Meeting Times
Welcome to this Marana Council meeting. Regular Council meetings are usually held the first and
third Tuesday of each month at 7:00 p.m. at the Marana Town Hall, although the date or time may
change, or Special Meetings may be called at other times and/or places. Contact Town Hall or watch
for posted agendas for other meetings. This agenda may be revised up to 24 hours prior to the meeting.
In such a case a new agenda will be posted in place of this agenda.
Speaking at Meetings
If you are interested in speaking to the Council during Call to the Public, Public Hearings, or other
agenda items, you must fill out a speaker card (located in the lobby outside the Council Chambers) and
deliver it to the Town Clerk prior to the convening of the meeting.
All persons attending the Council meeting, whether speaking to the Council or not, are expected to
observe the Council Rules, as well as the rules of politeness, propriety, decorum and good conduct.
Any person interfering with the meeting in any way, or acting rudely or loudly will be removed from
the meeting and will not be allowed to return.

Discussion:
The Town's benefits consultants, Mr. Don Heilman and Mr. Che Yi from Gallagher Benefits,
Inc., are present tonight to update the Mayor and Council on the current status and future outlook
of the Town's employee benefits programs. The discussion will cover health insurance models,
revisit the steps taken by the Town resulting in a change of medical carriers, address transition
issues, and project 2011 market conditions and fiscal challenges. Although this presentation
is informational and no formal Council action is required at this time, staff is seeking Mayor and
Council input in moving forward with plans to secure employee benefits for fiscal year 2012.

Strategic Plan Focus Area - Additional Information:
The Town's Strategic Plan adopted February 3, 2009, includes the Focus Area "Heritage that Ties
the Past to the Future." One of the goals of this focus area is "to maintain a sense of community
character by linking the past, present and future ". An action strategy under this initiative is to
expand Founders' Day to be a weekend event. In addition, the Focus Area "Recreation Capital of
Arizona" includes an initiative to "increase the visibility and participation by residents and
visitors in Marana's 'signature' events."

Discussion:
Founders' Day 2011 has been moved from its traditional date in March to October. This move
was made as a budget saving measure for fiscal year 2011 and to allow planning for a weekend
event that better dovetails with the community's calendar. This year's event includes an event
schedule that begins on Thursday and runs through Sunday. Community partners and business
are being invited to participate in the planning and execution of the event. On Thursday, October
27, the festivities begin with the Branding Iron Gala at the Stardance at the Lazy K Bar Ranch,
featuring dining, dancing, and presentation of this year's Marana Branding Iron Award.
Nomination materials for the Branding Iron Award will begin being distributed in May.
Thursday night will include the opening of the Marana Carnival at Ora Mae Ham Park. The
carnival will operate in the ball field area of the park. The selection process for the carnival
operator is underway. The Western Heritage Committee is planning a roping event at the Western
Heritage Arena. Friday evening, October 28, features a Marana High School football game, bull
riding at the Western Heritage Arena, and the continuation of the Marana Carnival. Saturday,
October 29, is the main Founders' Day event. At 8:00 a.m., the Gladden Farms 'Running with
Anza' Half Marathon starts at the Marana Heritage River Park. At 9:00 a.m., the Founders' Day
Parade begins. This year's parade will include marching bands from area high schools along with
floats and entries from school clubs and community groups. Ora Mae Ham Park is the home of
Saturday's festivities with the Marana Heritage Conservancy producing the 3rd annual Heritage
Festival showcasing the area's culture.

