SUBJECT: Resolution No. 2006-159: Relating to Boards, Commissions and
Committees; approving and authorizing the formation of the
Business and Economic Development Citizen Advisory Commis-
sion
DISCUSSION
At the September 5, 2006 Council meeting, Council approved procedures relating to the forma-
tion of four new seven-member citizen advisory commissions (CACs): Parks and Recreation,
Affordable Housing, Utilities, and Arts. The adopting ordinance gives Council authority to
form additional commissions as needed.
With economic development being a significant element in the future health of Maran a, a Busi-
ness and Economic Development Citizen Advisory Commission will be an important tool to as-
sist in the direction of the Town's economic development and will also establish a public forum
for citizens and business owners to voice their opinions regarding economic development issues.
If approved, the Business and Economic Development Citizen Advisory Commission will adhere
to the same practices and procedures established under Ordinance No. 2006.25 and found in
Town Code Title 2 Chapter 2-6.

Staff recommends approval of the Business and Economic Development Citizen Advisory
Commission.

MARANA RESOLUTION NO. 2006-159
RELATING TO BOARDS, COMMISSIONS AND COMMITTEES; APPROVING AND
AUTHORIZING THE FORMA nON OF THE BUSINESS AND ECONOMIC
DEVELOPMENT CITIZEN ADVISORY COMMISSION.
WHEREAS, under Title 2-6-1 of the Marana Town Code, the Town Council is
authorized to establish boards, committees and commissions; and
WHEREAS, the establishment of the Business and Economic Development Citizen
Advisory Commission will assist the Town Council by providing direction on economic
development concerns within the Town; and
WHEREAS, the mission of the Business and Economic Development Citizen Advisory
Commission is to study and make recommendations on the Town's economic development
efforts as well as on matters of public policy affecting the Town's business community.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL
OF THE TOWN OF MARANA, ARIZONA, that the Business and Economic Development
Citizen Advisory Commission is hereby established.
PASSED AND ADOPTED BY THE MAYOR AND COUNCIL OF THE TOWN OF
MARANA, ARIZONA, this 3rd day of October, 2006.

The Town of Marana
Business and Economic Development Citizen Advisory Commission
Mission:
The Business and Economic Development Commission studies and makes
recommendations to the Mayor and Town Council on all matters relating to the direction
of the Town's economic development efforts as well as on matters of public policy
affecting the Town's business community. The Commission advises the Town Council
on the planning of economic development efforts, business assistance programs provided
to help businesses affected by public improvement projects, and on legislation proposed
at the local, state and national levels. Business and Economic Development Commission
meetings are a public forum for citizens and business owners to voice their opinions
regarding economic development issues and legislation affecting businesses.
The Business and Economic Development Commission is a seven-member citizen board
that serves in an advisory capacity to the Mayor and Town Council. Commission
members should be knowledgeable about economic development issues. At least one
member shall be an owner of a small business located in the Town. Commission
members ideally will be citizens ofthe Town of Marana or be engaged in business
activities within the Town, however particularly capable members from outside ofthe
Town will be considered for membership. Commission members will serve for a term of
4 years, with staggered terms.
Business and Economic Development Commission Working Goals
· Review and make recommendations on the business assistance program scope for
public infrastructure projects constructed by the Town and make
recommendations so that negative business impacts are mitigated, to the extent
possible
· Review departmental policies and actions and meet with the public to ensure that
economic development policies and actions are well-thought-out, effective, and
appropriate to community standards
· Keep abreast with evolving economic development opportunities and issues;
make recommendations on any program refinements, modifications, and new
opportunities
· Develop an Economic Development Action Plan based upon the TREO Regional
Economic Blueprint
· Provide a forum for public input for policies and legislation affecting Town
businesses prior to Mayor and Council consideration
· Act as an advocate for a strong business community, which creates opportunities
for diverse types of employment, including youth, retired, and special needs
members of the community.
· Advise the Mayor and Town Council of the Commission's findings, conclusions,
and recommendations.
