BUILDING UPDATES GENERAL OFFICE • Green Building outreach meeting for the Developers and Builders on Sept Stn • Standard Operating Procedures database August 27 meeting —Teaming up with the Manager's office in creating a Policy and Procedures database. Next meeting Sept 9tn • All Building Safety staff inembers are signed up for building code training classes third week of October. " RITZ CARLTON RESORT DOVE MOUNTAIN • Construction is in steady progress. � Attending regular meetings at the job site bi-weekly on Wednesdays. Assigned Inspector Gleeson full time to the project. PROJECT UPDATE REVIEW • Steakout at Tangerine Crossing; permits issued and in construction. • Chuys on Ina Road; close to issuing permits. • China Buffet on Cracker Barrel Road; is under 2 review. B. CAPITAL IMPROVEMENT PROJECTS SILVERBELL ROAD INTERGEPTOR PR�JEC"I" 19�'�;. • Concrete spillways for the main channel outlets are complete. Grading, concrete and rock slope protection and channel inlet drop structures are nearing substantial completion -2- overall. The channel `C' low flow channel has been poured with grading commenced in. the other two low flow channels. • Of the main drainage structures under the roadway, box culvert #l, complete exeept for inlet wings; #2, deck complete; #3, 1/3 invert poured; #4, complete except for wings; #5, wall and deckrebar being placed; #6, triple RCPs installed; #8, complete except for wings; #12, single RCP SO% installed. • Curb and gutter has been placed along the east side of Silverbell Rd from the start of the project to Bradstreet Dr. Two lanes of asphalt concrete have been laid and traffic shifted. • The sanitary sewer is complete from the existing MH to MH#1-0 including Iaterals. The portable water main and joint utility installations being approximately 80% complete. • Arehaealo�ieal � wark shaft� to t�" ��"� receiv�l l�Et� approvai. • Work is approaching the Silverbell/Ina Rd intersection from the north and south and is being done in phases to accommodate traffic. An anticipated 30,000 cubic yard shortage of fill material is being imported in stages as suitable material is identified and tested. A major detour shift for Ina Road is in progress to the south so as to open up the proposed intersection in its entirety and accelerate the work. This shift will also allow far ` approximately 85% of the RCBC #7 work to commence outside traffic lanes. • Imported fill material adjacent to the Santa Cruz River from the library towards the channels has been completed awaiting final grading. • At the end of August, 50% of the completed construction contract work based on costs has been spent. To date, 48% of the overall Phase I time has elapsed. • Value engineering, environmental concern monitoring, testing and quality control and assurance are on-going daily. SILVERBELL/COACHLINE RIGHT TURN LANE: • A pre- Construction meeting was held on Thursday, August 28 with the low bidding contractor, Diggum Excavating, Inc. The traffic control was submitted and approved by the Traffic Engineering Division. Construction is anticipated to start September 8, 2008 and finish before Thanksgiving. INA ROAD SIGNAL COORDINATION: -3- • This project has been transferred to Pima County and will be completed using RTA funds. A meeting to discuss the progress will be held August 15 with Pima County. THORNYDALE ROAD PROJECT: • The project is approximatel� 72% camplete. Substantial completic�n is expectec� by mid- 1Vovember. Operation of the permanent traffic signal system at the Thornydale/Orange Grove Intersection is scheduled to start up at the end of October to coincide with partial opening of southbound lanes on Thornydale and River Roads. • Work is ongoing at the Thornydale/Costco Intersection with a switch of traffic from the northwest to southwest quadrant scheduled to occur in mid September. Base paving from Orange Grove to Costco is scheduled to take place on or about September 10 & 11. As has been customary for the project team, providing access to businesses particularly affected by any ongoing work is a prime consideration. Concurrent work continues on traffic signal/street lighting systems and landscaping improvements. Planting of trees and shrubs along the east side of Thornydale will begin after Labor Day. Ongoing public and business outreach remains an important part af the pra�ec�. THORNYDALE RD. / TANGERINE RD. INTERSECTION IMPROVEMENTS: • IGA with the RTA was approved by the Town's Mayor and Council and will now go for final approval with the RTA on October 23, 2008. • Estimated to begin construction the early November 2008. • Duration of construction is anticipated to take 3 months TWIN PEAKS PROJECT: • Conditional cultural clearance obtained, there are areas of further recovery that will need to be cordoned off from construction initially. • 404 permit comments being returned to corps again • Final right of way being acquired. UPRR easements payment sent to UPRR. Final condemnation hearing first week of September. Working with legal and title companies for east side dedications • UPRR C&M agreement signed. Meeting before ACC set for Camino De Manana closure � Demolition begins September 2. • Prospective bid of October, 2008 still possible TANGERINE FARMS LOOP ROAD: • Punch list, site cleanup work, and project closeout in progress • Drainage along Street A into Cemex pit negotiated with Cemex, design and construction modifications to follow • Signalization of the I-10/Tangerine Road intersection: site electrical work substantially complete, signal cabinet being checked and prepared by ADOT, awaiting delivery of poles