Assistant Town Manager SUBJECT: Relating to Transportation; provision of transit and paratransit services in Marana DISCUSSION The recent approval of the Regional Transportation Authority plan and funding authority will bring to Marana a number of new transit services. With these services will be new federal ADA required services, as well as interest in premium paratransit services which other communities in the region provide. Current Transit Services Presently, the Town of Marana receives two types of transit service; Suntran service and the Marana Rural Route. These services are provided through an intergovernmental agreement with Pima County. Suntran provides Route 16 service from approximately Sam until nearly 9pm on weekdays, with service every 30 minutes. Route 16 begins at the Lowes parking lot, travels east on Ina to Oracle Road, and then travels south to downtown Tucson. Route 16 then continues south down lih Avenue to the Loas Transit Center. Suntran also has two express services which pass through Marana with stops on Ina Road and destinations at Raytheon and downtown Tucson. Pima County Rural Transit operates a route between Avra Valley and Northwest Hospital, with stops at the Marana health Center and the Senior Center. This service operates lift equipped vans and offers "deviated route service" to pick up special needs clients along the route. Marana pays for these services based upon the proportionate cost of the service, which amounted to approximately $70,000 last year. The Town received approximately $21,000 in L T AF II funding in FY 06 which was limited to use on transit activities, with the balance of the funding coming from Town General Funds. Proposed R T A Transit Services The passage of the RTA created 3 new transit projects for the Town, and extended hours for the existing Route 16 service. The new projects include a circulator bus service for the Continental Ranch area, Express Bus Service from Continental Ranch to downtown Tucson and a Park and Ride lot in the Continental Ranch area. The circulator service is allocated $1,014,000 in FY 2009 to establish the circulator service, and $490,000 annually thereafter to operate the service. The circulator service route is not defined, but is anticipated to be a fixed route service, which will create the need to provide paratransit service as a result of the Americans with Disabilities Act (ADA). The RTA has several circulator services being created, and uniformity of operation between the services is desired. P AG is initiating a study of the services to make recommendations on how they should be operated, and it is hoped that recommendation on fares, frequency of service, equipment standards and operating rules will be addressed in this study. We also expect that formation of a local transit advisory committee and substantial local input on transit needs will be recommended. RTA express bus service between downtown Tucson and Cortaro Road is to commence in FY 2009. The service contemplates 3 morning departures and 3 evening return trips, however if ridership warrants, reverse trips to serve Marana employment needs can be made bidirectional at a limited additional cost. The recently approved ADOT 1-10 project through downtown has funding available for some transit service; we are exploring the possibility of commencing the beginning ofFY 2008. The R T A also has proposed the creation of a Park and Ride lot in the Continental Ranch area. The location of this site is not identified, but would be best located near either the new Twin Peaks Interchange or the Cortaro Interchange. This location would ideally serve as a connection point for express and circulator bus service, and should be able to host other transit services as well. Service Gap: Paratransit Service At present, there are no generally available paratransit services available within the Town, except for the deviated route service performed by Pima County Rural Transit. Surrounding the southern part of the Town, Pima County provides Handicar service, a premium service which Pima County provides in the unincorporated areas south of the Magee Road alignment. Marana residents are not currently offered this service, even if they would otherwise fall within the Handicar service area. Paratransit service is expensive, with the average cost per trip ranging from $25.00 to $45.00. Paratransit service is required, at a minimum, to be provided to all ADA eligible riders within % mile of fixed route services. ADA eligibility is currently being determined by the City of Tucson Special Needs Transportation Office for the Pima County and Oro Valley paratransit programs. In addition to ADA eligible riders, the Oro Valley "Coyote Run" service offers paratransit service to any resident over age 65. Coyote Run has a three tier rate system and offers trips to areas as distant as Tucson Medical Center and Saint Mary's Hospital, although 70% of all trips occur in areas north of Ina Road. Marana has several options in the provision of paratransit service, ranging from the provision of a town-wide premium service similar to the Oro Valley service, to minimally meeting the ADA by having the new circulator service offer limited paratransit service in a fashion similar to that of the existing Pima County Rural Transit service offered in northern Marana. -2- A recently discovered gap in service occurs along the existing Suntran Route 16. Marana currently has no paratransit service provider, yet it does have an obligation to provide ADA mandated service along the portion of Route 16 