GENERAL OFFICE
• Work continues on a new pool and spa code for the Town.
• Code study training session continues.

• Currently exploring finical and training options for implementation of the new .NET version
of our CRW permit system. This will be an extremely valuable upgrade for the Town.
RITZ CARLTON RESORT DOVE MOUNTAIN
• Ritz projects continue to keep our plan review and inspection staff very busy.
• Construction is in steady progress.
• Attending regular meetings at the job site bi-weekly on Wednesdays.
B. CAPITAL IMPROVEMENT PROJECTS
SILVERBELL ROAD INTERCEPTOR PROJECT: 1999-050
• Silverbell Rd. asphalt, south of Ina Rd. has been placed. Earthwork continues on the south
side of Ina Rd. west of Silverbell Rd.
• The box culvert #7 extension under Ina Rd. has been completed
• Water and sewer lines are complete in the SW corner of the Silverbell/Ina Rd intersection
• Landscaping work is continuing along Silverbell Rd. Concrete foundations for the art
features are in progress.
• The sidewalk and curb & gutter have been completed. (minor sections remain due to
construction access needs)
• Phase I work in the District Park continues with utility installations.
• Final Pavement lift will be placed and constructed starting the first week of January, 2009.
• Value engineering, environmental concern monitoring, testing, quality control and assurance
are on-going daily. The project has had no reported safety issues.
THORNYDALE ROAD PROJECT:
• Some work is still ongoing related to the installation of permanent traffic control signage.
The project has entered the landscape establishment period.
• The roadway has been fully open for about three weeks now. Traffic movement along
Thornydale, River, Orange Grove, Costco, and Horizon Hills appears to be benefiting from
the expanded design. Fine tuning of signal timing and the installation of a camera system to
monitor traffic along the Thornydale and Orange Grove corridors are projects to be
undertaken by the Town's Traffic Signal Division in the near future now that the roadway
improvements are complete.
THORNYDALE RD. / TANGERINE RD. INTERSECTION IMPROVEMENTS:

The Developer's revised plans have been reviewed and accepted. The Town is finalizing the
plans.
Estimated to begin construction: January 2009.
TWIN PEAKS PROJECT:
• Conditional cultural clearance obtained, there are areas of further recovery that will need to
be cordoned off from construction initially.
• 404 permit at corps, Robert Dummer new reviewer believes permit will be in hand by
Thanksgiving 08. Conditional environmental clearance obtained.
• Conditional right of way clearance obtained
• UPRR C&M agreement signed. Meeting before the Arizona Corporate Commission set for
Camino De Manana closure. Conditional railroad clearance obtained
• Qwest and ADOT have agreed to disagree on prior rights of their utilities at this time. Twin
Peaks contractor will perform work while continuing to sort out who pays. With that,
conditional utility clearance obtained.
• Demolition ongoing and almost complete. Well removal to commence shortly. Working on
water service to Pioneer Landscaping
• Advertisement date will be November 28, 2008.
TANGERINE FARMS LOOP ROAD:
• Punch list, site cleanup work, and project closeout continuing
• Drainage along Street A into Cemex pit negotiated with Cemex and Cottonwood: decision
made for Cemex to grade and maintain plant site to retain runoff onsite, Town will enlarge
and maintain scupper basins on Cottonwood property, Cottonwood to ultimately design and
construct storm drain to direct all inflows to Cemex retention basin when site developed, per
Development Agreement
• Signalization of the I-10/Tangerine Road intersection completed and energized December
3rd, grading, drainage modifications and fence relocation to be completed by January at this
intersection
HONEA HEIGHTS WATER, SEWER AND PAVING PROJECT:
• Paving work was completed at the end of September; final negotiations on extra work
underway for final paving project close out in November 2008; sewer as-builts under review
prior to submittal to Pima County Wastewater Management Department (PCWMD)
• NAC Construction completed water improvement installation priar to July, system tied over
to new service and site cleanup was completed mid July.
• Paving was completed in July, utility adjustments and site cleanup is in progress
• Two additional sewer manholes, sewer main and service connections installed for low
income housing project on town owned property on Whitney Lane, in new road alignment
for Sydney Place
• Sanitary sewer as-built information is being compiled for submittal to PCWMD and ADEQ
for final Approval to Discharge, to be submitted after final manhole rims adjusted to new