for installation to energize signals, currently expected in September, 2008 HONEA HEIGHTS WATER, SEWER AND PAVING PROJECT: • NAC Construction completed water improvement installation prior to July, system tied over to new service and site cleanup was completed mid July. • Paving was completed in July, utility adjustments and site cleanup in progress • Two additional sewer manholes, sewer main and service connections installed for low income housing project on town owned property on Whitney Ln., in new road alignment for Sydney Place • Sanitary sewer as-built information is being compiled for submittal to PCWMD and ADEQ for final Approval to Discharge, to be submitted after final manhole rims adjusted -5- to new street pavement elevations and final survey information and post paving inspections completed Connection of homes to new sewer main to begin after Approval to Discharge issued by ADEQ, program currently calls for approximately 200 hornes to be connected over a three year period. Bid documents are in the process of being developed for the first phase of this work. • Sidewalk construction planned once all homes are connected to the sanitary sewer system CAMINO DE MANANA PROJECT: • 404 permit application has been submitted to the Army Corp, Town staff is expecting approval from the Corp in the next couple of months The Town sent out consultation letters to several Tribal governments regarding the Cultural Resources Survey Report for the Project: No significant cultural resources were found, and no issues are expected. • Right of way acquisitions are currently on going and are expected to be complete by January 2009. � Project is anticipated to begin construction early next year which will last 12-14 months BARNETT LINEAR CHANNEL: • The FEMA in-flow water has been received and is being analyzed by the CIP Engineering Division. The results may indicate that the channel can be reduced in size, thus allowing for the reduction or elimination of TEP line relocations. This analysis will be finalized by mid-September. Existing underground utilities have been located for design of the utility relocations within the Rail-Road rights of way. The results will be submitted by the first week of September. • Environmental investigations for bridge foundation geoteehnical investigation coring have been put on hold until the farm fields within the Town's Right-of-Way are harvested. The approximate date for harvest is December 2008. PAVEMENT REHABILITATION PROGRAM: • The 2007-2008 program has been finalized and is complete. COMMUNITY DEVELOPMENT UPDATES HONEA HEIGHTS III — SPECIFIC PLAN � Forwarded preliminary draft to the Affordable Housing Commission for comment • Work continues on Chapters III-IV • Met with Utilities and water Casa representatives to discuss water use in HHIII • Met with Title Security Agency to establish trust for subdivision MARANA BUILDS HABITAT • Met with Michael McDonald (Executive Director) and Danny Knee (Deputy Director) to discuss Marana Builds Habitat on 08-28-2008 • Wall raising attentively scheduled for November 2008 � Nine (9) team captains secured • Building plans to be submitted ASAP intervention • Received funding commitment from Wal-Mart (completed application) SYDNEY PLACE • Waiting on Pima County to review sewer plans • Met with Title Security Agency to establish trust for subdivision DISCRETIONARY FUNDING • Fully Executed contract sent to Community Food Bank, Inc. dba Marana Food Bank • Marana Chamber of Commerce funding request placed on agenda $40,000 The Commission is now seeking three new appointments, as Tom Dunn was administratively removed for missing too many meetings. New commissioner appointments will be brought before Mayor and Council for review on August 12. The next meeting of the BEDAC will be held at 8:30 AM on August 19 in the Marana Board Room. D. PARKS AND RECREATION UPDATES MARANA CULTURAL AND HERITAGE PARK • Punch List Items are being addressed • Entry monument is in process SILVERBELL-CORTARO DISTRICT PARK • Pima County Department of Environmental Quality has approved park sewer plan. • Archaeology data recovery is estimated at $377,800.00 for park construction. The fee is covered under our estimated contingency. CONTINENTAL RESERVE BALL FIELD LIGHTING ' • Lighting design in underway. ORA MAE HARN PARK IMPROVEMENTS • Benches have been received, installation will begin next week. F. POLICE SEARCH WARRANT • On August 20, 2008, Detectives assigned to the Criminal Investigation Unit served a search warrant on a room at the Travel Lodge located at 4910 W. Ina Rd. During the search of the room, Detectives recovered approximately $50,000 to $100, 000 in stolen property. DUI TASK FORCE DEPLOYMENT AUGUST 23 • 3 DUI and 2 Warrant Arrest COMMUNICATIONS • Communications Officer Training Program in development to include certification for all Marana Police Dispatchers. : • Communications Procedure Manual in planning stages to incorporate standardized dispatch procedures for most call types. • Written and Oral Board testing is completed with two successful candidates to date. Currently additional testing for a new group of candidates is underway. UTILITIES DEPARTMENT UPDATES WASTEWATER � The Town of Marana is submitting its request to be a Designated Management agency to PAG. � This is crucial in our quest to be a regional wastewater provider. • Department personnel will be working with Pima County personnel on transition planning in the coming weeks. CMID • The Utilities Department and others are actively engaged in coming to a mutually beneficial resolution with members from CMID.
