Civic Center Drive, Marana, Arizona 85653 Council Chambers, April 5, 2011, at or after 7:00 PM Ed Honea, Mayor Herb Kai, Vice Mayor Russell Clanagan, Council Member Patti Comerford, Council Member Carol McGorray, Council Member Jon Post, Council Member Roxanne Ziegler, Council Member REGULAR COUNCIL MEETING CALL TO ORDER AND ROLL CALL Mayor Honea called the meeting to order at 7:03 p.m. Town Clerk Bronson called roll. Council Member Ziegler was excused. There was a quorum present. PLEDGE OF ALLEGIANCE /INVOCATION /MOMENT OF SILENCE Holly Hitchcock, Junior Miss Poppy Mayor Honea announced that Holly Hitchcock would be leading the pledge, following by a brief presentation on the history of the poppy and the poppy program. Miss Hitchcock is the Junior Miss Poppy for Legion #73. APPROVAL OF AGENDA Council Member Comerford made a motion to approve the agenda with the removal of Item B.1 until the next meeting, seconded by Vice Mayor Kai. Motion carried unanimously. CALL TO THE PUBLIC PROCLAMATIONS Municipal Clerks Week Proclamation Mayor Honea asked that in lieu of Ms. Bronson reading the proclamation, the audience give her a pat on the back for the great job she does for the community. MAYOR AND COUNCIL REPORTS: SUMMARY OF CURRENT EVENTS Council Member Comerford reported on the police department's Tip -A -Cop event tonight at the Texas Roadhouse to raise money for the Southern Arizona Special Olympics. She expressed her pride in Marana's officers for supporting this worthwhile cause. She also commended the Mayor on his State of the Town speech last week. She 1 April 5, 2011 Council Meeting Minutes also expressed pride in him and the staff and the kudos from many people she spoke to during the event. She also thanked Ed Stolmaker from the Chamber for his work on the event. Council Member McGorray reported that she attended the Little League opening on Saturday and watched her grandson play his first T -Ball game. Mayor Honea thanked the many people who helped with the State of the Town function, noting that it was a collaborate effort and could not have happened without all the support he received. He also mentioned that Georgia Acker, a long -time community member, passed last week after a lengthy illness. There will be a celebration of life for her at the senior center on Saturday April 16, 2011. MANAGER'S REPORT: SUMMARY OF CURRENT EVENTS Mr. Davidson reported that he is very close to selecting a Deputy Town Manager. He introduced the five candidates who were in the audience. PRESENTATIONS CONSENT AGENDA Motion to approve moved by Council Member Post, second by Council Member Comerford. Motion carried unanimously. C 1: Resolution No. 2011 -39: Relating to Real Estate; vacating a portion of the former Camino de Mariana public right -of -way that the Town no longer needs as a result of the completion of the Twin Peaks Traffic Interchange C 2: Resolution No. 2011 -40: Relating to Real Estate; abandoning and reclassifying Sandario Road public right -of -way located within the Northeast Quarter of Section 10, Township 12 South, Range 11 East, Gila and Salt River Base and Meridian, Pima County, Arizona C 3: Resolution No. 2011 -41: Relating to Environment; approving and authorizing the Town of Marana to enter into an Inter- agency Service Agreement with the Arizona Game and Fish Department for studies related to wildlife studies related and biological surveys C 4: Minutes of the March 15, 2011 regular council meeting and the March 22, 2011 study session LIQUOR LICENSES BOARDS, COMMISSIONS AND COMMITTEES B 1: Resolution No. 2011 -42: Relating to Boards, Commissions and Committees; re- appointing Tamara Westberg and Larry Steckler to the Parks & Recreation Citizen Advisory Commission Moved to the April 19, 2011 meeting during the approval of the agenda. COUNCIL ACTION ITEMS FOR DISCUSSION/POSSIBLE ACTION 2 April 5, 2011 Council Meeting Minutes D 1: Legislative/firtergovernmental Report: regarding all pending state and federal legislation and report on recent meetings of other legislative bodies Josh Wright gave an update of the legislative action to date. He indicated that the Legislature would be actively working on bills for the next two weeks now that the Budget was close to being finished. He also reported on the items ftom the budget that will have some impact on cities and towns. EXECUTIVE SESSIONS E 1: Executive Session pursuant to A.R.S. §38-431.03 (A)(3), Council may ask for discussion or consultation for legal advice with the Town Attorney concerning any matter listed on this agenda E 2: Executive Session pursuant to A.R.S. § 38-431.03(A)(3),(4) and (7), discussion or consultation for legal advice with the Town's attorneys and discussion and to consider its position and instruct the Town Manager and staff concerning (1) the lawsuit entitled Town of Marana v. Pima County/Pima County v. Marana (consolidated), Maricopa County Superior Court No. CV2008-001131, (2) pending legal issues, settlement discussions and contract negotiations relating to the transition of Marana wastewater collection and treatment to the Town of Maranat FUTURE AGENDA ITEMS ADJOURNMENT Motion to adjourn moved by Council Member McGorray, second by Council Member Clanagan. Motion carried unanimously.