street pavement elevations and final survey information and post paving inspections
completed
• Connection of homes to new sewer main to begin after Approval to Discharge issued by
ADEQ, program currently calls for approximately 200 homes to be connected over a three
year period. Bid documents are in the process of being developed for the first phase of this
work.
• Sidewalk construction planned once all homes are connected'to the sanitary sewer system
CAMINO DE MANANA PROJECT:
• 404 permit applications have been submitted to the Army Corp. The Corps is waiting for a
concurrence letter from Fish and Wildlife. Town staff is expecting to have a permit by mid-
October.
• Contractor selection will be finalized by the end of December 2008 for the Construction
Manager At-Risk delivery method.
• Construction is estimated to start April/May 2009.
BARNETT LINEAR CHANNEL:
• Environmental investigations have begun for utility pot-hole locations. Revised 60% plans
are estimated to be completed by end of December 2008
PAVEMENT REHABILITATION PROGRAM:
• Resurfacing and striping of roads within the Sunflower Village neighborhood have been
completed as part of the 2008-2009 pavement rehabilitation program.
SAGUARO SPRINGS/LA PUERTA WATER SYSTEM INTERCONNECT
• Installation of the new 8" was completed the week of December 8, 2008; installation of new
water services and system testing to be performed during the week of December 15, 2008.
C. COMMUNITY DEVELOPMENT
AFFORDABLE HOUSING
• Received Pima County Foreclosure Data for January November 2008.
• Work continues at 13441 Price Lane including rehabilitation, cleanup and the termite
eradication.
• Continuing work on the Sydney Place affordable flip.
HONEA HEIGHTS III - SPECIFIC PLAN �
• Completed 98% of Specific Plan text and exhibits — waiting for Planning comments and
clarification of roadway design criteria.
• Specific Plan will be submitted to the Affordable Housing Advisory Commission in January.
MARANA BUILDS HABITAT
• Working with Mayor Honea and local businesses to secure concrete funding
• Wall raising attentively scheduled for January 2009.
• Secured full set of drawing for the Sydney Place Platt — submitting final plat.

• Hunter Construction has agreed to pour the house foundations and network with peers to get
all materials and labor donated.

DISCRETIONARY FUNDING
• Developed draft Discretionary Funding Policy and Procedures — forwarded to Legal and
Finance for comments.
• Funding contract sent the Pima Council on Aging for the Marana Mature Worker
Connection.
• Continuing to meet with STAND members — Students will be asking for Bedroxx credits for
this year's After Party on April 18th. �
• 2008-2009 Discretionary Funding contract with the Santa Cruz River Heritage Alliance has
been fully executed.
• Connected Marana Arts Council with Parks and Recreation to schedule the removal of
personal property and use of the Heritage House.
• Working with the Marana Heritage Committee to complete a Discretionary Funding
Application for funding support of the Arena.
• Continuing to work with the Marana High School and Arizona Regional Academic
Decathlon to complete a Discretionary Funding Application for the January 30th event.
2009-201 O CIP REVIEW COMMITTEE
• Held project presentation meeting for 2009-2010 CIP — more than 200 pending and active
projects were discussed
• Subcommittee ranking and rating underway. All three subcommittees have met to complete
scoring projects.
Staff recommendations for ranking CIP project to be completed on Thursday, December
18th. Full packet to Manager's Office by January 7, 2009
HOUSING REHABILITATION PROGRAM
• Continuing work on four Marana residences including emergency repair requests.
GRANTS AND AWARDS
• Completed contracts for Homeland Security Funding for Operation Stonegarden — Border
Patrol and Customs support including overtime shift compensation and capital equipment
funding.
• Completed contracts for Arizona Criminal Justice Commission (ACJC) Southern Arizona
Taskforce Funding Holiday 2008-2009.
• Renewed extension contract with Pima County for CDBG Funding.
• Completed application for PAG Youth Art funding.
• Completed Local Assistance Transportation Fund (LTAFII) funding request.
• Began work on 2009-2010 CDBG requests, due to Pima County on February 6, 2009.
GENERAL ADMINISTRATIVE
• Completed CDBG audit — no findings
D. LEGAL
WASTEWATER LITIGATION
• On November 6, the Town filed its motion to dismiss Pima County's "notice of claim"
affirmative defense and "competing utility enterprise" counter-claim. Pima County filed a

