ARIZ ONA 8 5 6 5 3 Item D I To: Mayor and Council From: Tom Ellis, Parks & Recreation Director Date: August 12, 2014 Strategic Plan Focus Area: Recreation Strategic Plan Focus Area Additional Info: The Town of Marana Strategic Plan II adopted by Town Council March 2012 includes Recreation as one of five focus areas. Goals associated with the focus area include "develop quality park and recreation amenities," "pursue recreation and tourism development opportunities and projects for visitors," and "partner with public and private entities to promote Marana as a recreation destination." Subject: Relating to Parks and Recreation; overview, update and discussion regarding Marana's Tortolita Mountains Trail System. (Tom Ellis) Discussion: The Tortolita Mountains provide Marana's dramatic northeastern backdrop. This small mountain range is a rugged desert landscape of magnificent views, towering saguaros, and incredible geology. The Tortolitas are a natural attraction for outdoor enthusiasts. Discussion about the possibility of a trail system in the Tortolita Mountains began in 2000. By 2003, planning, surveys, and studies were underway, and in 2004, Marana received $1.2M through a Pima County Special Bond Election and Intergovernmental Agreement to begin construction of the system. In ten short years through the effort of a hardy group of volunteers and contractors, over 3 5 miles of back country trail have been built. The Wild Burro Trailhead was opened in 2012. The trail construction, done by hand using pickaxe, rake, and shovel, provides access to hikers, mountain bikers, and equestrians and creates a tourist destination for Marana. Visitors from across the country and internationally recreate on the trails. The Ritz Carlton, Dove Mountain includes the trail system in its marketing and employs "Ritz Rangers" to lead hikes and entertain visitors on the trails. The Marana Tortolita Trail System provides access into Pima County's 6,400 acre Tortolita Mountain Park. In 2012, the Tortolita Mountain Trails were designated part of the Arizona State Trail System by Arizona State Parks. This year Wild Burro Trail was designated a National Recreation Trail by the Secretary of the U.S. Department of Interior. These designations put the Tortolita Mountain Trail System on the "map" and provide world -wide web presence. Since 2012, Marana has partnered with Oro Valley to produce the annual M.O.V.E. Hiking Challenge in the Tortolita and Catalina Mountains. Today, the trail system is managed as part of the Town of Marana's Parks and Recreation Outdoor Recreation Division. Trail construction and maintenance is provided by 3 temporary full -time employees and volunteers as part of the department's Adopt -A -Trail program. Future trail expansion is being planned for the Wild Burro Trail to Tangerine Road and improved access to Cochie Canyon from the Wild Burro Trailhead. The Town of Marana Tortolita trails are included in Pima County's Tortolita Trail System Master Plan, and Town staff coordinates efforts with Pima and Pinal Counties and Oro Valley for future trail expansion. The Tortolita Mountain Trail System is a shining example of what can be accomplished by public and private partnerships, cooperating jurisdictions, and citizen involvement. Financial Impact: The FY2015 Parks and Recreation budget includes $122,000 for maintenance and personnel dedicated to the trail system. Staff Recommendation: N/A Suggested Motion: None - Presentation only Attachments: Marana's Tortolita Mountains Trail System TRAILS These mountain trails range in elevation from 2,800 feet at the bottom of Wild Burro Canyon to 4,300 feet along the Ridgeline Trail under construction above Ruelas Canyon. The Alamo Springs and Lower Javelina Trails accommodate pedestrian traffic only; the other five trails are multipurpose (equestrian, biking, and pedestrian), as are the nine miles of trail in the Tortolita Mountain Preserve. TRAIL ETIQUETTE To ensure that all visitors enjoy their experience safely, trail users are urged to respect trail etiquette: Be courteous: Trails are for the enjoyment of all visitors. Please be courteous and respectful when encountering fellow trail users. Pack it in - Pack it out: Keep your impact to a minimum when on the trail; take your trash out with you. Leave no trace. Stay on established trails: Well -built trails are deigned to protect the land from erosion and promote preservation. When users cut their own trails, they promote degradation of the fragile landscape and wildlife habitat. Yield: All users must slow and stop for horses. Cyclists must also yield to horses. Share the trail: Keep to the right of the trail and allow faster users enough room to pass. Pass on the left and announce yourself: Let people know when you are approaching from behind and that you are passing on the left. Keep dogs leashed: Promote wildlife preservation, enhance the