DepaHment Highlights:
Division: Affordable Housinq Program
• Honea Heights III Neighborhood Redevelopment Project -Specific Plan approved
by Town council. Staff has met with Presidio Engineering and is currently in
negotiations over the bid proposal
• Sale of the Town of Marana home on Price Lane is in escrow with an anticipated
closing date in early April.
• The building continues at the Habitat home. A "town" build day has been
scheduled Saturday, June 5th. The home dedication is scheduled for November
20th.
• Funding for the third Marana Builds Habitat is underway. Three additional lots
will be provided to Habitat for Humanity-Tucson.
• Pima County has approved and signed the mylars for Sydney Place.
Project: Neighborhood Services
• A meeting with the Marana Estates neighbors took place on March .27Th.
Neighbors discussed the possibility of creating a Neighborhood Plan. The next
meeting will take place on May 5th as a block party in the Marana Estates
neighborhood. Neighbors will organize a potluck.
Proiect: Transit Services
• Sun Shuttle circulator provided service for 3,355 individual trips for the Marana
routes 410, 41 1, 412, and 413, an increase of more than 700 riders.

Department Highlights:
Project: Community Events
• 33'd Annual Marano Founders' Day was held March 22. Over 3000 attendees
enjoyed the traditional parade, vendors, children's play area, Heritage Displays,
and fishing at the Marano Pool "Take Me Fishing" event.
• Tortolita Mountain Guided Hike - 6 hikers came along on a 6 mile guided hike
on the Wild Mustang Trail in the Tortolita Mountains, Saturday March 27.
• Movie in the Park -Dove Mountain residents were treated to a showing of
"Space Jam" for the March edition of this popular series.
Project: Park Construction
• Crossroads at Silverbell Park -Contractor and C.I.P. personnel continue working
on punch-list items. Maintenance is transferring to Park Maintenance Division.
Utility billing has been transferred to Parks and Recreation.
• Tortolita Mountain Trailhead -Project and construction planning complete. Trico
power easement is in process. Artist has been selected for public art component
and is under contract. Construction scheduled for mid- May. Interpretive Panel
design for 5 interpretive stations along the trail is complete. A bid for panel
production is underway. Cultural Survey complete for Wild Burro Trail extension to
Pinal County boundary.
• Marano Heritage River Park -Artist has been selected for public art component
as per Pima County Park Bond process and is under contract. Phase 1
Environmental Survey Assessment has been completed and accepted by State Land
as per State Land Purchase Application.
Project: Planning
• Parks and Recreation Comprehensive Master Plan -Staff is reviewing the final
plan draft. Presentation to Parks and Recreation Citizen Advisory Commission
scheduled for April 15. Council update planned for late April or early May (to be
determined).
Project: Park Volunteers
• Chandler Brown, Eagle Scout Project - Mr. Brown and volunteers from Scout
Troop 223 installed 64 trail markers along the Tortolita Preserve Trail on March 6.
Chandler and the troop provided approximately 1 80 volunteer hours to the
project.
Jeremy Carlson, Eagle Scout Project - Mr. Carlson and volunteers from Scout
Troop 223 installed 20 artificial burrowing owl burrows in the Marana Heritage
River Park on Saturday, March 27. The artificial burrows were installed in
partnership with the Town of Marana Environmental Engineering Division and
"Wild at Heart". Jeremy and the troop provided approximately 175 volunteer
hours to the project.

Department Highlights:
On April 3'd the Marana Airport hosted 55 Girl Scouts and their families. The girls
spent the day learning about aviation. While they were not doing activities
organized by their troop leaders, Airport staff conducted tours and talked about
airports and airport operations. Airport staff also. arranged for three aircraft for
the participants to explore and the pilots were on hand to answer questions and
talk about their airplanes. Also in attendance were two corporate pilots to answer
questions about careers in aviation.
~ April 8, 2010 was the l Ot" anniversary of the Marie Osprey crash in 2000 where
19 Marines died. On April 10'", a memorial service was performed at the Marana
Airport. About 150 people were in attendance including families of the 19
Marines, members of Marana police and Northwest Fire, several Town council
members and staff, the patriot guard, and about 50 Marines.
~ From April 23-26 the Collings Foundation will be at the Marana Airport with three
WWII aircraft. Tours are $12 for adults and $b for children 12 and under. Tour
times are: 4/23: 2pm-5pm, 4/24-4/25: gam-5pm, and 4/26: gam-12pm. "Flight
Experiences" are $425 for the B-17 or 6-24. The P-51, dual control aircraft, is
$2,200 for half an hour or $3,200 for a full hour.