response on December 5, and the Town replied on December 12. A decision is anticipated
within the next 60 days.
• On December 9, the Court issued a minute entry ordering the Town and Pima County to file
supplemental arguments on Pima County's August 6 motion for reconsideration. The Town
filed its supplemental arguments on December 12, and Pima County is expected to file its
arguments on January 9.
• Detailed mapping of the non-flow-through portion of the wastewater system located within
the Town will be completed by Westland Resources by the end of this month.
WASTEWATER TRANSITION
• On December 10, Frank Cassidy joined the wastewater team in attendance at a PAG Scope of
Work Committee meeting concerning Marana's 208 Plan Amendment to be the designated
management agency (DMA) for Marana. The Committee is requiring more specific
information about the Town's future proposed wastewater treatment facilities as a condition
of moving forward with the process.
• Legal staff is participating in regular wastewater staff ineetings to address ongoing transition
issues, including the contract with Algonquin for wastewater system operation and
maintenance services and the preparation of new draft Town Code provisions addressing
wastewater.
CMID IGA NEGOTiaTiorrs
• Outside counsel Rita Maguire expects to present to the Town Council at the December 16
meeting a joint dissolution agreement, to dissolve the 1997 IGA.
DEANZA REFERENDUM LITIGATION
• On November 28, Pima County Superior Court Judge John Davis issued a ruling granting
Marana's motion for summary judgment and denying DeAnza's motion for summary
judgment, clearing the way for the DeAnza referendum to appear on the March 2009 ballot.
• An accelerated appeal of Judge Davis's November 28 ruling is now pending.
• Legal proceedings and negotiations are currently underway concerning whether the DeAnza
referendum may be place on a later election.
POLICE DEPARTMENT PERSONNEL MATTERS
• The Barbara Harris PARB hearing concluded on December 10.
• A lawsuit alleging hostile work environment is pending in the United States District Court on
behalf of Barbara Harris, Michelle Ochoa and Lanell Garbini.
PUBLIC WORKS PROJECT PROPERTY ACQUISITIONS
• There are ten pending condemnation cases for the acquisition of Twin Peaks/Linda Vista
interchange right-of-way. These cases are being handled by the law firtn Miller/Kramer, and
overseen by Cedric Hay.
• Cedric Hay is leading the effort to coordinate appraisals and property acquisition negotiations
to obtain right-of-way needed for the Camino de Manana project. The Legal Department
anticipates filing approximately seven condemnation cases by the middle of January, which
will be handled in-house by Frank Cassidy and Cedric Hay.

A proposal to address the narrow strip of "no man's land" behind the Thornydale sound walls
is anticipated to be presented to the Town Council on December 16.
Initial property acquisition discussions are occurring for the proposed Barnett Channel
project, in connection with entries onto the properties for initial surveying work.
OTHER NOTABLE CIVIL MATTERS
• Cedric Hay continues to meet and work with lending institutions and the Planning
Department to address illegal lot splitting in the Camino de Manana area.
• Jane Fairall has been working with the Human Resources Department on revisions to the
Town's personnel policies, which are scheduled for adoption by the Town Council on
December 16.
PROSECUTION ACTIVITIES AND STATISTICS:
• In November, the Legal Deparhnent prosecuted and closed 140 criminal cases in Marana
Municipal Court, accepted 106 new cases from Marana Police Department and other state
agencies for future prosecution, and handled one jury trial and two petitions to revoke
probation.

• The Airport has submitted an application to State Land to acquire utility and roadway right of
way to the west of the airport.
• State Land has received the application and it is being processed.
• The airport has selected W.D. Schock to help with land issues around the airport.
PAG — AVIATION THINKTANK •
• PAG will host a ThinkTank for the aviation community on Tuesday, January 6th
HARLEY-DAVIDSON
• The airport is currently working with the Marana Harley-Davidson dealer to partner together
to provide motorcycle safety training at the Airport. They will use a portion of the airport for
a fee.

