BUILDING UPDATES GENERAL OFFICE • Staff attended Building Code Study 11/27-10/31/2008. All classes were a great success. • Plan review staff is busy updating module home plans to current code. • Inspection staff has been working on Ritz Carlton projects/several commercial projects and new home construction. • Continuing updating duties and responsibilities for work groups within Building Safety. • Continuing the cross training for all staff. RITZ CARLTON RESORT DOVE MOUNTAIN • Construction is in steady progress. • Attending regular meetings at the job site bi-weekly on Wednesdays. • Ritz Pool Bar & Grill and Service Building "Maids Hut" permit as been approved and processing for issuance. -2- � .. �... ..,. :\'' 'c F f_ '';. � , �. _,,.. � \ � � � � 2. x f.J_.�b . B. CAPITAL IMPROVEMENT PROJECTS SILVERBELL ROAD INTERCEPTOR PROJECT: 1999-050 • Aggregate base is being place on Silverbell Rd., south of Ina Rd. Asphalt paving is scheduled for Monday thel7th. • With the removal of the Ina Rd. detour, rebar is being placed in the invert of box culvert #7 extension under Ina Rd. and scheduled to be poured on Friday the 14th. • Landscaping work has commenced along the east side of Silverbell Rd • Sidewalk pouring is continuing along the west side of Silverbell Rd approaching Bradstreet Dr. • Dessert Archaeology has completed backfilling the archaeological site and has left the site. • At the end of October, 86% of the completed construction contract work based on total cost has been spent and total project elapsed time is at 65%. With the opening of Silverbell Rd. to traffic, Phase I has been completed. • Value engineering, environmental concern monitoring, testing, quality control and assurance are on-going daily. The project has had no reported safety issues. THORNYDALE ROAD PROJECT: • Roadway will be open Wednesday, Novl9th and Ribbon Cutting for the Grand Re-opening will take place on Saturday, November 22nd at 11:30 am at the North Point plaza between Horizon Hills and Costco Drive. THORNYDALE RD. / TANGERINE RD. INTERSECTION IMPROVEMENTS: • Town staff inet with the developer to revise the construction plans. 'The Developer's revised plans should be completed and reviewed by end of October. The Town will then finalize its plans by October. • Estimated to begin construction: December 2008. TWIN PEAKS PROJECT: • Conditional cultural clearance obtained, there are areas of further recovery that will need to be cordoned off from construction initially. • 404 permit at corps, Robert Dummer new reviewer believes permit will be in hand by Thanksgiving 08. Conditional environmental clearance obtained. • Conditional right of way clearance obtained • UPRR C&M agreement signed. Meeting before ACC set for Camino De Manana closure. Conditional railroad clearance obtained • Qwest and ADOT have agreed to disagree on prior rights of their utilities at this time. Twin Peaks contractor will perform work while continuing to sort out who pays. With that, conditional utility clearance obtained. • Demolition ongoing and almost complete. Well removal to commence shortly. Working on water service to Pioneer Landscaping • Advertisement date will be November 28, 2008. �� TANGERINE FARMS LOOP ROAD: • Punch list, site cleanup work, and project closeout continuing • Drainage along Street A into Cemex pit design work begun based on latest topographical map supplied by Cemex • Signalization of the I-10/Tangerine Road intersection: Poles delivered and installation begun September 22, completion scheduled for late October HONEA HEIGHTS WATER, SEWER AND PAVING PROJECT: • Paving work was completed at the end of September; final negotiations on extra work underway for final paving project close out in November 2008; sewer as-builts under review prior to submittal to PCWMD • NAC Construction completed water improvement installation prior to July, system tied over to new service and site cleanup was completed mid July. • Paving was completed in July, utility adjustments and site cleanup is in progress • Two additional sewer manholes, sewer main and service connections installed for low income housing project on town owned property on Whitney Ln., in new road alignment for Sydney Place • Sanitary sewer as-built information is being compiled for submittal to PCWMD and ADEQ for final Approval to Discharge, to be submitted after final manhole rims adjusted to new street