The Anza Expedition and Trail will be celebrated. The Southern Arizona Arts and Cultural
Alliance ( SAACA) brings a fine arts and crafts show to the park with exhibitors and vendors
from around the region participating. Both SAACA and the Heritage Conservancy will
collaborate on heritage Chemed music and entertainment from the Marana stage. The carnival
continues at the ball fields, and rodeo events will be scheduled throughout the day at the Western
Heritage Arena. Activities slow down in mid- afternoon with a Concert in the Park planned for
the evening hours from the Marana stage. Plans for the day include an enclosed beer garden.
The SAACA Fine Arts and Crafts Show, Marana Carnival, and Western Heritage Arena events
continue through Sunday. The 2011 Marana Founders' Day will provide Marana's contribution to
the Arizona Centennial Celebration.
Planning for the event continues and additional activities around the Marana community are
encouraged. This is the beginning of what can become a week -long series of events celebrating
the amazing culture, heritage, and natural history of Marana.
Financial Impact:
A successful Founders' Day event depends on partnerships and collaborations throughout the
community. Sponsorship packages are being finalized. Town resources will involve personnel
and equipment. Parks and Recreation anticipates a $20,000 request for FY2012. This compares
to a $25,000 request in 2009, and a $15,000 request for 2010.

The supply of safe, affordable housing is a basic need in our community. Having a Town -wide
housing program advances action strategies under the Community Building focus area by
offering alternative funding for the rehabilitation of infrastructure in older neighborhoods and
Colonias and providing opportunities for new housing development throughout the community.

Discussion:
Following the 2005 Council Retreat, Community Development staff were instructed to develop a
comprehensive housing strategy to ensure safe, affordable housing for Marana residents and to
support future economic growth. In October 2006, staff presented Council with an Affordable
Housing Update outlining the objectives and strategies developed to meet the Council- stated
objectives and functional tasks outlined by the participants in the 2005 retreat.
The objectives were to:
Create Affordable Living through Reduction of Long -Term Costs
Expand Housing Programs and Support
Develop Public/Private Partnerships in Delivery of Affordable Housing
Assist Private Housing Initiatives
Integrate Affordable Housing into New Developments
Allow for Higher Density Development Alternatives
Specific tasks assigned were to:
Develop an Employer Assisted Housing Program
Establish a working relationship with the Arizona Department of Housing
Initiate an Affordable Housing Citizen Advisory Commission.
Develop a comprehensive multi -year Community Development Block Grant
(CDBG) funding strategy to present to Pima County
Complete Honea Heights Neighborhood Redevelopment Plan and seek funding and partners
Work with Habitat for Humanity to build housing for low- income families

All of the tasks assigned have moved forward.
Marana's Employer Assisted Housing program supported the purchases of homes for employees
between 2006 and 2009. During the 2010 and 2011 fiscal years, the program remained in place
unfunded.
The Town of Marana has worked closely with the Arizona Department of Housing and became a
charter member of the Arizona Housing Alliance in 2009. These relationships have provided the
Town an opportunity to work with non - profit and private partners to strengthen the affordable
housing program and secure funding.
Marana's Affordable Housing Citizen Advisory Commission has worked to facilitate a public
process for the development of plans. During both the 2007 and 2010 General Plan Updates, the
Commissioners worked closely with staff and members of the public to modify the housing
element looking at both the current and future housing needs of the community.
Using Pima County CDBG funds, the Community Development Department has been able to
purchase four home sites for Marana Builds Habitat and provide owner - occupied housing
rehabilitation assistance to more than 30 households.
The Honea Heights Neighborhood Redevelopment plan (now known as Honea Heights III)
has moved to the platting stage. Environmental work has been completed and funding secured.
Unfortunately, if sanitary sewer capacity is not secured within a short period, the project will
have to be shelved and funding awards declined.
Habitat for Humanity has completed two homes and will begin construction on three more
homesites during 2011 -2012.
The programs will continue to serve Marana's working families, seniors, and young families. In
addition, staff is proposing a program to assist in the development of housing throughout the
community. Marana's flexible affordable housing program will provide two essential services.
First, funding will be used to support permits and Town fees charged to non - profit and private
sector partners working to preserve and improve affordable housing stock and development
of new affordable housing. This will allow the Town to leverage outside resources and support
community- and faith -based efforts.
Second, the Town will leverage impact fee funding provided under Marana Ordinance 2006.12 to
facilitate the development of affordable housing Town -wide. This change to the use in funding
will encourage development of affordable units across the community, tying the dollars to
qualified buyers and not a geographic area. This will require a change in the ordinance.

