RELATING TO THE MARANA REGIONAL AIRPORT; AUTHORIZING THE
COMMUNITY DEVELOPMENT DIRECTOR TO EXECUTE A LETTER OF INTENT
INDICATING THE TOWN OF MARANA'S INTENTION TO PARTICIPATE IN THE STATE
OF ARIZONA'S AIRPORT PAVEMENT PRESERVATION PROGRAM FOR FISCAL YEAR
2015
WHEREAS A.R.S. § 28-8411 authorizes the Town Council of the Town of Marana to
undertake all activities necessary to acquire, establish, construct, own, control, lease, equip,
improve, maintain, operate and regulate an airport; and
WHEREAS A.R.S. § 28-8413 authorizes the Town of Marana to accept and receive
federal and other monies for the acquisition, construction, enlargement, improvement,
maintenance, equipment or operation of an airport and to enter into agreements regarding the
receipt of such monies; and
WHEREAS the Town Council finds that participation in the State of Arizona's Airport
Pavement Preservation Program for fiscal year 2015 is in the best interests of the Town and its
citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE
TOWN OF MARANA, ARIZONA, AS FOLLOWS:

SECTION 1. The Town Council hereby authorizes the Community Development
Director to execute the letter of intent attached to and incorporated by this reference in this
Resolution as Exhibit A indicating the Town of Maxana's intention to participate in the State of
Arizona's Airport Pavement Preservation Program for fiscal year 2015.
SECTION 2. The Town's Manager and staff are hereby directed and authorized to
undertake all other and further tasks required or beneficial to carry out the terms, obligations, and
objectives of this resolution.

MARANA, ARIZONA, this 4 day of February 2014.

Re: ADOT Airport Surface Treatment Program
Dear Ms. Vanhook:
ADOT MPD — Aeronautics Group has completed the planning and program development
phase of the State's Airport Pavement Preservation Program for fiscal year 2014. This is
a program that ADOT Aeronautics began the groundwork for in 2000, and updated in
2003, 2006 and 2010 when they contracted to have pavements at all of the State's
public airports evaluated and rated as to their pavement condition index (PCI). The
results of the study were pavement maintenance recommendations for the airport
pavements that stifl had useabfe life remaining. Each airport in the study has received a
complete report specific to their respective airports.
Maintenance options such as crack seals, slurry seals, thin overlays, and PCCP joint
repairs were scheduled for individual runways, taxiways, and aprons at various airporis
for each of the years in a five year period. Projects were tentatively scheduled based on
PCI priorities and the program's funding budget. Marana Regiona! Airport is included in
fiscal year 2015 of the program for Taxiway B Section 10 Thin Asphalt Overlay/PFC,
Runway 12/30 Section 10 Thin Asphali Overlay/PFC, and Runway 3/22 Section 10 Thin
Aspha/t Overlay/PFC with a construction estimate of $1,536,361.
After review of the 2015 recommendations following the initial field investigation, we
have included the following treatments; Taxiwoy 8 Section 10 Thin Asphalt
Overlay/PFC, Runway 12/30 Section 10 Thin Asphalt Overlay/PFC and Runway 3/21
Section 10 Thin Asphali Overloy/PFG.

Under this program, ADOT's Program Manager, designs, manages the bidding, and
administers the construction of the maintenance projects. ADOT will pay the contractors
and the Sponsor will pay, directly to ADOT, their 10 percent match of the construction
cost only (approx. $253,636 for the Town of Marana).
We are forwarding the preliminary program for Marana Regional Airport consisting of
an aerial schematic exhibit and a preliminary opinion of probable cost. Prior to finalizing
the program and proceeding with the construction design we need to verify the
Sponsor's intentions for participation in this program. It is expected that actual
construction will begin no sooner than August 1, 2014.
Please return or fax a copy of this signed letter indicating your position on this matter
by Januory 31, 2024. Upon receipt of your acknowledgement to participate in this
program, an interview will be scheduled to coordinate the final design and the
execution of an Airport Intergovernmental Agreement with the State.
ADOT will collect the 10 percent matching funds based on construction estimates at the
time the Agreement is issued. Upon completion of the Project, ADOT will produce a final
accounting reconciliation of the Project costs. In the event that actual Project costs
exceeded the estimate, the STATE wil{ invoice the SPONSOR for the remaining
contribution required to equal 10% of the actual Project costs. In the event that the
actual Praject costs were less than the estimate, the STATE will reimburse the SPONSOR
for any overpayment.