passing through the Town. We are not aware of any ADA eligible riders living within the Town in this area, in part due to the very small amount of residential property in the Ina I Thornydale area. Those eligible residents outside of the Town limits are served by Handicar, and we have seen instances where the City of Tucson's Vantran service has provided service to residents of the City with destinations in Marana. In the past six months, we have received inquiries from at least 6 potential paratransit service users, including parents of a special needs adult child in the Dove Mountain area, a resident of the Orange Grove Apartments that would be eligible for Handicar service, were they not a Town resident, and several individuals in the Continental Ranch area. The potential ridership is unknown, and difficult to estimate, as there are many ADA eligible riders that have their own lift equipped vehicles living in the Town; however it is expected that the demand will rise as the community ages. Service Gap: Dove Mountain Circulator With the initiation of service through the Continental Ranch area, and the existing Pima County Rural Transit service in the northern part of the Town, the only remaining major residential area without any transit services will be Dove Mountain. Dove Mountain is also the most remote area from existing medical and retail services. As the community ages, there will likely be a greater demand for transit and paratransit services in the area. This may be especially true of the age restricted communities in the area. Additionally, the development of resorts in the area may add to the transit demand for the area, particularly if a Dove Mountain circulator service were connected to the express bus service between downtown Tucson and Marana. Opportuni ties One opportunity presenting itself to the Town is the increase of funding to the Town for transit and paratransit services as a result of the mid decade census adjustment and recent Powerball revenue increases. Marana has previously received approximately $22,000 per year in L T AF II revenues. L T AF II is restricted in use to transit and paratransit activities, and requires a minimum 25% local match. L T AF II revenues to the Town have increased to $78,000 for FY 06, which exceeds the approximate $70,000 in transit expenses for the Route 16 and Pima County Rural Transit services the Town receives. As a result, the Town will have approximately $27,500 in available funding for expanded services, beginning this year. Pima County Department of Transportation has indicated that they would be willing to add Handicar services to the IGA between the Town and County, allowing the Town to begin offering paratransit services, should that be the Town's desire. Under this proposed agreement, the service area boundaries within the Town would be at the Town's direction. The cost of service would be charged to the Town on a "per trip" basis, using the monthly system average cost. The County fare system would be employed, with riders purchasing vouchers in advance. Recently, Pima County has been charged $26.30 per trip for paratransit services. -3- ATTACHMENTS Marana Service Area brochure and transit map. RECOMMENDATION Staff recommends that further study of the issue occur for longer term solutions relating to the future circulator routes and that consideration of employing "deviated route service" for the circulator routes be pursued. Staff further recommends that Council establish a Managers Committee, for a period not to exceed one year, to review and make recommendation to Council on transit and paratransit issues. Issues to be reviewed by the Managers Committee are to include service area determination, fare setting, revenue sources, routes and hours of service. Once the new services are established, the Council may wish to establish a Transit Advisory Commission for ongoing community input on transit and paratransit issues. Nj 'CQ $I) j c. .... $I) ., CD Green Valley-Marana-Oro Valley Transit Circulator Needs Analysis and Implementation Plan Study Scope of Work BACKGROUND The Arizona Department of Transportation, Public Transportation Division (ADOT-PTD), on behalf of the Regional Transportation Authority (RTA) is seeking assistance to provide an assessment ofthe potential for providing transit circulator services in three separate communities within the Tucson Region. Funding for these services was approved by voters with the successful passage of the RTA Plan on May 16th, 2006. Transit circulator service will be designed to meet the unique needs of each community described below. The ADOT on-call consultant has already completed extensive analysis of the transit needs in the Green Valley ISahuarita area. However, additional analysis is . needed to fully identify and recommend circulator service operations and management in coordination with existing services provided by Pima County. The Town of Marana is in need of consultant services to fully analyze transit circulator potential and recommend service operations and management. The Town of Oro Valley is also in need of consultant services to make recommendations for circulator service that will build upon the existing analyses and recommendations in the adopted 10- Year Oro Valley Transit Development Plan. After a review of the transit needs and local interests in each of the communities, alternatives for providing transit circulator services will be identified for public review. The project will include the development of an implementation plan for each community. SCOPE OF