The Town has three major deliverables under the grant. The deliverables and status are listed below: • Energy Audit: Complete. The Town hired AMEC Consulting to compete an energy audit on the Marana Municipal Complex and the Marana Operations Center. This document outlined the energy and cost savings that could occur by making modifications to exist- ing equipment. (examples include: replacing light bulbs, reducing the number of person- al fridges, centralizing HVAC system, etc.) • Demonstration Project: In progress. The Town selected the Marana Operations Center as the location for the demonstration project based on several factors, a savings to in- vestment ratio, used to evaluate items for the grant, time frame available to complete the projects, and budget capacity. The project will include replacing the windows with double pane windows and replacing three of the air conditioning units with newer mod- els for better energy efficiency. This project is anticipated to start in the next couple of weeks. The Town will take pictures as the project progresses and then use the upgrade as an educational opportunity to share with different interested groups within the com- munity. The Town will be able to demonstrate the amount of energy and money that can be saved with these types of projects. • Energy Efficiency and Conservation Strategy: Draft Complete. The strategy has been drafted and submitted to departments for review and comments. Staff will be present- ing this information and looking for council comments to include in the final draft of the strategy at the March 22 Council study session. "M ING Built Environment Wastewater Project Name: 208 Amendment Proiect Status /Details: • Pima Association of Governments (PAG) will be holding a public meeting at the Marano Municipal Complex on March 30 beginning at 5 p.m. • You can access information regarding the meeting either on the PAG website at www.pagnet.org, or by checking out a document through the 1 st floor receptionist for review while you are in the office (the document is not allowed to leave the premises). Project Name: SB1171 Project Status /Details: • SB1 171 has passed the House Committee for Technology and Infrastructure (5 -1 ). • It is currently pending review by the Rules Committee. FEMA Project Name FEMA Audit Project Status /Details: • The Town was recently audited by the Arizona Department of Water Resources on be- half of FEMA. This audit, called a Community Assistance Visit or CAV audit, performs a physical inspection in the field of structures that received floodplain use permits. The Town records of these permits are also reviewed as well as our policies and procedures on floodplain permitting and the history of variances. • This year's CAV audit went very well. Development Services has made improvements in the communication of floodplain permitting between the grading division and building permitting division, which was a critique in our last audit. The recommendation from our recent CAV audit will be for our floodplain staff to assist surveyors in filling out eleva- tion certificates by providing the proper FEMA floodplain designations on the form be- fore giving them to the surveyors. This will allow the surveyors to focus solely on survey- ing the elevations as there were many instances where surveyors incorrectly labeled the floodplains. • A successful CAV audit is necessary to apply for the FEMA CRS (community rating sys- tem) program. CRS assigns points based on floodplain management restrictions and places a community in the system on a scale of 1 to 10. The lower the rated number, the more discount the community gains for its residents' flood insurance policies. The Town is actively trying to get into the CRS program. Recreation • People . • Community Community Health and Wellness Project Name: Wings of Freedom Tour Project Status /Details: • The Marana Regional Airport will again be hosting the Collings Foundation Wings of Free- dom Tour. • The event will be held April 15 -18. Project Name: Osprey Memorial Project Status /Details: • April 9 at 10 a.m. at the Marana Regional Airport. • This event honors the Marines that died in the Osprey Helicopter crash in April of 2000. • It has been posted as a possible quorum so that all Councilmembers can attend. Project Name: Tour of the Tucson Mountains Project Status /Details: • Perimeter Bicycling and the Town of Marana present the Holualoa Companies Tour of the Tucson Mountains Bicycle Race Saturday, April 16. The race begins and ends at the Marana Municipal Complex. • The 73 mile course starts at 6:30 a.m., followed by the 27 mile course at 8:30 a.m., and the 4 mile and 3 /a mile family courses at 10:30 a.m. Community Commerce - • n - Progress and Innovation Support Services Finance Update Project Name: General Fund Budget in Brief Protect Status/Details: • Please see the attached January General Fund Budget in Brief document that is attached to the end of this report. It contains a summarized break down of the Town's revenues and expenditures. Town Clerk's Department Project Name: Election Information Project Status /Details: • The March 8 Council election produced a voter turnout of 23% of the 18,493 registered voters, or 4,255 votes. • Ninety percent or 3,909 early ballots; 346 ballots were cast at the polls. There were 16 provisional ballots cast between early and polling ballots. These numbers are significant for future candidate elections and referendum and initiative measures. • A candidate for elected office in 201 1 needed between 96-187 signatures to qualify for nomination. In 2013, a candidate will need between 213-426. For a recall election, until there is another general election where the Mayor or a Council Member is elected, the number of required signatures stays at 675. For a referendum, 425 signatures will be re- quired rather than the previous 303; and for an initiative, 639 valid signatures will be re- quired rather than the previous 454. Manager's Corner Project Name: State of the Town Address Project Status /Details: • The State of the Town Address is being held April 1 at the Ritz Carlton Dove Mountain. • There will be a business expo starting at 10:30 a.m. and the luncheon will begin at 12 p.m. • The Mayor's speech will focus mostly on Economic Development. • As in the past, Councilmember's seats will be sponsored. Breanne will let you know your seating assignment as soon as the arrangements are confirmed. s Land Use Project Name: Tenant Improvement for Petsmart at 3850 W. River Rd. Proiect Status /Details: • Petsmart has submitted an application for a building permit for a tenant improvement for a new location at 3850 W. River Rd., at the southwest corner of Orange Grove and River Roads.
