Five members of the public were in attendance.
I. Call to Order
Mayor Harn called the meeting to order at 6:43 p.m,
II. Pledq~ of Allegiance
Mayor Harn led the audience in the pledge of allegiance.
III. Invocation
Reverend Elwin clifton, Jr., gave the invocation.
IV. Roll Call
The Stenographer called the roll, and all members except
were present. She came in shortly thereafter.

VI. Order of Business
A. Motion to Reconsider - Town Council Action to Continue
September 1~7, 1991 Agenda Item ~ to the Octqber 1, 199~
ReNular Town Council Meeting
Vice Mayor Doug Mostyn moved to reconsider the motion made at the
September 17, 1991, Town Council meeting (to continue agenda Item
No. H-2 to the October 1, 1991, regular meeting), and to move the
agenda item to this date. The motion was seconded by Eddie Honea,
and carried.
B. Marana Police Department -Authorizinq the Hirinq of an
Additional Police Officer
Bill Schisler moved to hire William Derfus to fill the budgeted
Police Officer (D.A.R.E.) position. The costs associated with the

D.A.R.E. position for the remaining portion of this fiscal year
to be paid for out of the "Police Special Fund", and every year
thereafter. The motion was seconded by Elwin Clifton, and
carried.
C. Personnel Poli~Am~ndments, ~inal R_eDding - Creation
of the Marana Public Works Department
Bill Schisler moved to approve the Marana Public Works Department
and direct the personnel policy document changed where
appropriate to reflect the new Department of Public Works. The
motion was seconded by Eddie Honea, and carried.
D. Planning and Zoning Commission Vacancies
Elwin Clifton, Jr., moved to allow Mr. Russell
heard on the Planning and Zoning vacancies.

Mr. Russell Dove, Jr., 13915 No. Sandario Rd., appeared in behalf
of the Planning and Zoning Commission to petition the Town
Council to reduce the Commission members from nine to seven
members. Mr. Dove said there are only seven seats on the Town
Council's podium and there are nine positions on the Planning and
Zoning Commission.
Mayor Harn said the Council could not act on the matter this date
because it is not on the agenda. She requested a formal request
be submitted to the Town Council. The Town Manager said the
matter could be placed on the October 1, 1991, Town Council
Agenda.
On recommendation of Mayor Harn, the Council members appointed
Sharon Price to the Planning and Zoning Commission.
Sharon Price thanked the Town Council for the opportunity to
serve the community.
E. Authorizing Bid to Construct Receptionist Area ~rovements
at Town Hall and Marana Police Department
The Town Manager said that he is expecting two bids on this
project and only one bid has been received. He requested the
matter be postponed until the next meeting.
Bill Schisler said the Marana Chamber of Commerce has requested
they be notified when the town goes out to bid so they can make
this information known to local businesses.
Vice Mayor Doug Mostyn moved to delay action on this bid until
the Meeting of October 1, 1991. The motion was seconded by Elwin
clifton, Jr., and carried.

The Town Manager said he is requesting deletion of two portions
of the Personnel Policy dealing with authority that presently
exists in the policy that allows department heads to make
purchases up to a certain amount for items under their control.
He said he is asking for these changes so that all purchases made
by any department will come through the Town's purchase order
system. The Town Manager said he had been reviewing all purchases
since he was appointed in order to bring back control of
expenditures. He added that because of this practice he has cut
expenditures and has seen no reduction of morale nor has he seen
any corresponding reduction of capabilities in the town.
Jo Rex opposed changing any part of the Personnel Policy until
the Council meets to discuss the policy in its entirity. Eddie
Honea said he felt the department heads should have some leeway
because there are times when they cannot wait for a purchase
order if there is an emergency, and the town manager is not
available. He said he feels the department heads should have part
of the power structure as well. Bill Schisler said there are
other areas of concern that need to be addressed if the policy is
amended, and he added that the department heads should have input
into these changes. Helen Key concurred.
Eddie Honea moved to not take any action on changing Personnel
Policy 10.01.01 and 10.01.02. Jo Rex seconded the motion.
The Town Magistrate (George Kline), the Police Chief (David
Smith) and the Streets and Roads Superintendent (Bob Kern) were
asked by the Council to give their views on the proposed
personnal policy changes. All three department heads were opposed
to the proposed changes. They were concerned about emergency
purchases that have to be made when the Town Manager is not
available. They also were opposed to the Town Manager not first
discussing the proposed changes with them.
In response to the Magistrate that his department was not
receiving financial statements, the Town Manager said that ever
since he had been in his position with the town, all the
departments had received financial statements. He also said that
there are built in measures in the Purchase Order System to take
care of any emergencies the department heads might have.
Upon vote being taken, the motion to not take any action to amend
the personnel policy carried.

Appointments
Bill Schisler moved to appoint Vice Mayor Doug Mostyn to replace
Bob McCrea and Eddie Honea to replace Joe Parsons on the MPC
Board, and to keep Attorney Hugh Holub on the Board as ex-officio
member along with the new town attorney. The motion was seconded
by Jo Rex, and carried.
It was the consensus of the Council members to call a Board
meeting of the 1-10 Sewer Interceptor Community Facilities
District (CFD) and to notify all property owners of the meeting
prior to acting on dissolving the District. Mayor Ham asked that
an attorney advise the Council on the legal ramifications of
dissolving the CFD prior to the meeting.
A motion was made by Jo Rex, seconded by Bill Schisler, and
carried that the newly elected Council members replace the
outgoing Council members as officers on the CFD.
VII. Executive Session Pursuant to A.R.S. Section 38-431.03~%~
Vice Mayor Doug Mostyn moved to go into executive session at
p.m. The motion was seconded by Bill Schisler, and carried.

VIII. Future Agenda Items
It was the consensus of the Council members to place on the
October i, 1991, agenda the following items:
(1 Distribution of funds and name change of the Marana Municipal
Water System.
(2 Up-date on Cortaro Water residential system IGA with town.
(3 Schedule a presentation with Pima County Wastewater
Management on plans for public sewer facility in Marana.

meeting was adjourned at 9:28 p.m.
