Mangum, Airport Director AGENDA TITLE: Resolution No. 2006-148: Relating to the Marana Regional Airport; authorizing and approving the Marana Regional Airport Master Plan Update and the Noise Compatibility Study; and authorizing the Airport Director to file all paperwork and execute all documents related to the studies. DISCUSSION In June 2005, the Town of Marana began the process of updating the Airport Master Plan and completing a Noise Compatibility Study for the Marana Regional Airport. An important part of the planning process for both of the studies was public involvement. A Planning Advisory Committee (PAC) made up of technical and aviation professionals as well as local community representatives met several times and reviewed and commented on all of the work as it progressed (see attached PAC Committee Member list). There were three public information workshops and one public hearing for interested individuals to offer comments and learn about the two studies. In addition, all of the working documents have been published on the internet where interested individuals could review the study and make comments on the study as it progressed. The Airport Master Plan provides a 20-year long-range strategic forecast of future aviation demands on the community. The plan then determines the airport facilities and infrastructure needed to support the aviation requirements. The ultimate goal of the master plan is to provide systematic guidelines for the airport's overall development and operation. The recommended development program is a demand based program, rather than a time based program, which means facilities will be developed when needed and not according to a calendar schedule. The Airport Noise Compatibility Study is a technical review of the existing and future noise impacts of aircraft operations in the vicinity of the Marana Regional Airport. The Noise Compatibility Study is a specialized analysis, with a resulting comprehensive plan, which outlines specific approaches to managing airport noise and land use compatibility with the airport. The intent of the Noise Compatibility Study is to develop measures to limit the impact of noise on the community, both now and in the future. The Noise Compatibility Program will allow the airport to establish itself as a good neighbor to existing and future development while maintaining the needed aviation services within the community. Airport Master Plan and Noise Compatibility Study 9/19/2006 Both studies are formal Federal Aviation Administration planning programs, which were funded through $380,000 in federal and state aviation grants, and $29,817 in local funds. The studies were completed by Coffman Associates, Inc, an airport consulting firm. ATTACHMENTS PAC Committee Member list. SUGGESTED MOTION I move to approve Resolution No. 2006-148. -2- MARANA RESOLUTION NO. 2006-148 RELATING TO MARANA REGIONAL AIRPORT; APPROVING AND ADOPTING THE MARANA REGIONAL AIRPORT MASTER PLAN UPDATE AND NOISE COMPATIBILITY STUDY; AUTHORIZING THE AIRPORT DIRECTOR TO FILE ALL PAPERWORK AND EXECUTE ALL DOCUMENTS RELATED TO THE STUDIES. WHEREAS A.R.S. ~ 28-8411 authorizes the Town Council of the Town of Marana to undertake all activities necessary to construct, own, control, lease, equip, improve, maintain, operate and regulate Marana Regional Airport, including approving or disapproving airport studies and planning documents; and WHEREAS A.R.S. ~ 28-8413 authorizes the Town of Marana to take all actions necessary or prudent to accept and receive federal and other aid for Marana Regional Airport; and WHEREAS the Town Council finds that authorizing Town Staff to file paperwork and execute documents related to Town Studies and Planning documents for Federal and State agencies is consistent with the Town's authority under A.R.S. ~ 28-8413 and is in the Town's best interest; and WHEREAS Town Staff has presented a Marana Regional Airport Master Plan Update ("Airport Master Plan") and an Airport Noise Compatibility Study for approval and adoption; and WHEREAS the Airport Master Plan is a planning document that provides systematic guidelines for the airport's overall development and operation; and WHEREAS the Airport Noise Compatibility Study outlines specific approaches to managing airport noise and land use compatibility with the airport and establishes a noise compatibility program to allow the airport to establish itself as a good neighbor to existing and future development while maintaining the needed aviation services within the community; and WHEREAS approval and adoption of the Airport Master Plan and the Airport Noise Compatibility Study are in the best interests of and will greatly benefit the Town of Marana, the Marana Regional Airport, the Citizens of Marana and the surrounding communities. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana, Arizona, that the Airport Master Plan and the Airport Noise Compatibility Study are hereby approved and adopted, and the Town's Airport Director is hereby authorized to file all paperwork and execute all documents with all appropriate federal, state and other agencies and entities relating the Airport Master Plan Update and the Airport Noise Compatibility Study.
