Certified Public Accountants & Consultants The Auditor General of the State of Arizona and the Honorable Mayor and Marana Town Council Independent Auditor's Report We have audited the general purpose financial statements of the Town of Marana, Arizona, as of and for the year ended June 30, 1993, and have issued our separate report thereon dated October 8, 1993. We have also audited the accompanying Annual Expenditure Limitation Report of the Town of Marana, Arizona, for the year ended June 30, 1993. This Report is the responsibility of the Town's management. Our responsibility is to express an opinion on this Report based on our audit. We conducted our audit in accordance with generally accepted au- diting standards, Government Auditing Standards, issued by the Comptroller General of the United States, and the provisions of Office of Management and Budget (OMB) Circular A -128, Audits of State and Local Governments. Those standards and OMB Circular A- 128 require that we plan and perform the audit to obtain reasonable assurance about whether the Report is free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the Report. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall Report presentation. We believe that our audit provides a reasonable basis for our opinion. The aforementioned Annual Expenditure Limitation Report is pre- sented on the basis of accounting prescribed by the Uniform Expenditure Reporting System required by Arizona Revised Statutes Section 41- 1279.07, which excludes certain expenditures specified in the Arizona Constitution, Article IX, Section 20 from the total expenditures reported in the general purpose financial statements. Accordingly, the Report is not intended to be presented in conformity with generally accepted accounting principles. This Report is intended solely for filing with the State of Arizona and should not be used for any other purpose. In our opinion, the Annual Expenditure Limitation Report of the Town of Marana, Arizona, for the year ended June 30, 1993, referred to above presents fairly, in all material respects, the information required by the Uniform Expenditure Reporting System prescribed by Arizona Revised Statutes Section 41- 1279.07 on the basis of accounting described in the third paragraph. e , , 1-••• .- 6). N f•1 4' 1!1 '0 N el Q 0 - p < < < m V O 4 TOWN OF MARANA, ARIZONA NOTES TO ANNUAL EXPENDITURE LIMITATION REPORT Year Ended June 30, 1993 NOTE 1 - VOTER - APPROVED ALTERNATIVE EXPENDITURE LIMITATION On March 26, 1985, as extended, the voters approved an alternative expenditure limitation process for the Town of Marana that would allow the Mayor and Council to adopt an annual expenditure limita- tion each year For fiscal 1993, this alternative expenditure limitation equaled the budget of $3,151,426, which was formally adopted on June 30, 1992. It should be pointed out that the alternative expenditure limitation approved by the Town allows the Constitutional exclusions to be taken. NOTE 2 - BOND PROCEEDS During fiscal 1993, the Town of Marana Municipal Property Corporation, a component unit of the Town of Marana, issued revenue bonds in the face amount of $315,000. During fiscal 1993, these bond proceeds were used to purchase $255,750 in fixed assets and to expend $28,620 in bond issuance costs for total bond proceed related expenditures of $284,370. NOTE 3 - DEBT SERVICE REQUIREMENTS ON BONDED INDEBTEDNESS This exclusion claimed in the General Fund and Enterprise Funds consists of interest expense. NOTE 4 - INTEREST This exclusion claimed in the General Fund is for interest income earned for investments held by trustee /fiscal agents for the 1992 bonds issues, which were recorded as other income. NOTE 5 - HIGHWAY USER REVENUES IN EXCESS OF FISCAL 1979 - 1980 Highway user revenues received in fiscal 1992 -1993 164.173 Highway user revenues expended in fiscal 1992 -1993 $ 164,173 Fiscal 1979 -1980 base ( 28.724) 135,449 Less amount excluded as debt service ( 8.546) Total $ 126.903 This information is an integral part of the accompanying Annual Expenditure Limitation Report. 5
