Pursuant to A.R.S. § 38.431.02, notice is hereby given to the members of the Marana Town Council and to the
general public that the Town Council will hald a meeting open to the public on February 12, 2013, at ar after
6:00 PM located in the Council Chambers af the Marana Municipal Complex, 11555 W. Civic Center Drive,
Marana, Arizona.
ACTION MAY BE TAKEN BY THE COUNCIL ON ANY ITEM LISTED ON THIS AGENDA. Revisions
to the agenda can occur up to 24 hours prior to the meeting. Revised agenda items appear in italics.
The Council Chambers are wheelchair and handicapped accessible. Persons with a disability�may request a

CALL TO THE PUBLIC
Atthis time any member of the public is allowed to address the Town Council on any issue within the
jurisdiction of the Town Council, except for items scheduled for a Public Hearing at this meeting. The
speaker may have up to three minutes to speak. Any persons wishing to address the Council must
complete a speaker card located outside the Council Chambers and deliver it to the Town Clerk prior to
the commencement of the meeting. Individuals addressing a meeting at the Call to the Public will not be
provided with electronic technology capabilities beyond the existing voice amplification and recording
capabilities in the facilities and the Town's overhead projector/document reader. Pursuant to the Arizona
Open Meeting Law, at the conclusion of Call to the Public, individual members of the Council may

respond to criticism made by those who have addressed the Council, and may ask staff to review the
matter, or may ask that the matter be placed on a future agenda.

authorizing Town staff to submit the Town of Marana's list of proposed bond proj ects to
the Pima County Bond Advisory Committee for consideration for inclusion in future Pima

EXECUTIVE SESSION
Pursuant to A.R.S. § 38-431.03, the Town Council may vote to go into executive session, which will
not be open to the public, to discuss certain matters.
E 1: Executive Session pursuant to A.R.S. §38-431.03 (A)(3), Council may ask for
discussion or consultation for legal advice with the Town Attorney concerning any matter
listed on this agenda.
E 2: Executive session pursuant to A.R.S. § 38-431.03(A)(3),(4) and (7), for discussion or
consultation with the Town's attorneys and to instruct the Town's representatives
concerning (1) the lawsuit entitled Pima County v. Town of Marana, Maricopa County
Superior Court No. CV2011-099966 and (2) pending legal issues, settlement discussions
and contract negotiations relating to the transition of Marana wastewater collection and
treatment from Pima County to the Town of Marana.

Projects submitted to Pima County for consideration for inclusion in the General Obligation Bond
program span the breadth of irifrastructure provided by the Town of Marana and address a number of
strategic initiatives. These project include those mentioned by name, such as the Barnett Linear Channel,
extension of the Santa Cruz River bank protection, and the Heritage Park, and those that address broader
initiatives like affordable hausing, park development, and neighborhood preservation. '
Subject: Resolution No. 2013-011: Relating to Community Development; approving and authorizing
Town staff to submit the Town of Marana's list of proposed bond projects to the Pima
County Bond Advisory Committee for consideration for inclusion in future Pima County
general obligation bond elections
Discussion:
During the February 5, 2013 Council meeting, staff asked Council to approve a list of priority projects to
be forwarded to the Pima County Bond Advisory Committee. At that time, staff was directed to come
back to Council with additional information and a mare detailed description of the projects under
consideration.
The following information was provided in the February 5, 2013 agenda packet:
In the fall of 2006 the Town of Marana submitted twelve (12) projects to the Pima County Bond
Advisory Committee to be considered for inclusion in the Pima County General Obligation Bond
Election proposed for November 2008. Projects submitted at that time were ranked by importance based
on current and anticipated community needs and in accordance with priorities outlined in the Town's
General Plan.
When the eeonomic downturn took hold in early 2008, the Pima County Bond Committee recommended
that the Board of Supervisors not move any bond initiatives forward during the 2008 or 2009 election
cycles.
In October 2009, Mayor Honea sent a letter addressed to Chairperson Larry Hecker respectfully
requested that the Pima County Bond Advisory Committee consider the Town's revised project
worksheets, budgets, and priority rankings as the committee worked toward finalizing a
recommendation to the Board of Supervisors. Recommendations were made for each of the project areas
established by the Bond Committee: (1) Historic Preservation; (2) Community Facilities; (3) Health
Facilities; (4) Affordable Housing; (5) Parks and Recreation; and (6) Public Works. The list of priority

projects was adopted by the Council pursuant to Resolution No. 2009-185.
It has now been more than six years since the Town first submitted the projects to Pima County. During
this time, economic factors, unanticipated changes in regional growth patterns, shifting community
needs and the development of the Town's Strategic Plan have changed the scope, scale, and anticipated
cost of the projects, such that some projects may need to be withdrawn and others added for
consideration during a future bond election.
Staff has evaluated the projects both submitted and pending submission by the Town and is
providing Mayor and Council with a recommendation on priorities for a possible 2014 or 2015 election.

Staff recommendation for prioritization is included in this packet. If approved, an updated packet of
projects will be forwarded to the Chair of the Pima County Bond Advisory Committee to be considered
duruig their February 15, 2013 meeting for inclusion in a 2014 or 2015 special bond electiom packet.
Financial Impact:
Financial impacts vary by project. All of the proposed projects require some form of funding from the
Town of Marana, including ongoing maintenance and operations.

RELATING TO COMMUNITY DEVELOPMENT; APPROVING AND AUTHORIZING TOWN
STAFF TO SUBMIT THE TOWN OF MARANA' S LIST OF PROPOSED BOND PROJECTS TO
THE PIMA COUNTY BOND ADVISORY COMMITTEE FOR CONSIDERATION FOR
INCLUSION IN FUTURE PIMA COUNTY GENERAL OBLIGATION BOND ELECTIONS
WHEREAS the Pima County Bond Advisory Committee evaluates submissions from Pima
County and the incorporated jurisdictions within Pima County in order to recommend a package of
projects for inclusion in general obligation bond elections; and
WHEREAS on October 27, 2009, the Town Council adopted Resolution No. 2009-185 ap-
proving projects to be submitted to the Bond Committee for a Special Bond Election; and
WHEREAS the Mayor and Council of the Town of Marana find it is in the best interests of
its citizens to submit an updated list ofproposed projects to the Pima County Bond Advisory Com-
mittee.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE
TOWN OF MARANA, ARIZONA, AS FOLLOWS:
SECTION 1. The Town of Marana's list of proposed bond projects attached to and incorpo-
rated by this reference in this resolution as E�chibit A is hereby approved, and Town staff is hereby
authorized and directed to submit the list to the Pima County Bond Advisory Committee for and on
behalf of the Town of Marana.
SECTION 2. The Town's Manager and staff are hereby directed and authorized to under-
take all other and further tasks required or beneficial to carry out the terms, obligations, and objec-
tives of this resolution.
