SUBJECT: Resolution No. 2006-110: Relating to Development; approving and
authorizing a preliminary plat for Saguaro Springs Blocks 2 and
3.
DISCUSSION
Reauest
The applicant requests preliminary plat approval of a 416-lot single family detached home
subdivision on approximately 94 acres within the Saguaro Springs development. The proposed
subdivision will be located in Blocks 2 and 3 of the approved Saguaro Springs block plat.
Location
The Saguaro Springs development is located directly north of Twin Peaks Road and west of
Silverbell Road.
Zonine:
Block 2 lies within the Saguaro Springs Specific Plan. Block 2a is designated Medium High
Density Residential (MHDR) and will feature 103 green court or alley-loaded homes on 16.74
acres (6.15 residences per acre). The smallest lots in Block 2a are 3,520 square feet, while the
average lot is 3,621 square feet. Block 2b is designated Medium Density Residential (MDR)
with a minimum lot size of 6,000 square feet. Block 2b consists of 161 lots on 37.59 acres (4.28
residences per acre). The smallest lot in 2b is 6,005 square feet (lot 923), while the average lot is
6,513 square feet.
Block 3 has R-6 zoning (Single Family Residential with a minimum lot size of 6,000 square
feet). Block 3 consists of 152 lots on 39.75 acres (3.82 residences per acre). The smallest lot
size within Block 3 is at 6,049 square feet (lot 653), while the average lot size is 6,652 square
feet. The Saguaro Springs Community Center will be located within Block 3 and is in
development plan review under a separate application.
Transportation
Saguaro Highlands Drive will collect all vehicular traffic for blocks 2 and 3. Saguaro Highlands
connects with Twin Peaks Road and Saguaro Peaks Boulevard, which will serve as the main
thoroughfare within the Saguaro Springs development. Saguaro Peaks Boulevard also connects
with Twin Peaks Road to the south and Lambert Lane to the north. Residential streets within
Blocks 2b and 3 will be public. Residential streets within Block 2a will be private.

Park ReQuirements
Per the Land Development Code each lot is required to have 185 square feet of improved
recreation area. The green court area, Block 2a, requires 19,055 square feet and provides
116,934 feet. Amenities include a shaded tot lot, a shaded picnic and BBQ area, and a paved
walkway that runs the length of the block with enhanced vegetation.
Block 2b requires 29,785 square feet of recreation space and provides 35,681 square feet. Block
2b will have two pocket parks with amenities that include a shaded tot lot, two picnic and BBQ
areas, turf areas, and a swing set.
Block 3 requires 28,120 square feet of recreation space and provides 30,564 square feet. Block 3
will have two pocket parks with amenities that include a shaded tot lot, two picnic and BBQ
areas, turf areas, a 15 foot seating wall, and a swing set.
Impact Fees
The project is subject to the South Transportation Benefit fee and the Town-wide park impact
fee.
Draina2e
The approved block plat for Saguaro Springs allows the project to take its storm drainage offsite.
Empire Companies (Saguaro Reserve LLC) is negotiating with the Arizona State Land
Department and is working to finalize an agreement to allow storm drainage to the State Trust
Land west of the project. The Town will not approve a final plat for any portion of Saguaro
Springs unless and until the applicant can ensure all necessary drainage requirements are met.

RECOMMENDATION
Staff has reviewed the request against the requirements of the Marana Land Development Code,
the General Plan, and the Saguaro Springs Specific Plan and finds that it is in conformance.
Staff recommends approval of the proposed Saguaro Springs preliminary plat for Blocks 2 and 3.

RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A PRELIMINARY
PLAT FOR SAGUARO SPRINGS BLOCKS 2 AND 3.
WHEREAS, Saguaro Reserve, LLC, the owner of Saguaro Springs Blocks 2 and 3, has
applied for approval of a preliminary plat for 416 single-family detached homes on 94.09 acres,
including lots 612 through 1027, Common Areas "A", "B", "C", and "D", and is generally
located directly north of Twin Peaks Road and west of Silverbell Road, in a portion of Section
18, Range 12 East, Township 12 South and in a portion of Section 13, Range 11 East, Township
12 South; and
WHEREAS, the Town Council, at their regular meeting on July 18, 2006, has determined
that the Saguaro Springs Blocks 2 and 3 preliminary plat should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that Saguaro Springs Blocks 2 and 3 preliminary plat, a 416-lot residential
subdivision within the Saguaro Springs Block Plat and generally located directly north of Twin
Peaks Road and west of Silverbell Road, in a portion of Section 18, Range 12 East, Township 12
South and in a portion of Section 13, Range 11 East, Township 12 South, is hereby approved.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana, Arizona,
this 18th day of July, 2006.
