SUBJECT: Resolution No. 2006-171: Relating to Public Works: approving
and authorizing full execution of an intergovernmental agreement
with Pima County for the Management of the Marana Vista
Estates Neighborhood Infrastructure Reinvestment Project.
DISCUSSION
The Marana Vista Estates is one of northern Marana's oldest and most established
neighborhoods. Marana Vista Estates is a Neighborhood of Families, filled with multi-
generational households with grandparents, parents, and children sharing homes. Many of the
adult residents have stayed or returned to settle in the old neighborhood to raise their children
close to family and friends. The neighborhood children enjoy the benefits oflife in close
proximity to grandparents and a well established social network within walking distance of their
school, a library, and parks and recreation.
The Marana Vista Estates neighbors and the Town of Marana are partnering to complete
infrastructure improvements that will improve the quality oflife and decrease safety concerns in
the neighborhood. The improvements will include the installation of 5' wide sidewalks and 16
streetlights. Streetlights will be strategically placed throughout the neighborhood to maximize
coverage and integrate with existing lighting along Grier Road.
The sidewalks will meet ADA standards and be positioned in the easement equidistant from the
existing street and property lines and connect to existing sidewalks on Grier Road to the South.
Sidewalks will be installed to provide full coverage.ofneighborhood streets including: both sides
of West Watz Place, both sides of North Javis Court, both sides of North Reyher Avenue, and
the south side of West Denny Street.
RECOMMENDATION
Staff recommends authorization full execution of an intergovernmental agreement with Pima
County for $443,829 to build sidewalks and install street lighting in the Marana as part of the
Neighborhood Reinvestment Program.

MARANA RESOLUTION NO. 2006-171
RELATING TO PUBLIC WORKS: APPROVING AND AUTHORIZING FULL EXECUTION
OF AN INTERGOVERNMENTAL AGREEMENT WITH PIMA COUNTY FOR THE
MANAGEMENT OF THE MARANA VIST A ESTATES NEIGHBORHOOD
INFRASTRUCTURE REINVESTMENT PROJECT.
WHEREAS, the Town of Marana recognizes the need to provide safe housing,
neighborhood infrastructure, and parks for its citizens and has applied for Bond funding through
the Pima County Neighborhood Reinvestment Oversight Committee for this purpose; and
WHEREAS, Pima County has funding designated for Neighborhood Reinvestment
through the Special Bond Election held May 18, 2004 (Bond Ordinance No. 2004-18, the Bond
Implementation Plan); and
WHEREAS, the Pima County Neighborhood Reinvestment Oversight Committee
recommended funding the Town of Marana's request for $443,829 to build sidewalks and install
street lighting in the Marana Vista Estates Neighborhood; and
WHEREAS, on September 19, 2006, the Pima County Board of Supervisors ratified this
recommendation and approved the use of bond funding for the project;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE
TOWN OF MARANA, ARIZONA, that an intergovernmental agreement with Pima County be
approved for the use of 2004 Special Election Bond Funding to provide infrastructure
improvements in the Marana Vista Estates Neighborhood.
PASSED AND ADOPTED BY THE MAYOR AND COUNCIL OF THE TOWN OF
MARANA, ARIZONA, this 7th day of November, 2006.

Attached please find three original Intergovernmental Agreements between Pima County
and Town of Marana for the Marana Vista Estates Neighborhood Reinvestment Project,
which are being returned to you for signatures and further processing. Once the
agreements have been fully signed and recorded, please return one original of the
agreement and a copy of the recorded agreement, to my attention at the address below. I
am also forwarding you a copy of the authorizing Town of Marana resolution, and the
certificate of insurance for the Town.
