Welcome to this Marana Study Session. This agenda may be revised up to twenty -four
hours prior to the meeting. In such a case a new agenda will be posted in place of this agenda.
If you are interested in speaking to the Council during the Study Session, you must fill out a
speaker card (at the rear of the Council Chambers) and deliver it to the Clerk prior to the
commencement of the meeting. It is up to the Mayor and Council whether individuals will be
allowed to address the Council. All persons attending the Council Meeting, whether speaking to the
Council or not, are expected to observe the Council Rules, as well as the rules of politeness,
propriety, decorum and good conduct. Any person interfering with the meeting in any way, or
acting rudely or loudly will be removed from the meeting and will not be allowed to return.
To better serve the citizens of Marana and others attending our meetings, the Council
Chamber is wheelchair and handicapped accessible. Any person who, by reason of any disability, is
in need of special services as a result of their disability, such as assistive listening devices, agenda
materials printed in Braille or large print, a signer for the hearing impaired, etc., will be
accommodated. Such special services are available upon prior request, at least ten (10) working
days prior to the Council Meeting.

Rancho Marana Specific Plan
Rancho Marana Specific Plan (RMSP) is an entitlement "zoning" for the land within the
plan boundary. The RMSP is not consistent with the Marana General Plan, of which the
Northwest Marana Area Plan (NW MAP) is an "Element ".
The RMSP cannot be amended in such a way as to make it less conforming to the
current General Plan (GP), particularly the NW MAP.
The RMSP amendments, to the extend that we understand what is being proposed, is in
violation of the General Plan and NW MAP in the following ways. The amendments that
violate, or are not consistent with, the GP and NW MAP cannot be approved without an
amendment to the GP and NW MAP. You cannot grant an "entitlement ", in the form of
a specific plan amendment, that is not consistent, or, at least, more consistent, with the
GP and NW MAP.
1. Barnett Road cannot be abandoned in favor of development of a pedestrian -only
trail or a non -motor vehicle trail. The NW MAP Transportation Network map
designates Barnett as a collector street from Sanders Road to Lon Adams Road
and an arterial street from Lon Adams to the highway frontage road (old Casa
Grande Highway road).
2. Barnett Road is not shown in the NW MAP Open Space, Parks and Trail System
map as a trail.
3. Abandonment of Barnett Road as a vehicular roadway would adversely impact
Grier Road as traffic seeking the park, library, post office and other destinations
along Lon Adams Road would have to divert to Grier Road. Grier Road is a rural
residential street with numerous sensitive receptors such as a day care center,
public schools, non - profit philanthropic community organizations, and family
home sites which would suffer with increased traffic seeking the previously -
mentioned destinations which can now be accessed from Barnett Road.
4. The school district bus storage facility would have to be accessed from Grier
Road which would adversely affect this rural road with numerous small children
thereabout.
5. Abandoning Barnett Road to vehicular use would pose a hardship to the homes
whose only access is from this road.
6. There is no planning rationale for creating a trail within the street right -of -way
(ROW) as there is no "destination" on either end of this trail. There is no reason
to have a trail; there is no trail head and no use or destination at the terminus of
the trail. It appears that the trail would simply be an amenity for the private
subdivisions which would flank Barnett Road; this at the public expense of
potential safety hazards on Grier Road and the inconvenience of folks having to
travel longer distances to get to the Lon Adams' destinations.
7. Barnett Road is a very important access road for Town Center and Ina Mae Park
functions, particularly Town parades. What would be the parade route, gathering
area and destination area if Barnett Road is abandoned?

Why is the east -west roadway through the Town Center "meandering ", rather than a
grid? This roadway should be a straight roadway alignment which connects from the
1 -10 interchange, through the Town Center, with a terminus at the Gladden Farms
subdivision entrance (or, perhaps, through that subdivision as well).
This Town Center main road should have a 4 -way stop sign at the intersection of
Grier Road, Barnett Road and Moore Road.
The proposed amendment to the RMSP indicates that a parcel north of Sandario
Road, next to the RV park, is to be eliminated from the RMSP. What would the
zoning for that parcel be changed to? Is there an underlying zoning designation for
that parcel that it would "default" to?
Since the RMSP area is flat, what is the rationale for the meandering roads, rather
than a straight grid system? The RMSP roadway designs are incongruent with the
"old Marana" roadways which connotes a desire on the part of the developer to
isolate those developments from the Town center and historic grid system. They
should try to increase physical and psychological connectivity with the historic Town
site, rather than foster isolationism and elitism.
The RMSP should incorporate a greenway path which is aligned with the Ina May
Horn Park. There should be a 4 -way stop sign on Barnett Road at the intersection of
this pedestrian link to the park from the RMSP greenway. If there is to be a
landscaped pathway along Barnett Road, it must be within the property lines of the
private landowner(s) and must not be within the public ROW.
It appears that there is insufficient open space and park areas east of 1 -10 in the
RMSP. The noise from the railroad is substantial, not to mention the 1 -10 noise.
There should be a substantial bufferyard, of at least 300 feet in depth, along the
western edge of the RMSP, east of 1 -10.
The HDR zone at the eastern edge of the Town Center node within the RMSP
should include a visual impact and privacy buffer zone between the HDR zone and
the small lot, rural residential homes which front on Grier Road. There should be a
28 foot wide "alley way" between the homes on the west side of Grier Road and any
lot created within the adjacent HDR zone. Structures within 100 feet of this alleyway
should be limited to 1 -story and 14 feet in height. Structures within 300 feet of this
alleyway should be limited to 2 -story or 25 feet and the second story shall be
prohibited from having doors or windows, with the exception of clerestory windows,
as a means of protecting privacy to the homes on the Westside of Grier Road.
There should be a 15 foot wide pedestrian, bicycle, stroller and non - motorized
vehicle pathway, landscaped on both sides, which extends in a north -south direction
from Sandario Road, through the Town Center, to the Ina Mae Horn Park.