wilderness experience for others and keep your pet safe. Clean up after your dog: Not only does dog excrement stink, it also spreads disease to other dogs and pollutes water. RECOMMENDATIONS FOR SAFE AND ENJOYABLE HIKING For hiking, day temperatures are most favorable from October through March. Weather is unpredictable; both rainy seasons can bring flash floods. For bird watching, the best windows are during spring and fall migrations, mid -April through mid -May and again in September. Wildflowers are at their peak late February or early March through early April (depending on adequate winter rains) . Late spring and summer is the time for cactus -flower lovers. Hiking sticks are recommended for moderate and difficult trails. Wear a hat, suitable hiking boots, gloves (in case you fall), and a long- sleeved shirt. Sunglasses and sun screen lotion are recommended. Bring a large comb —a useful tool for removing cholla cactus from clothes or skin. Carry a minimum of two liters of water per person — there are NO water stations and little shade along the trails. No restroom facilities are available, so be prepared to "leave no trace." Archeological sites are protected by law. Please leave them as you find them. Geology buffs can go to the Arizona Geological Survey for a copy of "Geologic Map of the Tortolita Mountains, Pinal and Pima Counties, Arizona," Arizona Geological Survey Digital Geologic Map 26. A trailhead at Dove Mountain, in the Town of Marana, leads northeast into Wild Burro Canyon, where it connects to trails that trace the crest above Cochie Canyon to the northwest or delve into neighboring terrain to the north and east. These smiles of trails, which cross easements on a patchwork of private, town, county and state land, were constructed starting in 2004 in a cooperative venture by the Town of Marana, Pima County and the Arizona State Land Department. The northern and eastern ends of this trail system enter Pima County's nacre Tortolita Mountain Park. To the south, Marana's 2,400 -acre Tortolita Preserve harbors another nine miles of trails. The Dove Mountain Community Trail borders Dove Mountain Boulevard and adds eight miles. Together, these trails and the ground they cross constitute a spectacular natural space open to southern Arizona residents and visitors. Here, trails suitable for hiking, biking and equestrian activities offer magnificent vistas, geological curiosities and the distinct life forms of the Sonoran Desert to all who wish to explore this unforgettable landscape. y �7 r q�4_ 61 WILD BURRO 2810' - r C? ARIZ ONA 8 5 6 5 3 Item D2 To: Mayor and Council From: Curt Woody, Director of Economic Development and Tourism Date: August 12, 2014 Strategic Plan Focus Area: Recreation Strategic Plan Focus Area Additional Info: Under the Recreation focus area, Initiative 2 is to pursue recreational and tourism development opportunities and projects to attract visitors, and Initiative 3 is to partner with public and private entities to promote Marana as a recreation destination, with a strategy to create a Tourism Development Plan. Subject: Relating to Tourism; update and discussion regarding the creation of the Town's tourism department. (Curt Woody) Discussion: Twelve months ago staff began the process of developing a plan to focus on the promotion of the Town of Marana and its tourism assets. This was to be a two - phased approach that incorporated a specific focus on the Ritz - Carlton and to address the requirements for creating a destination marketing organization /department. The first phase required hiring a consultant to generate business leads for the Ritz - Carlton. MDI was selected and executed a four month campaign that produced leads in excess of 17,000 room nights representing $4.2m in potential revenue. Phase II involved hiring Davidson & Belluso to begin the process of analyzing the requirements to form a destination marketing organization. There were nine elements identified to complete this task and arrive at a plan that promotes the Town of Marana as a tourist destination. Some of those elements included completing an asset inventory of Marana's tourism attractions and special events, identifying how the organization would be structured, marketing and operational budgets, a SWOT analysis, and finally a marketing plan. The marketing plan is the final element to be completed and will be finished by September. In addition, the Town posted and is advertising for a Tourism Manager and will be interviewing candidates for this position by September. ARIZ ONA 8 5 6 5 3 Item D3 To: Mayor and Council From: John Kmiec, Utilities Director Date: August 12, 2014 Strategic Plan Focus Area: Community Strategic Plan Focus Area Additional Info: Initiative 1: Secure all necessary water resources and infrastructure. Subject: Relating to Utilities; presentation and discussion on current wastewater program operations. (John