SUBJECT: Resolution No. 2006-121: Relating to Development; approving and
authorizing a preliminary plat for the Talavera.
DISCUSSION
ReQuest
Preliminary plat approval of a 92-10t single family residential subdivision on approximately 73
acres.
Location
The site is generally located south of Linda Vista Boulevard and approximately one-half mile
east of Camino de Manana.
Zonin!!:
The property received "R-6" zoning in January of 1994 via Ordinance No. 94.02. The site is
bounded by vacant property to the south, east and west and to the north by Oasis Hills (project
under construction).
The proposed minimum lot area is 6,050 square feet with an average of7,118 square feet.
Open Space
A 404 permit was required for the on-site wash crossings that were classified as jurisdictional
waters by the Army Corp of Engineers. As part of federal nexus procedures the u.s. Fish and
Wildlife Service was consulted and a biological opinion was issued.
The biological opinion requires dedication of approximately 54 acres of natural undisturbed open
space (NUOS). The NUOS is distributed throughout the subdivision preserving the most viable
vegetation and habitat areas. The development agreement approved via Ordinance No. 2005-89
exempts the project from providing an active on site recreational facility based upon on the large
amount NUOS set-aside.
Transportation
The subdivision will be served by two points of access off Linda Vista Boulevard. Deceleration
lanes will be provided for both east and west bound travel lanes. The internal circulation
contains public streets and sets aside a future connection point for the property to the east.

RECOMMENDATION
Staff recommends approval of the preliminary plat for Talavera. Staff has reviewed the
application for compliance with the Marana Land Development Code and the General Plan. This
preliminary plat appears to be in substantial conformance with all required development
regulations and conditions of zoning.

RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A PRELIMINARY
PLAT FOR TALAVERA.
WHEREAS, Leadstar Engineering, representing the owner of Talavera, has applied for
approval of a Preliminary plat for a 92-lot single-family residential subdivision on 77.33 acres,
including lots 1 through 92, and Common Areas "A", "B", "C" and "D" and is generally located
south of Linda Vista Boulevard and approximately one half mile east of Camino De Manana within a
portion of Section 23, Township 12S, Range 12E; and
WHEREAS, the Town Council, at their regular meeting on August 1, 2006, has
determined that Talavera Preliminary plat should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that Talavera preliminary plat, a 92-lot single-family residential subdivision is
hereby approved..
