The ribbon cutting Ceremony for the traffic interchange is scheduled for November 19 at l Oa.m., and a community walk~run~bike event is being organized by Parks and Rec- reation to be held on the new road November 13. (Council will be requested to attend) Project Name: Twin Peaks Road/Coachline Boulevard School Crossing Project Status,Details: • At the request of the Marana Unified School District, the traffic engineering division re- cently established an official school crossing (via traffic signing, marked crosswalks, adult crossing guards) at the referenced intersection in conjunction with the new traffic signal at this location. • Our Public Works Department~ClP Division was involved in this effort as part of their administration of the Twin Peaks Traffic Interchange project, which included the signal- ization of this intersection. Project Name: Interim Traffic Signal Timing Plans for Twin Peaks Road/Silverbell Road and Twin Peaks Road/Coachline Boulevard Intersections Project Status~Details: • The Traffic Engineering Division developed the interim traffic signal phasing and timing plans at the referenced intersections. The traffic signals, which were constructed as part of the Twin Peaks Interchange project, were activated prior to the actual opening the interchange project in order to more safely accommodate school-related traffic in the area. The interim phasing and timing plans were required since the traffic volumes cur- rently using the intersections are very different from those that will use the intersections once the interchange is open to traffic. The ultimate phasing and timing plans, which have been developed by a traffic engineering consultant (Kimley-Horn), will be installed at both intersections in conjunction with the opening of the Twin Peaks Interchange. • Our Public Works Department~ClP Division was involved in this effort as part of their administration of the Twin Peaks Interchange project. The Public Works Department's signal technicians assisted by installing the phasing and timing plans at both intersections. • Both traffic signals are currently operational. Traffic Engineering Division staff has close- ly monitored the signal operations and has made recommendations for changes in the phasing and timing plans as deemed necessary. Transportation Project Name: Camino de Manana Linda Vista to Tangerine Road-Roadway and Drain- age Improvements Project Status/Details: • The project is on schedule and will be part of the Twin Peaks Project ribbon cutting on November 19. • Project budget is $19,505,343.27. At the end of August $14,088,817.82 has been spent with $5,416,525.45 remaining. • Phase I construction at the Tangerine Road/Dove Mountain intersection has commenced. Project Name: Tangerine Road Corridor, I-10 to Town of Marana Limits Design Concept Report (DCR) Project Status/Details: • This is an RTA-funded project that also involves Pima County and the Town of Oro Val- ley, but Marana is responsible for administering the project. • Tangerine Road, east of I-10, is under survey and will be for approximately 18 months. • Psomas is currently collecting roadway data and under contract for approximately 2.5 million dollars. • It is anticipated that the roadway will not be completely constructed to the ultimate de- sign until 2026, but construction on the part closest to I-10 could begin within the next 5 years. Project Name: American Recovery and Reinvestment Act (ARRA) Stimulus Project - Re- paving and Overlay of Sandario, Twin Peaks, and Tangerine Roads (Project #2011-153- 004) Project Status/Details: • The Sandario Rd. and Twin Peaks Rd. portions of the project have been completed. • The Tangerine Rd. resurfacing is underway and is scheduled to be completed by mid to late October. Transportation Proiect Name: Cortaro/Silverbell Intersection Improvements (dual right turn lane exten- sion) Project Status,/Details: • Bid Opening Thursday, September 16, 2010 Cl' 3:00 pm • RTA funded; approx. $160,000 budget still available Construction Activity Project Name: Housing Rehabilitation Program Strategic Plan Initiative: Community Building-Partner, support and promote the development of diversified and affordable housing opportunities for residents. Project Status,Details: • 1 home currently receiving rehab work • 3 homes in queue to receive rehab services • Information pamphlets were mailed out to 3 neighborhoods Project Name: Marana Builds Habitat Strategic Plan Initiative: Community Building-Partner, support and promote the development of diversified and affordable housing opportunities for residents. Project Status f Details: • 2^d home is 70-75% complete • Home dedication tentatively scheduled for November 20rn • Meetings will be held in September to locate 2 more families for the next homes that will be built on Whitney Lane Project Name: Wild Burro Trail Head and parking lot Project Status/Details: • The Wild Burro Trailhead is financed by 2004 Pima County Park Bonds. • The