Kmiec) Discussion: The Town of Marana began wastewater operations in north Marana in January 2012. Since that time, many activities have been ongoing with the wastewater program. Over the last few fiscal years, the operation of the Marana Water Reclamation Facility has become more effective. With strategic improvements such as the addition of a clarifier wall, upgrades the aeration process, and the addition of a new solids removal station, the current treatment process is efficiently settling more solids and biological denitrification is working effectively. In the upcoming years, the water reclamation facility will see continuing activity. As the community continues to grow, plans will begin for design and construction of a new facility. Current plans are to construct, within the next several years, a one million gallon per day facility to add to the current 500,000 gallon per day plant. This will extend the wastewater treatment capacity for many more years under steady development. Additionally, an aquifer recharge facility capable of receiving all of the effluent generated from the treatment facility will be constructed within the next couple of years. This aquifer recharge project will allow the Marana Utilities to recover and store underground water for future use. This presentation will focus on current wastewater operations as well as future planning for wastewater and water resource recovery. Items presented will cover capacity, financial, and completed and future capital improvement programs. A copy of the presentation will be provided to Mayor and Council prior to the meeting. ARIZ ONA 8 5 6 5 3 Item D4 To: Mayor and Council From: Terry Rozema, Police Chief Date: August 12, 2014 Strategic Plan Focus Area: Community, Progress & Innovation Strategic Plan Focus Area Additional Info: N/A Subject: Relating to Police Department; discussion, consideration, and authorization to initiate a public outreach plan to educate the community regarding the need for a new police facility and the funding options to pay for the project. (Terry Rozema) Discussion: Following the June 24 Study Session in which funding and location options for a new police facility were presented to Council, a motion was made and passed to have the facility built at the Marana Municipal Complex. At the July 1 meeting, Council requested a public outreach plan be developed explaining the need and funding options for a police facility as well as the Marana Heritage River Park. Council requested the plan be presented to them for approval at a future date. Tonight's presentation will focus on a proposed public outreach plan regarding the police facility. Discussion regarding the Heritage Park development will be discussed at a separate time. Staff proposes to implement the public outreach efforts in two phases. Phase I consists of Education and Outreach A standard presentation is being prepared highlighting the need for the proposed new police facility, what will be included in the facility, and how it will improve effectiveness and operations. The presentation will include information and options regarding how to pay for the facility, with emphasis on a proposed sales tax increase (if that is Council's desire). The presentation will then detail the Council's options for taking action to fund the facility. The Communications and Marketing team is working in conjunction with the Police Department to prepare a PowerPoint and written materials for distribution, with oversight and direction from the Manager's Office and Engineering. The public presentation and information will be given to: HOAs, civic organizations, Chamber functions and events, citizen /business advocacy committees, the Marana Citizens' Forum, the Marana Unified School District Board and Administration, the Volunteers in Police Service (VIPS), citizens' police academy classes, newspapers, websites, and social media. Presentations and outreach will occur beginning in August and ending in November 2014. Phase II will consist of two Town Council Public Hearings to be held in November and December 2014. Each public hearing will include the opportunity for community members to send comments electronically via the web page. Each Public Hearing will feature an introductory presentation which in large part mirrors the presentation given during the August to November Education and Outreach Phase. Then the Public Hearings will delve further into the financing aspect. Detail will be provided about a proposed sales tax increase, estimates on how much money will be generated, how long a proposed tax is to be in place and any other conditions related to the use of those funds. In addition, other funding options will continue to be discussed and explored. The Manager's Office and the Clerk's Office will coordinate with Council for each Public Hearing. The Council may take action following the second Public Hearing.
