Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Marana Town Council and to
the general public that the Town Council will hold a meeting open to the public on December 10, 2013, at or
after 6:00 PM located in the Council Chambers of the Marana Municipal Complex, 11555 W. Civic Center
Drive, Marana, Arizona.
ACTION MAY BE TAKEN BY THE COLTNCIL ON ANY ITEM LISTED ON THIS AGENDA. Revisions
to the agenda can occur up to 24 hours prior to the meeting. Revised agenda items appear in italics.
The Council Chambers are wheelchair and handicapped accessible. Persons with a disability may request a
reasonable accommodation, such as a sign language interpreter, by contacting the Town Clerk at (520) 382-
1999. Requests should be made as early as possible to arrange the accommodation.

CALL TO THE PUBLIC
At this time any member of the public is allowed to address the Town Council on any issue within the
jurisdiction of the Town Council, except for items scheduled for a Public Hearing at this meeting. The
speaker may have up to three minutes to speak. Any persons wishing to address the Council must
complete a speaker card located outside the Council Chambers and deliver it to the Town Clerk prior to
the commencement of the meeting. Individuals addressing a meeting at the Call to the Public will not be
provided with electronic technology capabilities beyond the existing voice amplification and recording
capabilities in the facilities and the Town's overhead projector/document reader. Pursuant to the Arizona
Open Meeting Law, at the conclusion of Call to the Public, individual members of the Council may

respond to criticism made by those who have addressed the Council, and may ask staff to review the
matter, or may ask that the matter be placed on a future agenda.

Pursuant to A.R.S. § 38-431.03, the Town Council may vote to go into executive session, which will
not be open to the public, to discuss certain matters.
Executive Session pursuant to A.R.S. §38-431.03 (A)(3), Council may ask far discussion
or consultation for legal advice with the Town Attorney concerning any matter listed on
this agenda.
FUTURE AGENDA ITEMS
Notwithstanding the mayor's discretion regarding the items to be placed on the agenda, if three or more
Council members request that an item be placed on the agenda, it must be placed on the agenda for the
second regular Town Council meeting after the date of the request, pursuant to Marana Town Code
Section 2-4-2(B).

Subjects Presentation: Relating to Development; presentation on the status of the Town's 2014
development impact fees for roads and parks.
Discussion:
Due to the passage of SB 1525 by the Arizona state legislature, all development impact fees across the
state must be restudiedto bring the fees into compliance. All current fees that are not in compliance and
for which are assessed on anything other than debt service for previously constructed projects will
sunset on August 1, 2014.
Town staff is in the process of restudying its road and park impact fees to bring them into compliance
with state law and will provide a presentation on the first series of documents in this study:

This item is for presentation and direction as needed. There will be formal public hearing on the item in
January.

Initiative 1. Secure all necessary water resources and infrastructure.
Item D 2
Subject: Presentation: Relating to Utilities; presentation on the Utilities Department Infrastructure
Improvement Plan and draft proposed impact fees for water service, wastewater connection,
and water resource development.
Discussion:
The Utilities Departtnent has been engaged in a rates and fees study since April 2013 when the
wastewater settlement with Pima County was signed. The study was designed to consider the current
and future needs for the water and water reclamation divisions of the Utilities Department. New state
statutes relating to impact fee adoption have been in place and mandates that the current impact fee rules
become null by July 31, 2014. New fees must be adopted under the current statute to be able to be in
place by August 1, 2014.
The Utilities Department, in an effort to meet the new guidelines and rules related to impact fees, will be
presenting on the proposed impact fee program. This presentation will discuss the the infrastructure
improvement plans for both water and wastewater. The presentation will also present draft impact fees
related to water and water reclamation, as well as proposed fees for water resource development.
Financial Impact:
Future impact fees are designed to provide the income necessary for the Utilities Department to meet
debt service on current infrastructure, as well as provide the revenue necessary for future development
of the municipal water and wastewater systems and water resources with respect to what is estimated to
be necessary for responsible system growth in the next ten years.