Ensuring that the Town has adequately defined the colonia boundaries will help in securing
funding for development and redevelopment of basic infrastructure in older areas of the
community and help build stronger neighborhoods.

Discussion:
The U.S. Department of Housing and Urban Development defines colonias as rural communities
located within 150 miles of the U.S.- Mexican border often lacking the necessities most
Americans take for granted, such as adequate sewer, water, housing, garbage service, drainage,
schools and community facilities. To qualify as a colonia, the neighborhood must have been in
existence prior to November 28, 1990.
In the border states of Arizona, New Mexico, and California, local or county governments have
designated colonias through local government resolutions. This designation recognizes high -
priority areas for funding basic community improvements and allows the jurisdiction to seek state
and federal resources to address infrastructure and housing deficiencies.
HISTORY
Mostly unincorporated, Colonias first appeared in the 1950s, when developers sold small lots
without well - developed infrastructure to low- income individuals seeking affordable housing.
This pattern holds true in Marana's colonias.
In the 1980s, HUD designated the Town of Marana as a colonia, providing an opportunity for the
Town Council to further define, by resolution, priority areas for support. Marana Resolution 98-
21 named seven distinct areas as colonias and offered a map (Exhibit A) as the defined area the
portion of the Town designated as colonia. Although the resolution named Marana Vista, Price
Lane, Honea Heights, Yoem Pueblo, Berry Acres, Adonis, and Amole Circle as colonia
neighborhoods, Exhibit A offered in the resolution included the entire incorporated area as of
March 3, 1998.

In 2000, the Pima County Board of Supervisors further defined the colonial through Pima
County Resolution 2000 -232 with a separate Exhibit A defining colonia boundaries in order to
qualify for USDA funding. When the Town adopted Marana Ordinance No. 2006.12, the maps
provided in both Marana Resolution 98 -21 and Pima County Resolution 2000 -232 were used to
define the colonia neighborhoods.
Although many improvements have been made, the older neighborhoods noted in the recitals for
Marana Resolution 98 -21 still lack the public infrastructure in the HUD criteria (such as paved
roads, sanitary sewer and garbage services, drainage, streetlights, sidewalks, and transportation).
HUD regulations clearly state that in an incorporated area, it is the jurisdiction's responsibility to
define a colonia. Marana has defined the Town's entire 1998 boundary as the designated
colonia. Staff is requesting that colonia neighborhood boundaries be redefined under a series of
resolutions using HUD established criteria.
Proposed colonia boundaries will be presented for discussion.

special event liquor license application submitted by PGA TOUR, Inc., for the 2011

Discussion:
The attached application is for a special event liquor license submitted by PGA TOUR, Inc., for
the 2011 Accenture Match Play Championship golf tournament, located at The Ritz - Carlton Golf
Club, Dove Mountain.
The applicant for this special event liquor license has submitted a special event permit
application to the town.
A special event liquor license is a temporary, non - transferable, on -sale retail privileges liquor
license that allows a charitable, civic, fraternal, political or religious organization to sell and
serve spirituous liquor for consumption only on the premises where the spirituous liquor is sold
and only for the period authorized on the license. Qualifying organizations will be granted a
special event license for no more than 10 days in a calendar year. Events must be held on
consecutive days and at the same location or additional licenses will be required. The license is
automatically terminated upon closing of the last day of the event or the expiration of the license,
whichever occurs first. The qualified organization must receive at least 25 percent of the gross
revenues from the special event.
Pursuant to state law, a person desiring a special event liquor license must request a special event
application from the Department of Liquor Licenses and Control (DLLC). The applicant then
must file the application with the town for events occurring within the town's limits. The town
may then recommend approval or disapproval of the special event liquor license.
If the special event liquor license application is approved by the Town Council, and the event
meets the requirements for granting the license, the director of the DLLC will issue the special
event liquor license to the qualifying organization. If the application is disapproved by the Town
Council, the DLLC will normally not consider the application.
