1400 Steering Committee
General
In the interest of furthering harmonious relationships within the Marana Police
Department and advancing our Vision of becoming the model policing agency in the
State of Arizona, the Chief of Police has created the MPD Steering Committee. The
Steering Committee will serve as the Department's formalized work group, whose intent
is to develop strategies, policies, training, work conditions, etc. for the purpose of
improving service delivery, both internally and externally, and creating the mos# efficient
work environment possibte.
The actions and activities of the Steering Committee will be accomplished in concert
with the Town's Strategic Plan, and the Police Department's Vision, as well as our
Mission to provide unparalleled service and unwavering protection.
1401 Purpose and Function of the MPD Steering Committee
The Marana Police Department will employ the use of the steering committee to provide
employees and management a forum to discuss topics including, but not limited to,
internal policies and procedures, working conditions, programs, and operations. The
MPD Steering Committee process wilf serve as the primary collaborative endeavor in
which employees and management can address areas of concern and discuss
suggested ideas for improvement. However, nothing in this policy should be viewed as
limiting any employee, separate and apart from the Steering Committee, from bringing
forward concerns, ideas, suggestions, etc. through the chain of command.
The primary function of the Steering Committee is to participate in the planning and
direction of the Marana Police Department and to provide input and insight to the Chief
with regard to matters affecting the Department. The MPD Steering Committee will
monitor and review identified projects and the status of those projects to ensure
progress, as well as provide suggestions on future planning.
The Steering Committee will also provide a stabilizing influence so that organizational
concepts and directions are established and maintained with a visionary view. The
Steering Committee will provide insight on long-term strategies in support of the Town's
Strategic Plan.

STEERING COMMITTEE
1402 Steering Committee Membership
Membership on the steering committee will consist of line level representatives from the
following squads and units:
� Canine
• Communications (2 representatives)
• Crime Scene Unit (CSU)
• Criminal Investigations Unit (CIU)
� Direct Action Response Team (DART)
• Motors
• Patrol (one from each squad)
• Records
The Chief of Police and/or his designee, as well as a Lieutenant will comprise the
remainder of the committee. Steering Committee members will be selected by their
squad or unit befinreen June 1 and June 15 of each year and their term of service wilf
remain in effect from July 1 to June 30.
Steering Committee discussions will be framed by the MPD's Seven Pillars of
Professional Policing:
• Professionalism
• Personnel
• Programs
• Policies
• Police Facilities and Equipment
• Positive Community Relationships and Support
• Pay and Benefits
The Steering Committee will meet on a bi-monthly basis to discuss items within the
seven pillars. Any items which the steering committee chooses to advance that can be
addressed internally will be implemented at the direction and discretion of the Chief of

Police. Items requiring approval of the Town Manager or Town Council will be
presented for consideration by the Chief of Police.
1403 Role and Responsibility of MPD Steering Committee Members:
• Support the implementation of continuous improvement
• Listen to input from peers in their respective squads, units, sections, etc.
• Bring forward ideas and suggestions from peers based on their input
• Select action items based on alignment with the Town's Strategic Plan and the
DepartmenYs Vision and Mission
• Participate in the process by listening to other members' ideas for improvement
and providing constructive feedback
• Communicate to fellow employees the efforts, actions and results of the Steering
Committee
1404 Responsibilities and Role of the Chief of Police
■ Plan and set overall direction and ensure that major goals and timelines are
achieved
• Facilitate innovative problem-solving and open communication
• Encourage relationship building
• Serve as sounding board for new ideas and opportunities for growth.
• Monitor progress, which may include tracking timelines and creating and
implementing evaluation procedures
• Determine how new and existing activities will be integrated into a cohesive plan
1405 Formal Reporting
Minutes from each meeting will be pubfished to all Department personnel and will be
posted on the intranet.
In addition to meeting minutes, each year the steering committee will publish a report,
no later than July 30, documenting the items that have been addressed by the
comrnittee and the disposition af each of those items. The Town's Strategic Plan and
the Seven Pillars of Professional Policing will provide the framework for the annual
report.