project is scheduled to be advertised for bid the week of September 20. • Public Services Capital Improvement Program will manage day to day construction opera- tions and prepare bid documents, the Finance Department will coordinate fund reimburse- ment from Pima County, the Environmental Engineering Division is coordinating cultural re- source and biological surveys required by state land, BLM, and Pima County. • A 2-mile extension of the Wild Burro Trail up to Pinal County by an in-house temporary em- ployee trail crew is underway. Wild Burro Trail Head Extension Project Name: Marana Heritage River Park Strategic Plan Initiative: Heritage-Build facilities that focus on the Town's Heritage Project Status/Details: • Construction at the Marana Heritage River Park is financed by 2004 Pima County Park Bonds. • The final piece of this project is the installation of a public art piece per the Pima County/ Town of Marana Project IGA. • Artist Rebecca Thompson is fabricating a Town of Marana timeline from the information gathered in the Pioneering People on a Corridor of Change Marana Cultural Heritage booklet. • Installation by the artist and Town crews is scheduled for the spring of 201 1 at the Herit- age House. Construction Activity Project Name: Airport Septic System and Influent LiN Station (Project #2010-153-027) Strategic Plan Initiative: Commerce-Work towards making the Marana Regional Airport a "shovel-ready" place. Project Status~Details: Construction is about 90% complete. Remaining work includes installation of mechanical and electrical equipment and operational testing. State Land is continuing its procedural work to establish the easement that will enable Trico Electric Cooperative to extend its electric system to service the septic system lift station pumps. State Land has informed Trico that the easement should be recorded sometime be- tween December 2010 and February 201 1. Project Name: Picture Rocks Reservoir Replacement Project Status~Details: • Existing 100,000 gallons storage reservoir, located at 7107 W. Picture Rocks Rd, has been demolished due to near-failing condition, and a new 250,000 gallon reservoir will be con- structed. • The new reservoir will take several months to construct. Currently there are two temporary storage tanks on-site that assist in serving the water system's customers. • In August we mailed a letter to approximately 40 customers in the area of the reservoir explaining our work and asking them to select the color they would like to see the new res- ervoir painted. We received nearly 15 responses and the majority of customers selected the color "Twine." Construction Activity Criminal Justice Project Name: Criminal Justice General Updates Project Status~Details: • 28 Marana Police Department officers participated in Operation Stonegarden. Their participation resulted in 224 traffic stops, 32 citations and four misdemeanor arrests. Their participation was funded through the Stonegarden grant. • Marana Police Department officers participated in the Southern Arizona Regional DUI Task Force deployment over Labor Day weekend during their regular patrol shifts. Their participation resulted in three DUI arrests, including two drug recognition evaluations. • The Marana Police Criminal Investigations Unit, along with the Crime Scene Unit are working to solve a "cold case" involving an unidentified murder victim whose body was found in the Town of Marana on November 25, 1987. The Department has distributed information nationally in order to locate possible leads in the case. • The Marana Prosecutor's Office received 151 new cases from the Marana Police De- partment in the past 30 days. • The Marana Prosecutor's Office closed 162 cases in the last 30 day Community Health and Wellness Project Name: Parks and Recreation Newsletter "E-zine" Strategic Plan Initiative: Progress and Innovation-Create environmentally friendly media (reduce paper copies, increase on-line use). Project Name: Candidates Project Status~Details: • It is anticipated that the Town Clerk will be holding a candidate briefing October 18 for the primary election on March 8, 201 1 Support Services Project Name: Wireless Wide Area Network Redesign Project Status~Details: Successful implementation and switch: • completed all primary site installations of new equipment at 4 tower locations • transitioned all internet~WAN management services to new vendor (TWN) • completed all secondary site installations (Airport, Sr Center, PCSO connection) • completing the traffic intersection camera connections • final redundant link move planned for Sept. • training and documentation planned for Oct~Sept to complete project. • Noted some spot outages during the transition • Exceptional performance and effort under difficult circumstances by Ken Mayer, Rick Brown, and staff was the key element in successful transition. Project Name: Executive Search -Chief of Police ~ Assistant Town Manager Project Status~Details: • Chief of Police posted open for applications on September 1, 2010. The position is open until filled; however, the first review of applications will take place on October 4, 2010. • The Assistant Town Manager posted open for applications on September 15, 2010. Project Name: Employee Benefits & Wellness -Flu Shot Clinics Planned for CIGNA En- rollees Project Status~Details: • Employees and dependents enrolled in CIGNA will be eligible to receive a no cost flu shot vaccine. Shot clinics are planned at the MMC on Tuesday, October 19 from 8:00 am to Noon; and at the MOC on Thursday, October 21 from 9:00 am to 1 1:00 am. Support Services Project Name: Employee Appreciation Week Approaching Project Status~Details: • Employee Appreciation week is slated for September 27 -October 1, 2010. • Proclamations for the weeks and recognition of employees who will retire will takre place at the September 21St Mayor and Council meeting. • Special employee recognition by the town manager for `milestone' service years (5, 10 & 15) will occur on Monday, September 27th; banners hung at the MMC will dis- play the names of these individuals. • Individual departmental activities will tape place throughout the weekr. • The town will host an employee barbeque at the MMC from 11:00 -1:30 pm. Grants Project Name: Homeland Security Grant Program Project Status f Details: • The Town of Marana was awarded $302,567 for the FY 2010 Homeland Security Grant Program. • The funding will provide infrastructure needed to connect portable generators to seg- ments of our buildings for use in an emergency. Project Name: Tangerine/Thornydale Specific Plan Amendment Project Status/Details: • The owners of the property, HSL Properties, recently conducted a neighborhood meeting to inform nearby residents of a modified plan after their withdrawal of the project in January. The new plan is still compromised of apartments and a hotel but now the apart- ments will all be two-stories and the hotel will be setback a greater distance from Tange- rine Road. The modified plan has not yet been submitted for Town review. Land Use Project Name: PCZ-09057: Marana Regional Landfill Specific Plan TANGERINE / THORNYDALE SPECIFIC PLAN AMENDMENT Y ' `~ ° °• Project Status/Details: • The Plan is currently in the Public Review Phase (see below figure). The 60 day formal review period extends from August 20'h to October 18'h, 2010. • On August 20, 2010 the Marana 2010 General Plan draft was released to the public for comment and review. The entire plan was posted online and sent to designated review- ers. • Approximately 65 reviewers (as outlined in the Public Participation Plan and in compli- ance with ARS statutes), comprised of individuals, agencies, and jurisdictions were sent e- mails announcing the completion of the plan and solicitation for review and comment. The a-mail detailed the location of the electronic draft, the availability of hard copy drafts, and offered the option of being sent a cd. • The Marana 2010 General Plan draft was posted to the website h*~°~_.< j 3~ y.. 5~~;~NID-~2i, in a table of content format as separate pdfs. ._ Opportunities to comment are numerous and varied. Citizens can post comments on the website electronically, by phone (using the General Plan Hotline), completing a comment sheet, or verbally to the project manager. • Public Open Houses were held in September at the Wheeler Taft Abbett Library, Marana Municipal Complex and Heritage Highlands. Public releases for these events were sent to the Star, Explorer, Marana Weekly, KOLD, KVOA, KGUN and FOX 1 1 to notice the meetings. Public notices were also sent to all the HOAs for which we have addresses (Gladden Farms, Dove Mountain, Continental Ranch, Rancho Marana). See photos on pages 5 and 6 for event activities. • An environmental community meeting group was selected by Janine Spencer and Jannifer Christelman. On August 26, 2010, staff presented a General Plan Powerpoint and took questions and comments . Groups invited included: AZ State Land, Red Point Develop- ment, AZ Game and Fish, Tucson Audubon Society, Defends of Wildlife, the Coalition for Sonoran Desert Protection and more. • Citizen Advisory Committees engaged: 2010 General Plan staff met with a number of citizen advisory committees including: the Business and Economic Development CAC met on 08/17/10, the Parks and Recreation CAC met on 08/19/10. • Community Outreach in ongoing: General Plan Presentations are planned in October in a number of neighborhoods Continental Ranch Community Center ,Saturday, October 2^a, and at the Sunflower Village Center on Friday, October 8th. • Focus Group meetings are scheduled with key stakeholders including Mining on Septem- ber 14, Agriculture on September 23, and Homebuilders/Developers September 28th. • Citizens who signed up to be notified by a-mail of activities and information pertaining to the Marana 2010 General Plan (approximately 70) continue to receive activity updates .
