and authorizing a preliminary plat for Richmond Marana Town
Center Lots 1 - 262.
DISCUSSION
ReQuest
The applicant requests preliminary plat approval of a 262-lot single family residential
subdivision on 41.79 acres.
This project was presented to the Planning Commission on June 28, 2006. The Planning
Commission is forwarding this preliminary plat to the Town Council with a unanimous
recommendation for approval.
Location
The project is located within the Marana Town Center on both sides of Marana Main Street,
south of Grier Road and north of Barnett Road.
Background
The project is located within the Rancho Marana West Specific Plan originally adopted on
February 6, 1990 (Ordinance No. 90.04), amended and approved on May 18, 1999 (Ordinance
No. 99.13), and subsequently amended on February 15, 2005 (Ordinance No. 2005.05). That
amendment designated the Town Center area as a Special Planning Area, and it was not included
in the amendment. This subdivision is subject to the Development Regulations of the Rancho
Marana West Specific Plan for subdivision design, utilities and land uses as well as Specific Plan
Design Guidelines for residential design and landscaping. This project is also subject to the
Residential Design Standards adopted on September 19,2005 (Ordinance No. 2005.18).
Zonine: and Lot Size
The land use designations per the Rancho Marana West Specific Plan are Medium Low Density
Residential (1-10 RAC), Medium Density Residential (10-18 RAC), and High Density
Residential (26+ RAC). The project includes detached single family homes on alley-loaded
garden court lots and "Z" lots with direct street access. "Z" lots are designed with staggered side
property lines which allow half or more of the residential units to have garages in the rear of the
lot, improving the appearance of the front yards and the streetscape.

Of the total lots, the minimum lot size is 3,525 square feet and the maximum lot size is 5,526
square feet. There are 139 garden court lots with an average lot size of 3,858 square feet, and
123 "Z" lots with an average lot size of 4, 168 square feet.
Parks and Open Space
The larger recreation area for this project is provided from Ora Mae Ham Park east of this
subdivision. On-site park and recreation will be provided in common area courtyards throughout
the subdivision with a total combined area of approximately 76,900 square feet (1.8 acres).
These courtyard areas will include landscaping, seating, and shade structures as typical
amenities. Pedestrian connections to adjacent areas are provided through alleys and landscaped
common areas with walking paths. Perimeter open space areas and drainageways will be
landscaped. A homeowners association will be responsible for maintenance of these areas.
Schools. Impact Fees and Public Facilities
The developer will contribute a school improvement fee of $1,200 per residential dwelling unit
to the Marana Unified School District.
Each residential unit will pay the required $3,028 fee for public park and trail system facilities
and will also pay the required $6,238 transportation impact fee, both as adopted by Town
Ordinance No. 2006.12. In addition, there will be a contribution of $500 per acre ($20,895)
toward the Santa Cruz River flood protection levy. The developer is also responsible for
undergrounding CMID open irrigation ditches/canals along Barnett Road.
The project site falls within the limits of the Airport Influence Area. A general plat note
included in the plat discloses to potential buyers the proximity of the airport resulting in aircraft
noise and aircraft overflight. An A vigation Easement will be recorded on this property.
Lots will be served by a public sanitary sewer system. Water will be provided by the Marana
Municipal Water Department. The property will be served by the Northwest Fire District.
Transportation
Project access is from Marana Main Street and through an extension of Street "C" west to
Sandario Road. Lots are served with loop roads and alleys through the northern half of the
subdivision, and two cul-de-sacs with interconnecting alleys in the southern half. Garden court
lots will be accessed from alleys, while the "Z" lots will have street access. All streets are
public, and all alleys are private. All streets will also have on-street parking.

RECOMMENDATION
Staff recommends approval of the preliminary plat for Richmond Marana Town Center with one
condition. Staff has reviewed the application for. compliance with the Marana Land
Development Code and the Rancho Marana West Specific Plan. This preliminary plat complies

with all required development regulations and conditions of zoning with one exception. EI Paso
Natural Gas has not provided final clearance for the project, and their approval will be required
as a condition of this preliminary plat approval.

RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A PRELIMINARY
PLAT FOR RICHMOND MARANA AT TOWN CENTER, LOTS 1 - 262.
WHEREAS, Richmond American, the owner of Richmond Marana at Town Center, has
applied for approval of a preliminary plat for 262 single-family detached homes on 41.79 acres
comprising lots 1 through 262, Common Areas "A" (Landscape/Open
Space/Drainage/Street/Alley), "B" (Landscape/Open Space), "C", "D", "E" (Landscape/Open
Space/Drainage), "F" (Landscape/Open Space/Drainage/Alley), "G" (Landscape/Open
Space/Drainage), and "H" - "M" (Landscape/Open Space), "N" (Landscape/Open
Space/Drainage), "0" (Landscape/Open Space/Drainage/ Alley) and "P" (Landscape/Open
Space/Drainage) and is generally located either side of Marana Main Street, south of Grier
Road and north of Barnett Road in a portion of Section 27, Township 11 South, Range 11
East; and
WHEREAS, the Town Council, at their regular meeting on August 1, 2006, has
determined that the Richmond Marana Town Center Preliminary Plat should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana,
Arizona that Richmond Marana Town Center Preliminary Plat, a 262-lot residential subdivision
generally located either side of Marana Main Street, south of Grier Road and north of Barnett
Road in a portion of Section 27, Township 11 South, Range 11 East, is hereby approved with
the following condition:
1. Approval of the preliminary plat from EI Paso Natural Gas.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana, Arizona,
this 1 st day of August, 2006.
