INFORMATION
TOWN OF MARANA
MEETING DATE: October 3, 2006
AGENDA ITEM:
J. 1
TO: MAYOR AND COUNCIL
FROM: Charles E. Mangum, Airport Director
AGENDA TITLE: Resolution No. 2006-148: Relating to the Marana Regional
Airport; authorizing and approving the Marana Regional Airport
Master Plan Update and the Noise Compatibility Study;
authorizing the Airport Director to file all paperwork and execute
all documents related to the studies.
DISCUSSION
In June 2005, the Town of Marana began the process of updating the Airport Master Plan and
completing a Noise Compatibility Study for the Marana Regional Airport. An important part of
the planning process for both of the studies was public involvement. A Planning Advisory
Committee (PAC) made up of technical and aviation professionals as well as local community
representatives met several times and reviewed and commented on all of the work as it
progressed (see attached PAC Committee Member list). There were three public information
workshops and one public hearing for interested individuals to offer comments and learn about
the two studies. In addition, all of the working documents have been published on the internet
where interested individuals could review the study and make comments on the study as it
progressed.
The Airport Master Plan provides a 20-year long-range strategic forecast of future aviation
demands on the community. The plan then determines the airport facilities and infrastructure
needed to support the aviation requirements. The ultimate goal of the master plan is to provide
systematic guidelines for the airport's overall development and operation; The recommended
development program is a demand based program, rather than a time based program, which
means facilities will be developed when needed and not according to a calendar schedule.
The Airport Noise Compatibility Study is a technical review of the existing and future noise
impacts of aircraft operations in the vicinity of the Marana Regional Airport. The Noise
Compatibility Study is a specialized analysis, with a resulting comprehensive plan, which
outlines specific approaches to managing airport noise and land use compatibility with the
airport. The intent of the Noise Compatibility Study is to develop measures to limit the impact
of noise on the community, both now and in the future. The Noise Compatibility Program will
allow the airport to establish itself as a good neighbor to existing and future development while
maintaining the needed aviation services within the community.
Airport Master Plan and Noise Compatibility Study

Both studies are formal Federal Aviation Administration planning programs, which were funded
through $380,000 in federal and state aviation grants, and $29,817 in local funds. The studies
were completed by Coffman Associates, Inc, an airport consulting firm.

In 2006. the Town of Mararila complEJt8il an Airporf~aSter
Plan Update for the Marana RegioAal Airport. The Airport
Master Plan provides a 2()..yearJong-ranSiJ8 strat~ic forecast
of future aviation demands 01'1 the oammunity and the airport
facilities and infrastructure needed to support the aviation
requirements. The ultimate goal of the master plan is to
provide systematic guidelines for the airport's overall

An important part of the master planning process was public
involvement. A Planning Advisory Committee (PAC), made
up of technical and aviation professionals as well as local
community representatives, met several times and reviewed
and commented on all of the work as it progressed. There
were three public information workshops for interested
individuals to offer comments and learn about the study. In
addition, all of the working documents were published on the
internet where interested individuals could review the study
and make comments as the study progressed.
FORECASTS
Assessing the potential demand for aviation servicesl
and facilities is an important part of the planning process.
The primary indicators of aviation demand are the number
of based aircraft, and the number of takeoffs and
landings {operations).
A summary of the aviation activity forecasts for the airport isl

RECOMMENDED DEVELOPMENT PROGRAM
The recommended development program is a demand-based program, rather
than a time-based program, which means facilities will be developed when
needed and not according to a calendar schedule. This provides airport
management with the flexibility to change the priority of specific development
projects in order to meet existing needs and produces a cost-efficient
scheduling of capital improvements. The forecasted milestones are
summarized in the following table.
The Marana Regional Airport is located in a region expected to experience
strong socioeconomic growth. Most of this growth will result from residents
and businesses of the Tucson metropolitan area moving closer to Marana.
With two runways, the longest measuring 6,901 feet, the airport currently
operates as a general aviation reliever airport. To better serve the existing and
projected corporate aircraft and flight training activity, the plan identifies the
ultimate layout of Runway 12L-30R, measuring 7,200 feet and extending
Runway 3-21 from 3,893 feet to the ultimate length of 4,700 feet for training
and small aircraft operations. In order to accommodate the forecast demand,
a parallel runway will be required to increase the airport's capacity. Parallel
Runway 12R-30L is also planned to have a length of 4,700 feet and to be
used for training and small aircraft operations.
The development of additional aircraft storage hangars, parking apron, fueling
facilities, general aviation terminal, airport traffic control tower, and other
aviation services at the airport have been planned to provide an alternative
location for aircraft owners in Pima County, especially those living in the
northwest Tucson metropolitan area, to base their aircraft.
