Berlin, Planning Director SUBJECT: Resolution No. 2006-116: Relating to Development; ratifying design recommendation for the development known as Silverbell Office/Retail. DISCUSSION Reauest for Ratification Sayler-Brown Bolduc Lara Architects L.L.c., on behalf of J Silverbell Properties, L.L.C., requests ratification of the design review for Silverbell Office/Retail. Location The project is located on a I ~ - acre parcel in Continental Ranch generally located on the south side of Silverbell Road, approximately east of the intersection of Silverbell Road and Coachline Boulevard/Continental Reserve Loop adjacent to the Picture Rocks Wash. Silverbell Road Corridor Overlay District (S.R.C.O.D.) Desie:n Review Committee The site and building design was reviewed by the Silverbell Road Corridor Overlay District Manager's Design Review Committee on July 19th, 2006 and voted unanimously to recommend the design of the Silverbell Office/Retail development. Pro i ect The proposed Silverbell Office/Retail development is approximately 18,000 square feet, with 10,500 square feet of first floor space and 7,500 square feet of second floor space. The proposal depicts 13 suites with seven suites on the first floor and six suites on the second floor. The plan depicts 15,841 square feet of landscaping, well exceeding the 6,534 square feet required. Buildine: Desie:n The building will be of masonry construction with some stucco application. Architectural elements include arched openings, decorative tile-covered balconies, concrete masonry unit banding and decorative guard rails and scuppers. The north elevation, which faces Silverbell Road, and the west elevation which faces the Picture Rocks Wash, demonstrate varied roof lines, a covered balcony on the second floor and varied openings that reduce the building's massing. The color scheme of muted desert colors break up the massing of the building as well as complements the commercial development adjacent to the site. The south elevation faces the Continental Reserve common area/open space and will be partly obscured by an earth berm and SilverbelI Office-Retail SRCOD Design Review DPR-06011 landscaping along the rear of the site. The east elevation will face the Silverbell Plaza development and will be partly blocked by a building along that development's west side. The varied color, size and location of the split-face masonry, and the decorative scuppers and pop- outs along the south and east elevations break the walls into different planes and highlight the varied roof lines. Site Parkine: & Bufferine: Parking is located in the front, back and east side of the center generally along the perimeter of the site and the front and back of the building itself. Landscaped islands in the parking lot and perimeter landscaping will buffer the parking from adjacent properties. The loading area and walled trash enclosure are located behind the building and are screened by landscaping. Off-site improvements include a median cut on North Silverbell Road and gunite bank protection along the full length of the property where it meets the Picture Rocks Wash. Staff reviewed the proposed design review application and finds it complies with all applicable design, development and performance standards and guidelines as required by the Silverbell Road Corridor Overlay District. SUGGESTED MOTION I move to approve Resolution No. 2006-116. -2- Silverbell Office-Retail SRCOD Design Review DPR-060Il MARAN A RESOLUTION NO. 2006-116 RELATING TO DEVELOPMENT; RATIFYING DESIGN APPROVAL FOR THE DEVELOPMENT KNOWN AS SIL VERB ELL OFFICE/RETAIL WHEREAS, the Town of Marana approved and adopted the overlay district for the Silverbell Road Corridor Overlay District on December 16, 2003 (Ordinance No. 2003.27), located within the corporate boundaries of the Town of Marana, Arizona; and WHEREAS, J Silverbell Properties, L.L.C., the owner of approximately 1.5 acres in Continental Ranch generally located on the south side of Silverbell Road, east of the intersection of Silverbell Road and Coachline Boulevard/Continental Reserve Loop, adjacent to the Picture Rocks Wash; located within the Silverbell Road Corridor Overlay District, has applied to the Town of Marana for design review approval for a office and retail center; and WHEREAS, the Manager's Design Review Committee met on July 19, 2006 and recommended Silverbell Office/Retail; and WHEREAS, the Mayor and Council have considered the application at the regular Town Council meeting held August 1, 2006, and has determined that the recommendation with conditions by the Silverbell Road Corridor Overlay District Manager's Design Review Committee for Silverbell Office/Retail should be ratified. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona, that the recommendation with conditions of the Manager's Design Review Committee regarding the design for Silvebell/Office Retail, submitted by Sayler-Brown Bolduc Lara Architects, L.L.C., is hereby ratified.
