Regular Council meetings are usually held the first and third Tuesday of each month at 7:00 p.m. at the Marana Town Hall, although the date or time may change, or Special Meetings may be called at other times and/or places. Contact Town Hall or watch for posted agendas for other meetings. This agenda may be revised up to 24 hours prior to the meeting. In such a case a new agenda will be posted in place of this agenda. S~e_a_king at Meetings If you are interested in speaking to the Council during Call to the Public, Public Hearings, or other agenda items, you must fill out a speaker card (located in the lobby outside the Council Chambers) and deliver it to the Town Clerk prior to the convening of the meeting. All persons attending the Council meeting, whether speaking to the Council or not, are expected to observe the Council Rules, as well as the rules of politeness, propriety, decorum and good conduct. Any person interfering with the meeting in any way, or acting rudely or loudly will be removed from the meeting and will not be allowed to return. SPECIAL COUNCIL MEETING CALL TO ORDER AND ROLL CALL PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE APPROVAL OF AGENDA CALL TO THE PUBLIC At this time any member of the public is allowed to address the Town Council on any issue not already on tonight's agenda. The speaker may have up to three minutes to speak. Any persons wishing to address the Council must complete a speaker card located outside the Council Chambers and deliver it to the Town Clerk prior to the commencement of the meeting. CIVIC CENTER DRIVE, MARANA, ARIZONA 85653 COUNCIL CHAMBERS, June 22, 2010, 6:00:00 PM To: Mayor and Council Item P 1 From: Kevin Kish ,Development Services General Manager Strategic Plan Focus Area: Not Applicable Subject: Relating to Development; presentation and discussion on the proposed landfill rezoning application Discussion: The Marana Planning Commission held a public hearing on February 22, 2010 regarding the proposed Marana Regional Landfill Specific Plan. Since that time, the Town Council has received ongoing public feedback regarding potential zoning changes that would require Council consideration and approval to create the Marana Regional Landfill Specific Plan. While the Town Council does not have authority over the actual permitting of a landfill operation, the public dialogue to date has raised public policy questions about the proposed landfill's location and operations that are best addressed by specialists in the appropriate technical fields. The purpose of tonight's study session is to assemble those experts to provide information o the Town Council and respond to any questions that the Council may have in advance of the rezoning hearing. The format of this study session will include an overview of current solid waste services in the region, as well as a summary of the proposed project. In addition, presentations will be provided by each of the town's consultants to specifically address concerns and questions that have arisen during this process. The five main topics of concern are: Floodplain and surface hydrology concerns (FEMA) Subsurface water quality concerns (Aquifer) Public health concerns Traffic concerns; and Airport concerns. Each consultant will present their findings and be available to answer questions from the Council and/or be directed to look into additional information. The materials for this study session will be contained in each presenter's PowerPoint. The technical consultants' final reports will be provided at the rezoning hearing, which will be scheduled for a later date. The project area consists of approximately 590 acres, with a proposed rezoning to create the Marana Regional landfill Specific Plan. The Specific Plan zoning is intended to accommodate a regional landfill, which will include the ability to provide material recovery and recycling Special Council Meeting -June 22, 2010 -Page 4 of 5 operations as well as other industrial-related uses. The rezoning process will include a full list of conditions and requirements that specifically address solid waste disposal, groundwater protection, site drainage, vector control, site reclamation and re-vegetation.
