A motion was made by Bill Schisler, seconded by Elwin Clifton
and carried unanimously, to accept the agenda as submitted.

and carried unanimously to accept the Minutes of the Regular
Council Meeting of August 20,

VII. PETITIONS AND COMMENTS
David Morales 13420 W. Price Lane
Mr. Morales presented a Road sign, CHIEF GAUDETTE RD, to the Town
and requested their approval to name the private road going from
Lon Adams to the Fire Station. Mr. Morales also reported that
the Fire Department budget is forthcoming.
VIII. ANNOUNCEMENTS
Mayor Ora Ham, announced the Rotary Breakfast is September 14,
1991, the tickets are $2.00 each and the proceeds go to the
Marana Food Bank Christmas Fund, to purchase toys for children.
Council Member Bill Schisler announced that there will be a
Memorial October 5, 1991 for those who lost property and lives
during the 1983 Flood. Those wishing to do so, please bring
pictures of the flood to share and the news media will also be
invited to attend.
IX. ORDER OF BUSINESS
A. Pima County Wastewater Management Pyese0ta~iop of Plans to
Continue Collection of Non-Hazardous Liquid Waste at the Tanger-
ine Road Landfill.
Mr. Jun Schladweiler, of Pima County Wastewater Management, spoke
to the Council about the August 19, 1991, Pima County 8card of
Supervisors Memorandum. Mr. Schladweiler spoke on Recommendation
1 through 7 in the Memorandum as well as answering questions from
the Council.
A motion was made by Doug Mostyn, seconded by Jo Rex and carried
unanimously, to allow the public to speak to this issue.

1. Marc Palkowitsh, 650 S. Cherry, Denver, Colorado 80222
Mr. Palkowitsh expressed his views in opposition to the continua-
tion of the Wastewater Ponds and the Land Fill and asked the
Council to do all they could to stop this.
2. Sandra Ritterer, 7414 W. Palm Brook Pl.
Spoke in opposition to Pima County putting in a second Wastewater
Pond.
3. Charlyne Abbett, 7505 Mountain Sky Dr.
Ms. Abbett, is opposed to the continuation of the Ponds and asked
if it would ever end, also who inspects this and who gets the
results of this inspection and testing.
4. Russell Dove, 13915 N. Sandario Rd.
Mr. Cove is opposed to this additional pond and offered his
assistance and support to the council.

A motion was made by Eddie Honea seconded by Helen Key, to send a
letter to Pima County opposing the construction of the second
Wastewater Pond at the Tangerine Landfill and to locate it at the
Rita Road location. Also to have Mr. Laos contact Peter Rios at
the State Level and tell him we are very upset about this and to
ask him to help us.
A motion was made by Doug Mostyn seconded by Eddie Honea to amend
the motion to have Mr. Laos set up, as soon as possible, a Face
to Face meeting with Pete Rios and the Pima County Board of
Supervisors and our Representative Ed Moore and to come back to
this Council whether it be a Special Meeting or at the next Coun-
cil Meeting with the results of the Face to Face meeting. The
amendment to the motion carried unanimously. The amended motion
carried unanimously.
B. Tortolita Mountain Properties - Phase III Annexation Approva~
To File A Blank Annexation Petition (Section 14: 15: 16: ~ 22:

Mr. Mike Grassinger, of the Planning Center and Westinghouse
spoke to the Council and answered questions from them.
A motion was made by Bill Schisler, seconded by Doug Mostyn and
carried unanimously to approve the recording of the blank annexa'~~
t. ion petition for Tortolita Mountain Properties Phase III annexa-
tion.
C. Tortolita Mountain Properties - Request to Extend for one
Year The Adoption of A "Fair Share" ordinance.
Mayor Ora Ham asked this not to be discussed until someone from
Westinghouse could be there to answer questions.
D. Proposed M.A.N.T.I.S., High Intensity ~rug Traffickin~ ~reas
(H.I.D.T.A.) InteT~oveYnmental A~reement.
A motion was made by Eddie Honea, seconded by Jo Rex and unani-
mously carried, to approve the H.I.D.T.A. Intergovernmental
Agreement.

Bill Schisler asked that a Draft of the ordinance be provided to
'the public in plenty of time prior to any Public Hearing.

F. Town Manager Request For Non-Budgeted Expenditur~
Authorization To Purchase Computer Equipment
A motion was made by Doug Hostyn seconded by Eddie Honea to
waive Personnel Policy 10.02.02 this time and approve the non--
budgeted expenditure to purchase computer equipment for Adminis-
tration and the Police Department. The motion carried with Jo Rex
voting nay.
~ Marana Park Recreation Center Use Fee Schedule
A motion was made by Bill Schisler, seconded by Eddie Honea and
carried unanimously, to pass and adopt the suggested Marana
Recreation Center Use Fee Schedule, effective September 3rd, 1991
through June 30, 1992.
H. Arizona Municipal Risk Retention Pool Proposed 1991-92 AgLeec,
merit
A motion was made by Doug Mostyn, seconded by Eddie Honea and
carried unanimously, to approve the Arizona Municipal Risk Reten-
tion Pool Proposed 1991-92 Agreement.
Z,~ Town Council Approval and Appointment of A Landfill Siting
"Citizens Committee"
The council requested that the committee members be registered
voters and residents of the Town of Marana.
Mayor Ora Ham's recommendations are: Betty Horrigan, Russell
Dove, St,, Nelson Sabbe, Wayne Pierri, John Kai, and Peggy Page,
The Council suggested two alternates, if they were willing, Ted
DeSpain and Toni Hum. E1win clifton asked for a residency check
on 3chh Kal, because he was sure Mr. Kal was not a resident. The
Council suggested that if Mr. 3chh Kal was not a resident that
Herb Kal could serve in his place.
A motion was made by Jo Rex, seconded by Eddie Honea to approve
the committee with the additional recommendation of the Council.
Motion carried with E1win Clifton voting nay.
J. Marana Founders Da_~ Report
A written request was submitted, by Fair Coordinator Betty Horri-
gan, to the Council for the use of the entire Park on Founders
Day, November 9, 1991.

Roy reported on the In-house Attorney job applications, stating
we presently have 12 applicants and the posting closed September
13th. Roy also informed the Council that the fueling of Town
vehicles is going very well and we will be saving a substantial
amount over the year.
EXECUTIVE SESSION PURSUANT TO A.R.S. SECTION 38-431-03 (A)
AND (%) TO DISCUSS PERSONNEL MATTERS
A motion was made by Doug Mostyn, seconded by Bill Schisler and
carried unanimously, to go into Executive Session Pursuant to
A.R.S. Section 38-431-03 (A) (3) and (1) To Discuss Personnel
Matters. Time: 9:40 P.M.