• Notice of award has been issued to Maverick Underground for Phase 1 of the
project consisting of 16 parcels located along Moore Rd. Construction is scheduled
to begin early May.
• On April 28, a neighborhood meeting is being coordinated by T. Van Hook for
Honea Heights. The C.I.P. and Utility Departments will be making a presentation
on the current status of the sewer project.
Tangerine Road Corridor Design Concept Report, Project No. 2005-Obl
• Scope of Work for consultant is still under review. Revisions are needed for IGA
between ADOT and the Town of Marana before consultant can be awarded
contract for Design Concept Report.
Tangerine Traffic Interchange, Project no. 2006-007:
• Town staff is reviewing the 100% design plans.
Final review is underway for the Utilities and Master Maintenance IGA's with
ADOT
• ROW is beginning the dedication process

Tangerine/Thornydale Road Project No.: 2006-012:
• The project is in the warranty period.
Silverbell and Cortaro Intersection Improvements Project No. 2010-153-025:

• Contract was awarded to GN Construction. Apre-construction meeting is
scheduled for Thursday April 15, 2010.

Police Department
Department Highlights:
• On March 6, 2010 the Community Resources Unit conducted a VIN etching event at
Safeway on Silverbell and Twin Peaks. Ina 3-hour period, 69 vehicles were
completed and 24 steering wheel locks were handed out.
• On March 17, 2010 the Marano Police Department's Citizen Academy competed
a 10 week, 35 hour program with 25 citizens graduating.
• On March 20, 2010 8 offices, 21 AZ Rangers and 5 VIP'S provided security and
traffic control for Founders' Day.
• On March 29, 2010 Robert Bereiter returned to Marano Police Department
through a grant funded position as Town of Marano Regional Emergency Planner.
The Town of Marano is currently the only community to have a Regional Emergency
Planner in place.
• The police sub-station at the MOC is complete and officers are now working out of
the new building.

Department Highlights:
• On March 9-10, the evidentiary phase of the wastewater litigation ended with
testimony concerning ownership of the Marano Wastewater Treatment Facility.
Closing arguments are scheduled for April 26.
• On March 16, the Legal Department brought two of the four remaining properties
on the Twin Peaks TI project to Council for approval of settlements which have
been reached with the property owners.

Human Resources
Department Highlights:
Concluded the Request for Proposal process for selection of the Town's health
insurance carriers. The Town will contract with CIGNA for medial insurance; Delta
Dental for dental insurance and Discovery Benefits for administration of COBRA
and flexible spending accounts. The Town also renewed contracts with Hartford
for Life Insurance, Short Term Disability and Long Term Disability, Superior Vision
for the vision benefits and EDS for dental. Information employee meetings are
forthcoming in addition to the Wellness/Benefits Fair which is scheduled for April
29th.
• Staff prepared and assisted departments with job elimination/layoff plans and
coordinated with the Town's employee assistance provider (EAP),
Jorgensen/Brooks, to host a workshop entitled "Managing Transition During
Difficult Times" for department heads and managers.
• Staff prepared preliminary layoff notifications for employees affected by budget
reductions. The Town's EAP provider will be available to meet with anyone who
wishes to. Staff has also coordinated with the Arizona Workforce Connection -
Pima One-Stop to host an orientation of services provided by the agency for
affected employees. A representative from the Department of Economic Security
will also be present to guide individuals through the unemployment insurance
application process.
• Scheduled Ross Emmer, ICMA-RC Retirement Specialist to provide one-on-one
meetings with employees on the 457 Deferred compensation plan on March 24,
2010 and he met with. six employees.
