PROJECT UPDATES • Traffic and Markings: Assisting and monitoring the traffic signal operation within the construction zone at the Orange Grove/Thornydale project and the Silverbell (Ina to Cortaro) project. We have assumed operation of the new signal at Lon Adams and Tangerine Farms roads. We are also installing the three-way stop at Sandario and Emigh. • Equipment Crew: Routine grading of shoulders in the northern part of Marana is ongoing. We are currently mowing all of the drainageways in Continental Ranch. • Concrete/Asphalt Crew: Working on sidewalk and apron repair throughout subdivisions as reported by the O&M Maintenance Inspector. One of the most repair-prone areas of pavement is currently under construction (Silverbell from Ina to Cortaro). • Inmate Crews: Continuing work along I-10 frontage road and interchanges. Weekly clean-ups for BLM in the Ironwood National Monument. We are also working on a project to clean drainage culverts along Silverbell Road. • Fleet Services: As the new fiscal year begins, so do preparations for new and replacement vehicles. Police vehicles are receiving new radios in a joint project between Technical Services and O&M. • HVAC: Ongoing adjustments to MMC system. Performing routine and preventive maintenance on all Town HVAC systems. • Facilities: Continued maintenance throughout all facilities. New office/museum suite is approximately 75% complete. T.I.M.E. Initiative, Transportation & Infrastructure Moving Arizona's Economy — Guide from the TIME Campaign Executive Committee, supported by Governor Napolitano This booklet is presented by the T.I.M.E. Campaign to promote an initiative that supports transportation and infrastructure improvements. Through a penny adjustment to the state sales tax for a 30-year period, the plan proposes to generate $42 billion to pay for a new and improved transportation infrastructure. The Campaign details what the initiative will do for Pima County including several projects that will directly benefit the Town of Marana 2. It's About TIME — Letter and a Statement of Support Form from Janet Napolitano to Mayor Eddie Honea (7/20/08) This is a letter and a Statement of Support Form from Governor Napolitano. The Governor supports the T.I.M.E. initiative and projects the plan will generate hundreds of billions of dollars in economic activity. 3. Use of Official Titles by Elected Offcials in Connection with Political Advocacy — Analysis from the Office of the Attorney General, State of Arizona This is a summary answer and analysis of the question "whether county elected officials may use their official titles on letters, publicity pamphlet statements, or political advertisements that advocate the success or defeat of ballot measures". The analysis concludes that elected officials may use their titles to support an effort but they may not use public resources to fund such efforts. 4. Use of name and official title in connection with political advocacy — an email from Jane Fairall (7/29f08) Deputy Town Attorney, Jane Fairall, advises Town Council members that they may sign in support or opposition to the T.I.M.E. Initiative, or other similar measures and use their official titles in doing so. Jane emphasizes, that according to A.R.S. 9-500.14, no Town resources may -4- �� ,� � be used to influence either effort or support and the Town Council should not take a formal vote in favor or against such measures. 5. 2007-2008 Fiscal Year End Performance Report – Memo from the Tucson Regional Economic Opportunities(TREO) (7/8l08) This memo is the Fiscal Year End Report that details its strategies, highlights, metric/trends, rankings, and proposed focus areas. The memo provides a positive outlook and sets out priorities to create opportunities that will give a greater number of people better access to wealth through economic growth, to increase the tax base of governments/communities in order to provide higher quality services to citizens, and to diversify the economic base, thereby cushioning the community against economic shocks. 6. "Marana faces $1.3m sewer-line suit" – Arizona Daily Star (7/15/08) This article is about the lawsuit filed by United Fire & Casualty Co. which bonded the Honea Heights sewer line project after the original builder went bankrupt. United Fire is suing Marana in federal court to recover $1.3 million in cost overruns. Specifically, United Fire claims the County failed to do comprehensive soil samples that ultimately led bidders to believe the work could be done at a price lower than it actually did. The Town and the county entered into an agreement to transfer complete control of the project to Marana in return for having the town assume liability issues. 7.
