motion to delay the decision to hire an additional
officer until October 1, 1991.

I. Discussion of a Public Works Department
A motion was made by Bill Schisler, seconded by Jo Rex and car-
ried unanimously to replace the existing Streets, Parks and
Marana Municipal Water System, and approve the job descriptions
and appoint, retroactive to June 30, 1991, Mr. Bob Kern as the
Public Works Superintendent.
J. Marana Animal Control Ordinance No. 91.20
A motion was made by Eddie Honea, seconded by Jo Rex and carried
unanimously to approve the proposed Ordinance No. 91.20 and set
a Public Hearing for October 1, 1991.
K. Discussion of a New Ordinance 91.21 Requlatinq Construction
of Public Improvements and Utility Service Connections in Town
Right -of-Way
A motion was made by Bill Schisler seconded by Jo Rex and carried
unanimously to adopt Ordinance 91.21 adopting regulations for
Public Improvements in own Rights-of-Way and for Routine Utility
Connections and Maintenance.

L__. Discussion of Resolution No 91-22 Rescinding Resolution 88-
01, Setting Forth New Fees and Permits Associated With Street
Excavation and Rights-of-Way Improvements
A motion was made by Bill Schisler, seconded by Doug Mostyn
and carried unanimously to approve Resolution 91-22 Establishihg
Fees for Review and Permits for work in Town Rights-of-Way.
M. Discussion - Town Hall Reception Area Enclosure
A motion was made by Doug Mostyn, seconded by Jo Rex and carried
'unanimously to delay the decision to-approve th improvements to
the Receptionist area and the Police department until October 1,
1991 but to direct the Town Manager to go ahead with seeking
competitive bids.
N~. Mayor's Report
Ora reported on the Conference in Flagstaff and how much it was
enjoyed.
Ora reported on her meeting with Greater Tucson Economic
Council.
Ora had the honor of disconnecting the fire hose at the opening
of the New Northwest Dist. Building.
Ora thanked Vice Mayor Doug Mostyn for filling in for her as
Mayor while she was away.
O. Managers Report
Roy reported on the cleaning up of the weeds in front of the Town
Hall.
P__. Town Council Appointment of an Acting Town Attorney For
Court Prosecution On Monday September 23, 1991

A motion was made by Doug Mostyn, seconded by Eddie Honea and
carried unanimously to appoint Mr. Geoffrey Chesle as Acting Town
Attorney for September 23, 1991.
