Pursuant to A.R.S. § 38.431.02, notice is hereby given to the members of the Marana Town Council and to the
general public that the Town Council will hold a meeting open to the public on November 13, 2012, at or after
6:00 PM located in the Council Chambers of the Marana Municipal Complex, 11555 W. Civic Center Drive,
Marana, Arizona.
ACTION MAY BE TAKEN BY THE COUNCIL ON ANY ITEM LISTED ON THIS AGENDA. Revisions
to the agenda can occur up to 24 hours prior to the meeting. Revised agenda items appear in italics.
The Council Chambers are wheelchair and handicapped accessible. Persons with a disability may request a
reasonable accommodation, such as a sign language interpreter, by contacting the Town Clerk at (520) 3 82-
1999. Requests should be made as early as possible to arrange the accommodation.

CALL TO THE PUBLIC
At this time any member of the public is allowed to address the Town Council on any issue within the
jurisdiction of the Town Council, except for items scheduled for a Public Hearing at this meeting. The
speaker may have up to three minutes to speak. Any persons wishing to address the Council must
complete a speaker card located outside the Council Chambers and deliver it to the Town Clerk prior to
the commencement of the meeting. Individuals addressing a meeting at the Call to the Public will not be
provided with electronic technology capabilities beyond the existing voice ampli�cation and recording
capabilities in the facilities and the Town`?s overhead proj ector/document reader. Pursuant to the
Arizona Open Meeting Law, at the conclusion of Call to the Public, individual members of the Council
may respond to criticism made by those who have addressed the Council, and may ask staff to review
the matter, or may ask that the matter be placed on a future agenda.

Pursuant to A.R. S. § 3 8-431.03, the Town Council may vote to go into executive session, which will
not be open to the public, to discuss certain matters.
Executive session pursuant to A.R.S. § 38-431.03(A)(3),(4) and (7), for discussion or
consultation with the Town's attorneys and to instruct the Town's representatives
concerning (1) the lawsuit entitled Town of Marana v. Pima County/Pima County v.
Marana (consolidated), Maricopa County Superior Court No. CV2008-001131, Arizona
Court of Appeals No. 1 CA CV 11 03 81; (2) the lawsuit entitled Pima County v. Town of
Marana, Pima County Superior Court No. C20116094; and (3) pending legal issues,
settlement discussions and contract negotiations relating to the transition of Marana
wastewater collection and treatment to the Town of Marana

Subj ect: Presentation: Relating to Building; presentation on the possible adoption of the 2012
International Building Code
Discussion:
The Town is currently using the 2006 International Building Code. Building codes change over time to
improve public safety and reflect new technologies and building practices. The international code is
generally updated every three years. Due to state law (HB 2008), there was a moratorium placed on
municipalities adopting new code versions from 2009 through June of 2011. As a result of this law, the
Town did not adopt the 2009 international building code.
At this time, Town staff has been working with other regional jurisdictions and Northwest Fire to review
the changes in the 2012 building code and to work together to identify common amendments to the code
in an attempt to provide a consistent regional building code for the development community.
Tonight's presentation will outline key changes in the 2012 building code and the amendments staff will
be recommending for adoption with the 2012 building code in early 2013.

Subject: Presentation: Relating to Community Facilities Districts; discussion and direction regarding the
Saguaro Springs Community Facilities District (Saguaro Bloom proj ect), financing alternatives
and elements of the adopted Community Facilities District policy
Discussion:
At study sessions in April 2007 and June 2011, Town Staff and the Town's financial advisor, Stone and
Youngberg, presented an overview of financing alternatives for the Saguaro Springs Community Facilities
District (CFD), which covers what is now known as the Saguaro Bloom proj ect. Mike LaVallee of Stone
and Youngberg provided an analysis of possible amendments to the Town's adopted CFD policy to allow
for consideration of special assessment bond financing in addition to general obligation bond financing.
Grayhawk Holdings (Marana 670 Holdings, LLC) is the current developer of the Saguaro Bloom proj ect.
Grayhawk plans to move forward with the development of the first phase of the sale and development of the
proj ect within the next several months. To that end, Grayhawk desires to have a CFD development
agreement in place for the Saguaro Bloom project before the end of the year, with terms substantially
similar to those approved (but not finalized or recorded) for the prior developer of the proj ect.
Town staff is scheduling this study session to provide the Council with an opportunity to discuss the
Saguaro Springs CFD and the anticipated development of the Saguaro Bloom proj ect. Grayhawk no longer
seeks approval of special assessment bond financing for the proj ect, and instead anticipates that the general
obligation financing will be consistent with the Town's adopted CFD policy.

This item is related to the strategic plan focus area of progress and innovation with a goal of fostering an
open atmosphere that embraces change, creativity, innovation and calculated risk. These qualities speak
to the culture and governance of the organization.
Subj ect: Presentation: Relating to the enhancement of the Town of Marana's organizational culture.
Discussion:
Time has been set aside at tonight's meeting to present and discuss two new proj ects that will serve as a
catalyst for enhancing the Town's organizational culture and governance for priority budgeting. These
proj ects are aligned with the strategic plan goal for creating an organization of excellence.