pavement elevations and final survey information and post paving inspections completed • Connection of homes to new sewer main to begin after Approval to Discharge issued by ADEQ, program currently calls for approximately 200 homes to be connected over a three year period. Bid documents are in the process of being developed for the first phase of this wark. • Sidewalk construction planned once all homes are connected to the sanitary sewer system CAMINO DE MANANA PROJECT: • 404 permit applications have been submitted to the Army Corp. The Corps is waiting for a concurrence letter from Fish and Wildlife. Town staff is expecting to have a permit by mid- October. The contractor will be selected prior to December 2008 for the Construction Manager At- Risk delivery method. A submittal meeting was held on October 20, 2008, and the final submittals will be October 30, 2008. • Construction is estimated to start April/May 2009. BARNETT LINEAR CHANNEL: • Environmental investigations have begun for utility pot-hole locations. Revised 60% lans are estimated to be completed by end of December 2008 PAVEMENT REHABILITATION PROGRAM: • The 2008-2009 pavement rehabilitation program construction started October 29th. The project should end in mid November 2008. -4- C. COMMUNITY DEVELOPMENT AFFORDABLE HOUSING • Received Pima County Foreclosure Data (Marana recorded 264 foreclosures 02/O1/2008- 09/30/2008). • Continuing to work closely with community partners including Congresswoman Gabriel Giffords to address issues surrounding demobilization of builders and foreclosures in Marana. • Regained site control at 13441 Price Lane and working on rehabilitation, cleanup and the eventual marketing of the project. • Continuing work on the Sydney Place affordable flip. HONEA HEIGHTS III — SPECIFIC PLAN • Completed 98% of Specific Plan text and exhibits — waiting for Planning comments and clarification of roadway design criteria. MARANA BUILDS HABITAT • Met with Habitat for Humanity — Tucson and Building Services to complete requirements for Model Plan submission. Wall raising attentively scheduled for November 2008. Held Habitat team development kickoff - thirteen (13) team captains secured. Secured full set of drawing for the Sydney Place Platt. D. HuM�v RESOUxcEs RECRUITMENT: • Currently recruiting for Director of Technology Services, Administrative Manager of Legal Dept, and Records Clerk for PD. • Meetings with Tyler MUNIS software to analyze our current data and workflow and design screen templates for future data management. Ongoing testing of data screens and process flows will continue. • Policy amendments to Chapter 3— Compensation, Chapter 4— Employment Benefits and Chapter 6— Employee Development, are scheduled for presentation to the Mayor and Council on November 18, 2008. E. MARANA REGIONAL AIRPORT FIRE PROTECTION WATER LINE • Under contact to Sundt Construction • There have been no major issues with construction • Construction is 95% complete SEWER LINE • Under contact to Sundt Construction • There have been no major issues with construction • Construction is 95% complete SEPTIC TANK -5- Design is under contact to Westland Resources Design is 70% complete Field samples were taken to be analyzed BY-PASS APRON • Design is complete • Construction bids were opened on 8/11/2008 • Apparent low bidder is Borderland Construction -$763,435 • Award for construction is on hold waiting for ADOT Aeronautics Approval SECURITY FENCE • Design is complete • Low bidder was Orta Fence -$246,877 • Construction began on 10/20/08 • Construction is 20% complete AIRPORT ACCESS ROAD • Design is complete • Low bidder was Borderland Construction -$1,717,555 • Construction began on 10/20/08 • Construction is 100% complete AIRPORT TERMINAL • Under design to Jacobs Carter Burgess • Schematic design is 61% complete AIRPORT CONTROL TOWER • Site Study is under contract with the FAA • FAA draft study and AFTIL visit on 11/17/2008 • Continuing to work with Gabrielle Giffords for construction funding • FAA completed on-site study of building heights • Marana will attend the FAA AFTIL lab on 11/17 AIRPORT OPEN TIEDOWNS • The Town is taking over the management of the open aircraft tiedowns at the Airport • Billing methods are being established • Open tiedown permits have been sent out aircraft owners STATE LAND - ACQUIRE RIGHT OF WAY • The Airport has submitted an application