The speaker may have up to three minutes to speak. Any persons wishing to address the Council must complete a speaker card located outside the Council Chambers and deliver it to the Town Clerk prior to the commencement of the meeting. Individuals addressing a meeting at the Call to the Public will not be provided with electronic technology capabilities beyond the existing voice amplification and recording capabilities in the facilities and the Town's overhead projector /document reader. Club's prom night "lock in" is one opportunity for the Town of Marana to support K -12 education by promoting a safe community for celebrating seniors in the form of a $500 contribution that will go toward sponsoring a supervised alcohol and drug -free celebration put on by the club. The Town of Marana plans to use this opportunity to foster future partnerships with the school for internship and project opportunities. (STUDENTS AGAINST NARCOTICS AND DRINKING) CLUB'S PROM NIGHT "LOCK IN" WHEREAS the Town of Marana seeks to promote educational opportunities and improved prof ect /initiative outcomes in the form of outreach to universities, colleges, and K -12 education; and WHEREAS the Town of Marana seeks to facilitate, with the support of the Marana Chamber of Commerce, internship opportunities at local businesses for students in K -12 and higher educational institutions; and WHEREAS the Town of Marana wishes to strengthen its relationship with universities, colleges, and K -12 education to ensure these initiatives; and WHEREAS Marana High S.T.A.N.D. Civic Center Dr. Marana, AZ 85553 Dear Town Council, We a re representing the Ma ra n High School S.T.A. N. D. Clu b (Students Against Na rcotics a nd Grin king). Our club's goal is to lager the underage drinking and drug use statistics at Marana High School by planning events that prevent teens at Marana from drinking and doing drugs, as well as giving parents guides on hoer to communicate with their kids. In recent studies among a group of teenagers 78% of them said that they have drank alcohol. 81 YQ of them said that they have had the opportun ity to use illicit substances. Among these statistics, the state of Arizona is ranked highest in teenage binge drinking. These facts further stress the importance of our club and the events that we plan to keep our fellow students safe and stress the importance of saying "no" to drugs and alcohol. Marana High School is having our prom on April 25. Our club is aware that after prom and other dances there is an increase in drinking and the use of drugs. To provide a safe and fun alternative for something to do after prom we are planning a "Lock In" at 8edroxx in Marana. Next school year we are also panning a "Lock In" for Winter Formal. We are seeking donations from community businesses and from The Town of Marana. To meet our goal we must raise $12,200 to help cover the expenses of these two important events. The Marana Citizens' Forum is one way the Town engages citizens in the Town's governance. Subject: Relating to Boards, Commissions and Committees; selecting three potential topics for the Spring 2015 Marana Citizens' Forum (Jocelyn Bronson) Discussion: On November 18, 2014, the Council adopted updates to the Marana Citizens' Forum process. Included in those updates was a modification to the process of choosing a topic for the Forum delegates. Pursuant to the new process, potential Forum topics may be submitted by the Forum delegates, Council Members and Town staff. The Council will consider potential topics, and each Council Member will be asked at a Council meeting to identify his or her top three preferences which will then be tallied to arrive at the top three topics. Town staff will prepare a brief background report for each of the three Council - approved topics to provide context, and the topics and background reports will be presented to the Forum at the orientation meeting. A topic will be selected by a vote of the Forum. Topics not selected will be returned to the topic list, if applicable. The suggested topics for the Spring 2015 Forum include: 1. Marana- Tucson zip code issue - create action plan to engage the LISPS in Marana addressing issues; 2. Understanding the Town's budget - craft recommendation on methods /opportunities to educate the public on the impact to citizens; 3. Transportation infrastructure - potential development areas for transportation and Marana Study Session 03/10/2015 Page 9 of 27 long -term maintenance; 4. Art in public places - community planning /projects for town beautification; 5. Social networks - organizing nonprofits within the community to support the well -being of youth; 6. Water conservation - research and /or identify current issues or initiatives to make Marana a more sustainable community; 7. Future planning for parks and recreation - future site planning, events and partnerships for expansion At tonight's meeting, each Council Member will be asked to select his or her top three topics. Council Member votes will then be tallied, and the top three topics will be presented to the Forum delegates to select a single session topic. Staff will present the three approved topics to the Forum delegates at the March 19, 2015 orientation meeting, and the delegates will select their topic for deliberation during the Spring 2015 session. Establish common design features for downtown such as street lighting, signs, public furniture and art, building facades and other attributes, massing, and pedestrian- friendly streets. Subject: Relating to Development; discussion of the Marana Main Street 3 -D Visualization Project (Ryan Mahoney) Discussion: "Marana Main Street" is a visionary concept for creating a new downtown in Marana. The scope of "Marana Main Street" includes Civic Center Drive from Barnett Road to N. Marana Main Street which will terminate at Tangerine Farms Road. It is often discussed as an opportunity to create a "heart and soul" for the town that would tie the greater Marana community together. There will be several challenges to building a new downtown which include four separate and distinct entitlements and different owners that each have a vision of what "Marana Main Street" should be. The entitlements are administered through four separate specific plans, each with its own development regulations and conceptual development plan. The common theme among these plans is the right -of -way alignment, the public pedestrian spaces and conceptual building layout fronting the pedestrian spaces. The downtown area is intended to reflect the main street character found in many communities with retail uses on the ground level and residential and office uses allowed on the upper levels. The buildings would be situated on the front lot line allowing for a seamless transition from the pedestrian to the built environment. Tree lined streets, casual seating areas, sidewalk cafes and small park -like amenities help create the desired look and feel. Marana Study Session 03/10/2015 Page 12 of 27 We are starting to see development interest in some of these areas and we realize that this is an opportunity to look at these four distinct planning areas comprehensively. This holistic view of the "Marana Main Street" concept can be shared with the community, developers, staff and elected /appointed officials. It can be challenging to develop a mental image that accurately translates the development regulations from these planned areas into 3- dimensional concepts. This project would eliminate the guess -work of interpreting the plans by stitching them together to include the public pedestrian environment and examples of architecture and building massing. This 3- dimensional model will focus on the planning areas east of Sandario Road. This project would allow us to share our vision for "Marana Main Street" and would be an effective tool for marketing the area as well as conveying the expectations for development. The cost of the project is estimated up to $50,000 but we anticipate that we will have participation by land owners as well. At the time of that ordinance's adoption, it was determined that an annual review of the Comprehensive Fee Schedule should occur to ensure that the Town was continuing to cover its costs, where appropriate, and that it was charging fair and equitable fees to its customers. Staff conducted this year's review of the Comprehensive Fee Schedule with the following goals in mind: 1. Ensure that fees reflect the actual cost of providing programs and services to customers, where appropriate. 2. Comply with any new legal requirements mandated by federal, state and local legislation. 3. Eliminate errors, inconsistencies and unused items within the existing comprehensive fee schedule. This evening we are only asking Mayor and Council to review the list of proposed changes and provide staff with feedback and direction regarding proposed changes. Information received tonight will be incorporated into the proposed changes which will be brought back for consideration and possible approval on May 19, 2015. Pursuant to A.R. S Section 9- 499.15, the Town will properly post notice of possible changes to the Comprehensive Fee Schedule. This statute requires that the Town provide notice on its website of any new or increased fees for businesses at least 60 days before the meeting is scheduled to consider approving the new fees and /or fee increases.
