Thornton, P.E., Assistant Director of Public Works SUBJECT: Presentation: Silverbell Road Construction Traffic Mitigation Study DISCUSSION Kevin Thornton, Assistant Director of Public Works, Fernando Prol, Traffic Engineering Division Manager, and Alejandro Angel, P.E., Traffic Engineering Manager for MMLA-Psomas will make a presentation of the Silverbell Road Construction Traffic Mitigation Study. This presentation will provide an overview of the Silverbell Road construction project, including the schedule, construction impacts, and phasing of the project. MMLA-Psomas has developed a computer simulation that replicates traffic patterns during construction at the intersections of Silverbell Road/Cortaro Road, Silverbell Road/Ina Road, and elsewhere in the affected area. A proposed closure of Silver bell Road (from Ina Road to Bradstreet Drive) will allow the project to reduce construction time by approximately three months and save an estimated $600,000 to $750,000 from the construction budget. The closure of Silverbell Road will allow the following items to be completed much quicker than a typical construction project: · Sanitary Sewer - The sewer is located immediately to the south and east of the proposed alignment at a depth ranging from 15' to 20'. By allowing the closure, the construction of the sanitary sewer will be completed quicker and at a lower cost than if traffic is allowed to remain on Silverbell Road. It is estimated that the sewer could be constructed at a savings of approximately $50,000. · Box Culverts - There are seven large box culverts varying in size from a 3 barrell0'x4' box to a 7 barrell0'x4' box. Five of the culverts will be located in the proposed closure. These will be constructed as precast units and will be able to be excavated and installed at one time rather than half at a time as is typical when accommodating existing traffic. Approximately $350,000 could be saved by allowing the closure. · Traffic Control - By allowing a quicker construction timeframe, traffic control costs will be greatly reduced. These costs can run approximately 8% of the total construction cost. It is estimated that up to $250,000 could be saved on traffic control alone. Silverbel/ Road 2/24/2004 1:33 PM FJC An expedited construction project that restricts vehicular access will improve citizen (motorist) safety, safety of the construction team, reduce complaints about construction impacts to motorists, and shorten the project. However, road closures do complicate travel patterns and may create some citizen complaints about diverted traffic on the surrounding roadways. RECOMMENDATION Staff recommends Council consideration to restrict vehicular access from Ina Road to Bradstreet Drive (the road closure will occur south of all residential entrances) during the construction phase.
