Department Highlights:
Division: Affordable Housina Proaram
• A "town" build day took place on June 5th
for the Habitat home. There were 4
participants that volunteered and helped
with stucco prep work.
• Work will begin in July on the Sydney Place
project.
Proiect: Neiahborhood Services
• Neighborhood meetings are being
scheduled with various neighborhoods for
the months of June and July. _.,~,_ _.:,
• An information exchange took place with the Crime Prevention Specialist with
information related to Neighborhood Watch and various neighborhood activities.
The Neighborhood Services department will be able to pass this information along
at future meetings.
Proiect: Transit Services
• Sun Shuttle circulator provided service for 3,609 individual trips for the Marana
routes 410, 41 1, 412, and 413. There was an increase of over 300 riders over
the last month.

Department Highlights:
Project: Community Events
• Meet Me at Boston's -Town of Marana Parks and Recreation is assisting with the
weekly social run held each Wednesday starting at Boston's Pizza through
Crossroads at Silverbell Park and back.
• Tortolita Mountain Guided Hike -Guided hikes will resume in September.
• Movie in the Park - "Field of Dreams" was the feature at Crossroads at Silverbell
Park May 15'h. Approximately 65 people came out to enjoy the movie.
• Music in the Park -Our "Concert in your Backyard" series featured "Giant Blue"
entertaining a crowd of over 300 at Crossroads at Silverbell Park May 8.
Project: Park Construction
• Crossroads at Silverbell Park -Contractor and C.I.P. personnel continue working
on punch-list items. Maintenance is now the Park Maintenance Division's
responsibility.
• Tortolita Mountain Trailhead -Project and construction planning complete. Trico
is extending service to the property. Public art design is in conceptual phase.
Construction to advertise in June. Trail layout and environmental surveys are in
process for future trail extensions.
• Marana Heritage River Park -Public art design is in conceptual phase. ALTA
survey and Title Report is complete as per State Land Purchase Application. Park
parcel is being advertised as available for sale on AZ State Land Website.
Project: Planning
• Parks and Recreation Comprehensive Master Plan -Staff is reviewing the final
plan draft. Presentation to Parks and Recreation Citizen Advisory Commission
moved to June 17h. Council update planned for July 27th.
Project: Park Volunteers
• Jonathan Susa, Eagle Scout Project/Arbor Day - Mr. Susa and volunteers from
Scout Troop 223 installed over 30 large trees throughout Ora Mae Harn Park as
part of the Town of Marana's 2010 Arbor Day Celebration.

Department Highlights:
Twin Peaks Traffic Interchange, Project No. 2001-044:
• The project is 65% complete. The traffic interchange is currently estimated to open in
October 2010.
• As part of the TP TI scope of work, Twin Peaks Rd. from the Santa Cruz River to
Silverbell and Silverbell Rd. from Twin Peaks to just north of Cortaro have been
resurfaced with rubberized asphalt.
• Asphalt paving of new Twin Peaks Rd. from I-10 to the project limits, the realigned
segment of Linda Vista Rd., and the I-10 eastbound frontage roads are scheduled to
be completed by mid June.
• Construction of the Twin Peaks Rd. Bridges over the Santa Cruz River and I-10 is
progressing on schedule. The critical path to completing the I-10 Bridge is the
construction of the westbound 1-10 on and off ramps.
• Construction of all major stormwater drainage channels and box culverts is nearing
completion in time for the upcoming monsoon season.
Camino de Mariana, Project No. 2001-052:
• Project is 55% complete; Borderland is on schedule and should be complete by
October 2010.
• Waterline work is 44% complete.
Honea Heights Subdivision connection from Septic to Public Sewer,
Phase 1 Project no. 2002-02: (Honea Heights Septic Abandonments)
• Construction is nearing completion which will include 16 additional parcels connected
to the Moore Road sewer main and their septic systems will have become deactivated.
• Undertaking of the next phases of the project awaits direction from Town management
Tangerine Traffic Interchange, Project no. 2006-007:
• Design plans are 100% compete. The stage V review comments have been
submitted to TYLIN for review.
• ROW is being acquired and Utility design for relocation has begun.
• At this time, there is still no funding for this project to move forward.
Silverbell and Cortaro Intersection Improvements Project No. 2010-153-025:
• Comment revisions for Stage IV underway.