• Successfully hosted the Rocky Mountain Fleet Managers Association quarterly regional
meeting.
• Emergency lighting equipment and installation contract has been awarded to B&B
Selectcom. Removing equipment from police vehicles for January public auction.
• Entered fully decorated motor grader in Christmas Tree Lighting parade (took second place).
TRAFFIC SIGNALS:
• Installed Pan, Tilt, Zoom (PTZ) camera at Orange Grove and Thornydale
• Resolved issues at Orange Grove/Thornydale intersection
• Now monitoring new ADOT signals at Tangerine and I-10 (pre-emption and span wire).
STREET MAINTENANCE:
• Crackfilling operations going on in Old Marana (Sandario, Grier, McDuffl

I. PoLicE
STUDENT RESOURCE OFFICERS
• Eighth grade students conducted a can food drive.
• They were able to collect enough food to feed five local families for the holidays.
• After delivering to the family's the rest of the donated food went to Marana Food Bank.
COMMUNITY RELATIONS
- 12-
• Safe Routes to School Program has been completed at Rattlesnake Ridge Elementary School
as part of the walk to school challenge.
• The entire school was encouraged to walk or bike to school a minimum of once per week for 6
weeks.
• This was part of a Safe Routes to School grant program offered to us through Safe Kids
Tucson Coalition.
• In addition to the walk to school challenge, 2nd graders received pedestrian safety education
and 4th graders received bike safe education facilitated by Dianne VanHorn with the dedicated
assistance of VIPS Laura Graser and Darrel Gleddie.
• Certificates of Appreciation were presented to those who assisted with this program.
OPERATION STONE GARDEN
• The Police Department received a grant for overtime funds to expand on violator directed
patrols that focus on coverage of egress from the border areas.
• To support this initiative the Police Department will deploy a minimum of two officers for
eight-hour shifts, four days per week throughout 2008 and for the first part of 2009.
RESIDENTIAL BURGLARY
• Detective Debra Kesterson responded to a burglary to assist patrol Officers.
• With the help of Patrol Officers and the staff at the "GameStop" Detective Kesterson was able
to identify the suspect and recover 90% of the stolen items.
• The suspect in this case was charged with Burglary and trafficking in stolen property.
• The recovered property was return to the owner, and a letter of recognition was sent to the
store manager thanking her and her employees.
J. TECHNOLOGY SERVICES
IT SERVER AND HELP DESK
• Blade Server System SAN (Storage Area Network) system was updated and data storage
capacity was expanded. Additional NAS systems (slower secondary storage) installation in
process but not yet fully functional.
• Security procedures and systems were reviewed and fixes were put in place in response to
security alerts and other Town operational issues experienced over the last month.
GIS
• Foreclosure Maps were updated for the months of October and November.
• Assisting PD in correcting Spillman addressing errors.
• Cartegraph software installed for Water Dept., with implementation in the work order and
inventory modules in progress.
PD & COMMUNICATIONS
• 7.4 Radio system upgrade cut over is now scheduled for Dec 16 at 3 AM.
• Video recorder data storage expanded.
• FCC License Review and Analysis for Marana Call Signs has been initiated to ensure ongoing
compliance.

SOFTWARE APPLICATIONS
• The Marana employee suggestion box prototype web form was completed and will be
operational by Wed Dec 17.
• B. Canale attended Microsoft Sql Server Database training. Training will be utilized in
performing upgrades to new database versions and other application improvement.

• Unsure of next Marana 101 start date, as new employee hire numbers have decreased and we

• Nomination packets are due to the clerk's office between November 10 and December 10
• To date, 5 candidates have filed paperwork
• Candidate orientation to be held on December 3rd 5-7 pm in Council Chambers
L. UTiLiTiEs
WASTEWATER:
• On 12/10/08 the Scope of Work Committee had its third meeting to discuss wastewater
issues.
WATER:
• On 12/10/08 technology staff from the department attended a CarteGraph User Group
Training. The training covered the topics of WorkDirector and reporting as well as how other
municipalities are utilizing the asset management software.
• Continued prep work at Honea East storage tank.
• Installed sample stations throughout the water systems.
• Repaired water leaks throughout water systems.