to State Land to acquire utility and roadway right of way to the west of the airport. • State Land has received the application and it is being processed. • The airport has selected W.D. Schock to help with land issues around the airport. �:� F. OPERATIONS AND MAINTENANCE UPDATES FLEET SERVICES • Maintenance - Removing equipment out of old units getting ready to go to auction. • Closed out 116 work orders for October MANAGEMENT: • Spec. out new dump trailer and issued PO to APC equipment — will take delivery tomorrow (for the Airport). • Spec. out two trucks for Water Dept. received one already and waiting on a new State Contract to award other. • Designed and spec the new Mobile Incident Command Units for PD — Tahoes. • Sending department billing to departments as per new system of billing as preferred by Finance. • Reviewing contracts for auction companies to sell old cars/trucks. • Provided excellent budget reduction plan to Public Services. TRAFFIC SIGNALS • Working with the CIP Group and Granite Construction to finalize all new signal operations on the Orange Grove/Thornydale and Silverbell projects. STREET MAINTENANCE • Working with the CIP Group and ISS on the Sunflower pavement project; project is nearly complete. G. Poi.icE HOMELAND SECURITY GRANT PROGRAM AWARD • Marana Police Department was awarded $10,000 under Law Enforcement Terrorism Prevention Program. . • Proposed purchase of satellite phones for expanded communications. EL TOUR DE TUCSON BIKE TOUR • Event Date Saturday November 22, 2008. • Event times 0700-1700 hours, expected travel through Marana at approximately 0830 hours. • 5500 riders expected to participate through Marana for 111 mile tour • Routes through Marana include Tangerine Rd west from Oro Valley, Casa Grande Hwy south to Avra Valley, Avra Valley west to Airline, Silverbell Rd. south to town limits COMMUNICATIONS • 9-1-1 System upgrade on schedule with equipment beginning to arrive at QWEST. BURGLARY AT TRICO ELECTRIC • On October 30, 2008 Trico Electric was burglarized. An unknown person(s) cut a chain link fence and took several large spools of aluminum cable and various small tools. -7- On November 06, 2008 the Marana Police Department was contacted by the Nogales Police Department to advise that they had recovered two of the spools when two males attempted to sell the aluminum cable as scrap. The Nogales Police Department also advised that the vehicle that the males were driving was towed because they did not have a valid driver's license. Marana Police served a search warrant on the vehicle and was able to recover evidence of the burglary. Detectives have arrest warrants for the outstanding males. RESIDENTIAL BURGLARY- 7g09 N. QUAIL PARK PL. • On September 2, 2008 the Marana Police responded to a residential burglary at a residence located in the 7800 block of N. Quail Park Pl • Evidence technician, Tom Mooney was able to lift several latent finger prints from the residence. • On November 13, 2008 the Marana Police Department was notified, by the DPS Crime Lab that the finger prints were identified as belonging to Ruben Vega. • Detectives will be conducting a follow up investigation to obtain an arrest warrant for Vega. H. TOWN CLERK NOWSAGENDA UPDATE • Program fully implemented as of October 7 • Ongoing maintenance and updates as needed • Monthly refresher / new user training available as needed / requested CREW & MARANA 1 O1 • CREW graduated 28 citizens on October 29 • Marana 101 completed 8 or 10 sessions. • Marana 101 will be scheduled again pending sufficient new employees to make it cost- effective. ELECTIONS • Nomination packets are due to the clerk's office between November 10 and December 10 • To date, Larry Steckler, Rene Abbett, Bret Summers, Kelle Maslyn, Dave Wostenberg, Patti Comerford and Carol McGorray have picked up packets I. UTILITIES DEPARTMENT WASTEWATER: • The first Scope of Work Committee meeting with PAG is scheduled for November 13th. • The Utilities Department held a wastewater open house on November 3rd. Approximately 70 individuals attended the open house, including engineering firms, contractors, and developers. Staff has received positive feedback from several attendees. -8- � WATER: • Rebuilt two booster pumps (Falstaff and Picture Rocks sites). • Installed new sample stations throughout the water system. • Installed a new pressure tank in Honea Heights.