• Notice of Bid to be advertised end of June 2010.
Wild Burro Trailhead, Project No. 2003-054:
• Notice of Bid to be advertised end of June 2010.
Marano Regional Airport Septic Project No. 2010-153-027:
• Construction is about 50% complete. The majority of the civil and structural work has been
completed. GN Construction anticipates completion of the entire project in mid to late August.
• An agreement between the Town of Marano and State Land to establish an easement that will
allow Trico Electric Cooperative to provide permanent electric service to the site is still
pending. Given the time it is expected to take to execute this agreement, the source of
electricity for operation of the septic system will have to be provided for a time by the back-
up power generator that is part of the design and construction scope.
American Recovery Reinvestment Act (ARRA) Stimulus Project-Re-paving and overlay
project, Sandario Road, Twin Peaks Road and Tangerine Road:
• The primary scope of work for Sandario Rd. (Moore Rd. to Marano Rd.) is the milling of
the existing roadway surface to a depth of 1 "and replacement with a 2" overlay of
asphalt. This work is currently scheduled to take place over 2 days in mid to late June.
FROM FRIDAY JUNE 18 THROUGH SUNDAY JUNE 20 BETWEEN 6 PM AND 6 AM
Sandario Road will be milled and repaved. To minimize the impact to traffic and to allow for access to
area businesses during this period, the work is scheduled to occur at night. During milling and paving
operations, pilot vehicles will escort motorists through the construction zone. Motorists may be required
to stop for several minutes until escorted.
• The primary scope of work for Twin Peaks Rd. (Rattlesnake Pass to Conveyor Beltway
Rd.) is the scrub seal of the existing roadway surface which will then be overlayed with 2"
of asphalt. This work will occur in 2 phases. The scrub seal phase is currently scheduled to
take place over 2 days in mid to late June. The asphalt phase, beginning about 2 weeks
after the scrub seal in completed, is currently scheduled to take place over 3 days in late
June to early July.
FROM WEDNESDAY JUNE 16 THROUGH FRIDAY JUNE 18. BETWEEN 6 AM AND 6 PM.
Twin Peaks Road will be scrub-sealed to prepare the existing surface for asphalt paving work. During
the scrub-seal operation, pilot vehicles will escort motorists through the construction zone. Motorists
may be required to stop for several minutes until escorted.
The primary scope of work for Tangerine Rd. (I-10 to Thornydale Rd.) is the rubberized
chipseal of the existing roadway which will then be overlayed with 2" of asphalt. This
work will occur in 2 phases. The chipseal phase will take about 1-1 /2 weeks. The asphalt
phase, beginning about 2 weeks after the chipseal is completed, will also take about 1-
1 /2 weeks. Because of the onset of summer heat and related restrictions within the
project specifications, the work on Tangerine Road has been postponed until no earlier
than September.
Marano Road continues to be designed by Stantec Consultants. The project should be
obligated by ADOT in August. The plans are about 70% complete.
Sandario Road Bus Pull-Out:
• Design is almost complete on this project..The CIP Section of Public Works will be
working closely with the Operations and Maintenance group to construct this
project.

Honea Heights Redevelopment Subdivision, 2008-107-007:
• Presidio Engineering is providing preliminary layout within the month.
Pavement Preservation Project No. 2001-049 (FY2011-2012):
• The Department of Public Works has put out a bid for the chip sealing of
Tangerine Road from the western Town limits to Thornydale.
• The project also includes the chip sealing of the Continental Ranch Community
Center parking lot at Rivulet Drive and Coachline Blvd.
• Another component of this project includes the repavement and manhole
adjustment of Blue Crossing Way.
Tangerine Road DCR, Project No. 2005-061:
• The Department of Public Works is finalizing the contract and Purchase Order for
the Design Concept Report for the widening of Tangerine Road between I-10 and
La Canada Blvd. in Oro Valley.
• The Town is working with The Town of Oro Valley and Pima County to stay in
compliance of the mandated Regional Transportation Authority's 20 year plan.
• Psomas has been awarded the contract and should start the study in July 2010.
The study is expected to be completed within 18-24 months. The total cost of this
study is expected to be approximately $2.6 million. The funding is entirely born
by the RTA.

