SUBJECT: Resolution No. 2006-130: Relating to Development; approving and
authorizing a preliminary plat for the Pines Phase II.
DISCUSSION
Reauest
Preliminary plat approval of a 280-1ot single family residential subdivision on approximately 56
acres.
Location
The site is generally located north of Arizona Pavilions Drive, west of the 1-10 Frontage Road
and east of the Santa Cruz River.
Zonine:
An amendment to the Continental Ranch Specific Plan was approved via ordinance 2005.19
changing the land use designation of parcel 62C, "C*" (Freeway Commercial 2.5 acres), and
parcels 62, 62D and 73 "RR" (Residential Recreation 52.5 acres), to "MHD" (Medium High
Density Residential) that allows single family dwellings with minimum 3,000 square lot sizes.
The proposed minimum lot size is 3,010 square feet and the average is 4,749 square feet.
Recreation
The minimum active on-site recreation facilities required is 1.19 acres and the plan provides 1.28
acres. The project proposes two separate recreational facilities that include a community pool, a
play structure, ramadas, and turf areas as illustrated in the specific plan amendment.
Transportation
The subdivision is gated and will be served by one point of access off of Continental Links Drive
and one right-out access only off the 1-10 Frontage Road. A street standards design exception
was approved by the Planning Commission on July 26, 2006, for right-out access only off the
frontage road. Right-in access off the 1-10 frontage road will be provided for emergency access
only. The internal circulation contains private streets with on street parking limited to one side
of the street.

RECOMMENDATION
Staff recommends approval of the preliminary plat for The Pines Phase II. Staff has reviewed
the application for compliance with the Continental Ranch Specific Plan and the Marana Land
Development Code. This preliminary plat appears to be in substantial conformance with all
required development regulations and conditions of zoning.
SUGGESTED MOTION

RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A
PRELIMINARY PLAT FOR THE PINES PHASE II.
WHEREAS, MMLA Psomas, representing the owner First American Title Insurance
Company, has applied for approval of a preliminary plat for a 280-lot single-family residential
subdivision on 55.73 acres, including lots 1 through 280, and Common Areas "A", "B", and "C"
is generally located north of Arizona Pavilions Drive, west of the 1-10 Frontage Road and east of the
Santa Cruz River within a portion of Sections 26 and 27, Township 12 South, Range 12 East.; and
WHEREAS, the Town Council, at their regular meeting on August 14, 2006, has
determined that The Pines Phase II preliminary plat should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that The Pines Phase II preliminary plat, a 280-lot single-family residential
subdivision is hereby approved..
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana,
Arizona, this 14th day of August, 2006.