WORK, TASKS The individual elements ofthe proposed work program will need to be adjusted to meet the specific needs of each of the three distinct communities as well as the R T A. The three tasks for this project are outlined in terms of goals, objectives, and outcomes. These tasks apply to all three communities, unless noted differently. A time line for completing this project to accomplish the necessary work is included. - 1 - Task 1: Purpose: Initial Site Visit Determine current community environment and review technical information needed prior to conducting service analyses and recommendations. Develop a timeline, clarify activities to support feasibility review, and identify stakeholders that need to participate in the development of these services. Approach: A. Review documentslbackground of efforts to establish circulator transit service in the Green Valley/Sahuarita area, the Town of Maran a, and the Town of Oro Valley. This task will include review of the R T A Plan, the 2030 Regional Transportation Plan, and review of relevant local transit plans for each of the three communities. B. Meet with ADOT -PTD, RTA staff and local officials from each community, and agree on changes to Scope of Work to adapt for local needs. C. Identify key stakeholders and establish appropriate T AC/Steering Committee within each community. When possible, work with local groups already addressing transportation issues. Identify and obtain contact information for key person interviews, groups to target for public meeting and additional public input. D. Review previous plans and other documents to gather information concerning potential ridership, demographic profiles, activity centers, transportation equipment availability, other RT A investments, and other elements impacting transit operations. E. Identify specific project budgets and implementation schedules per the R T A plan. Define circulator service and clarify with stakeholders. Outcome/Product: Establish continuity with previous plans. Agree on Scope of Work and develop revised budget and timetable. Identify/clarify community groups/organizations to involve in public input process. Obtain information needed to proceed to develop feasibility review. Task 2: Purpose: Approach: Feasibility Review Conduct feasibility review to verify need for transit circulator service and establish community support for connections to the future RTA park-and- ride facilities, express routes, and regional activity centers. A. Prepare a service profile for each of the three communities. 1. Develop/verify quantitative estimate of ridership. 2. Identify activity centers/service areas to establish potential routes and stops. Include consideration of route destination, -2- complimentary ADA paratransit service needs, and connections to RT A park-and-ride facilities and other local and fixed route serVIces. 3. Develop proposed operating parameters for transit service to facilitate community discussion. It is critical that deviated-fixed route service be considered in areas where complimentary ADA paratransit service is needed. 4. Conduct a minimum of four structured key person interviews within each community. 5. Organize/conduct a minimum of two workshops/public meetings within each community to develop feedback about need for service and input on service configuration. Support the community workshops with media coverage. Prepare a short survey to be completed at Workshops and through other distribution options. 6. Meet with ADOT -PTD, local Transit Advisory Committees and RTA staff to review estimated transit needs, discuss/develop service options, and review public input. B. Develop/Identify Public Support 1. Include appropriate stakeholders and key community members in planning for circulator service in each of the communities. 2. Establish community understanding of: Goals and Objectives Service Routes Option Ridership Estimates Benefits to Community Additional Assistance Needed C. Modify service options to respond to input from the community. D. Discuss opportunities for additional community participation. OutcomelProduct: Provide quantitative estimate of ridership. Provide a list of activity centers/service area to establish potential routes and stops including route origin and destination. Provide outcome and feedback of key person interviews and workshops/public meetings. Complete assessment and make recommendation for discussion to T ACs, ADOT - PTD and R T A staff of potential for providing circulator transit service with connections to regional transit facilities and services. - 3- Task 3: Purpose: Approach: Develop Implementation Plan Develop specific action plan to implement circulator services in each of the three communities. Assist local jurisdiction staffwith decision- making. 1. Prepare written plan of action to include, major milestones a. Develop Budget and Operating Plan b. Develop strategy for marketing service. 2. Agreement on target start-up date and identification of priority tasks to be addressed to support implementation of transit services consistent with the RTA implementation schedule. It is critical that the start-up date for the Green Valley/Sahuarita circulator provide a seamless transition from the current ADOT-funded Green Valley/Sahuarita transit service, which expires in April 2009. 3. Provide assistance to local jurisdictions by evaluating potential contractors for service. All other paratransit services in the region are considered "premium" services, which are not mandated by the ADA unless they serve a particular fixed bus route.