Police Department
Department Highlights:
• A total of 15 officers and sergeants participated in 24 DUI deployments during
May 2010. There were a total of 423 traffic contacts resulting in 24 DUI arrests,
42 misdemeanor arrests and 4 felony arrests.
• The Community Resource Unit participated in Costco's Children's Miracle Network
fundraiser on May 15.
• 80 digital Child ID's were provided to children at the event
• The website is being modified to include a link to the Town's Citizen Request
Tracker to be used for requests from the public for services related to the police
department

Department Highlights:
• On May 5, the Town delivered an offer of settlement to Pima County. The
settlement proposal is scheduled for a June 15 Pima County Board of Supervisors
executive session. A decision in the final phase of the case is anticipated no later
than June 25, leaving only the form of the final judgment and attorneys' fees to be
decided.
• The Legal Department re-initiated weekly meetings with the Planning Department
to begin bringing forward Land Development Code revision. Revisions to the
Significant Land Use Change (SLUG) and Kiosk provisions will be presented at the
next available Planning Commission meeting.
• The Legal Department is in the process of converting the existing Marana Land
Development Code into standard Town Code style, in anticipation of bringing
forward comprehensive revisions as recommended by an outside consultant's 2006
report and recommendation.
• The Legal Department is in the process of converting the Town Code to an
automatic numbering and automatic cross-referencing format, to improve user-
friendliness, navigation and updating.
• The Legal Department is providing legal support to the Human Resources
Department and the Manager's Office regarding the ongoing meet and confer
process with the MPOA.
• On May 18, Judge Ted Borek ruled that the Saguaro Ranch entities are necessary
parties to the lawsuit Chamberlain v. Town of Marana relating to the disputed
Saguaro Ranch easement.
• On June 3, the Legal Department learned that the Tucson prosecutor's office
dismissed the remaining criminal proceedings against Stephen Blomquist arising out
of his November 13 arrest on the patio of McClintock's Restaurant.
• The Legal Department is coordinating with outside counsel hired by the Arizona
Municipal Risk Retention Pool to prepare the Town's response to a new lawsuit
filed on April 30 by Timothy Widger and Acacia Nursery arising out of
enforcement of town building and development codes.

Cedric Hay attended and Frank Cassidy made a presentation at the annual State
Bar of Arizona Land Use Update on June 4 in Phoenix.
Laine Sklar attended the Arizona City Attorneys Association Summer Conference
on May 2151 and 22^d in Flagstaff.

Department Highlights:
• Began installation of networking equipment at Town tower sites for Town Wide
Area Network transition to new vendor.
• Completed planning and budgeting for server room power and AC upgrades that
will occur in FY 201 1 for reliability improvements.

Human Resources
Department Highlights:
Employee Benefits Open enrollment closed on June 3'd successfully. All enrollment
form data was entered into a database and verified. The data will be uploaded
to MUNIS and transferred to our new vendors for implementation effective July 1,
2010. Uploading the data into MUNIS is a significant event in that we'll now have
a current and accurate set of information readily available for reporting. This
foundational piece of work will set the stage for possible on-line benefits
enrollment in the future.
• Recruitment of seasonal summer staff (Lifeguards and Inclusion Aides) was
accomplished.
In conjunction with the development of the FY1 1 budget, classification studies were
performed for 13 positions. This resulted in the development of 3 new
classifications, asalary grade change for an existing classification and two title
changes. In addition, 1 1 of the 13 positions studied will result in a position
reclassification. These changes are in response to organizational shifts related to
efficiencies and~or reductions in force.
Two HR staff have been heavily engaged in the Meet & Confer process. MPOA
declared impasse on all items on May 25, 2010. In accordance with the process,
staff is parepared to present a proposal to council at the June 15, 2010 public
meeting.
