Subject: Presentation: Relating to Community Development; providing an overview of the
planning process for the Central Arizona Association of Governments long-range
multimodal transportation plan for Pinal County
Discussion:
The Central Arizona Association of Governments (CAAG), in partnership with Pinal County,
will be presenting an ambitious and comprehensive effort to develop a long-range (20-year)
multimodal transportation plan for Pinal County. The Regional Transportation Plan (RTP) will
chart the region's transportation future and guide strategic investments for multimodal
transportation facilities and services over a twenty-year planning horizon.
CAAG will offer information on the RTP planning process, outlining a plan to ensure meaningful
involvement for all cities, towns, and Indian Communities within the region.
The RTP will be developed using state-of-the-art performance planning methods and be prepared
following federal requirements, so as to be acceptable to Federal Highways Administration
(FHWA) and Arizona Department of Transporatation (ADOT). The multimodal planning will
include the new federal Livability Principles of the U.S. Department of Transportation (DOT),
Housing & Urban Development (HUD) and Environmental Protection Agency (EPA), which
could affect the approach to the RTP. The final plan will be adopted by town and city councils in
Pinal County, the County Board of Supervisors, and the CAAG Regional Council, and will
provide the basis for the Pinal County Transportation Improvements Program (TIP) as
administered by CAAG.
The project approach for the RTP is a two-phased process:
• Phase I comprises the investigation of certain issues that pertain to the RTP, the assessment of
existing plans and desired needs, and the refinement of the scope of work/services/budget
estimate to be completed in Phase II.
Phase 11 will consist of tasks identified through the Phase I process, as modified by CAAG-
Pinal County staff, the RTP technical advisory group, and the Pinal County Transportation Policy
Committee.

The goal is to complete Phase II in two years. Town staff have reviewed the RTP scope. CAAG
staff will provide the presentation and be available for questions following.

Strategic Plan Focus Area - Additional Information:
The Energy Grant includes the Efficiency and Conservation Strategy which discusses the
development of a voluntary green building program. The grant and strategy also include the
implementation steps for building in a more energy efficient manner.
Subject: Presentation: Relating to the Environment; update on the Energy Grant
Discussion:
The Town of Marana received a Grant from the Department of Commerce in the amount of
$171,000. This money was granted to the Town to complete three major deliverables. These
deliverables include: 1) completing an energy audit on municipal facilities 2) completing a retrofit
and demonstration project and 3) completing a energy efficiency and conservation strategy for the
Town of Marana. The presentation will provide an update on all three deliverables of the grant.
Financial Impact:
None. The program was developed with funding from the Energy Efficiency and Coservation
Block Grant. The implementation of this program will have a cost savings for the Town.

Staff Recommendation:

Subject: Presentatio Relating to Utilities; information to be used during the March 30, 2011
public hearing for Town of Marana's Pima Association of Governments 208 plan
Amendment
Discussion:
Amending the Pima Association of Governments (PAG) regional 208 Water Quality Plan is an
important step in the Town's initiative to provide wastewater service. PAG and the Town of
Marana will be hosting a March 30 public hearing on 208 Plan Amendment at 6:00 P.M. at the
Town of Marana Municipal Complex.
This presentation will provide Mayor and Council a preview of the information to be presented at
the March 30 public hearing on the 208 Plan Amendment. Town staff will also provide a general
overview of anticipated operational approaches and cost implications.

Impact fees are a core source of revenue for community building of roads, parks, flood control
infrastructure and utilities
Subject: Presentation: Relating to Infrastructure; presentation on impact fees in Marana
Discussion:
Marana staff will give a presentation to council regarding impact fees including definitions,
reasoning, fees the Town has, projects constructed and proposed to be constructed, and how the
fees are arrived at.
Financial Impact:
All of the fees to be discussed are in place at this time and are providing revenue to the Town for
previous and future projects.
