SUBJECT: Discussion/Direction: Proposed Parks System Master Plan
DISCUSSION:
In 1998, the Town secured the planning services of McGann and Associates to begin
the process of developing a Parks System Master Plan for the Town of Marana.
This plan was to provide a framework for park acquisition and development within
the town's General Plan through the year 2020. The Plan is intended to be a
companion document to the General Plan by serving as the Parks and Recreation
element and is based on established land use patterns, identified transportation
improvements, and the development goals articulated in the General Plan.
The document before you tonight was developed over a period of one year with
considerable participation by the public as well as the Project Advisory Committee,
town Council Members and staff. The document recently received a
recommendation for adoption to Mayor and Council by the town's Planning and
Zoning Commission at its September 29, 1999 regular meeting. This document was
also reviewed and commented on by the Southern Arizona Homebuilders
Association ( SAHBA). Through a series of meetings and correspondence with town
staff, though supportive of the Plan in general, there was some concern on their part
about the appropriateness as well as timing of language contained within the
implementation policy section relating to specific development requirements as well
as equity. The review committee felt that the appropriate time to develop any
specific language relating to private recreation area requirements as well as public
park assessments should be at the time when that language is prepared to be
incorporated into the town's development code and should not be included in this
document. SAHBA also feels that the assessments should be based on a "per unit"
basis as opposed to density and impact of the development so that everyone
contributes regardless of the size of the development or its density.
