SUBJECT: Resolution No. 2006-131: Relating to Development; approving and
authorizing a development plan for Linda Vista Cinema at
Continental Ranch Westside Retail Center.
DISCUSSION
Reauest
The applicant, The WLB Group on behalf of Continental Ranch Development, L.L.C. requests
approval of a development plan for a movie theatre located at Lots 54 & 55 of the Peppertree
Business Park and lot 12 of Continental Ranch Retail Center west of Business Park Drive and
Burlingame Road. The Planning Commission heard this request on July 26, 2006 and
recommended approval of the project.
Zonin2: Information and Lot Size
The subject property is within the Continental Ranch Specific Plan area and encompasses this
land use designation. The land use designations per the specific plan are Industrial (I) and
Freeway Commercial (C). The proposed development is allowable under these designations.
The site has an area of 6.61 acres (287,932 square feet); the proposed building floor area is
60,230 square feet with a proposed height of39 feet (maximum height allowed is 39 feet). The
project's total landscape coverage is 16 percent, exceeding the 10 percent minimum required.
Access and Parkin2:
Three lanes to this parking lot will provide direct access to the site from Business Park Drive.
The proposed theatre has 16 auditoriums and 2400 seats. Based on research by the applicant, a
ratio of 1 parking space to every 5 seats is the industry standard. The total number of proposed
parking spaces is 478. Continental Ranch Specific Plan uses a single parking standard for all
commercial uses and would require only 302 parking spaces.

RECOMMENDATION
DPR-06008 Linda Vista Cinema DP TC
Staff recommends approval ofthe development plan for Linda Vista Cinema. Staff has reviewed
the application for compliance with the Continental Ranch Specific Plan, the Marana Land
Development Code and the Marana General Plan. The development is in conformance with all
required development regulations and conditions of zoning with one condition as follows.
CONDITION
The completion of a dedication of a new drainage way, abandonment of existing drainage way
and partial release of one-foot no-access easement.
SUGGESTED MOTION
I move to approve Resolution No. 2006-131.

RELATING TO DEVELOPMENT; APPROVING AND AUTHORIZING A
DEVELOPMENT PLAN FOR LINDA VISTA CINEMA AT CONTINENTAL RANCH
WESTSIDE RETAIL CENTER.
WHEREAS, Continental Ranch Development, L.L.C., the owner of Lots 54 & 55 of
Peppertree Ranch Business Park and lot 12 of Continental Ranch Retail Center, has applied for
approval of a movie theatre on a 6.61 acre site, generally located west of Business Park Drive and
Burlingame Road, within Section 26 and 35, Township 12 South, Range 12 East; G. & S.R.M.,
Town of Marana, Pima County, Arizona
WHEREAS, the Town Council, at their regular meeting on August 14, 2006, has
determined that the development plan for Lots 54 & 55 of Peppertree Ranch Business Park and
lot 12 of Continental Ranch Retail Center should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of
Marana, Arizona, that the development plan for Lots 54 & 55 of Peppertree Ranch Business Park
and lot 12 of Continental Ranch Retail Center is hereby approved with the following condition:
1. Completion of the dedication of new drainage way, abandonment of existing drainage
way and partial release of one-foot no-access easement.
PASSED AND ADOPTED by the Mayor and Council of the Town of Marana, Arizona,
this 14th day of August, 2006.
