The information is f organized in sections based on the Town's General Plan: LAND MANAGEMENT: How Marana plans to use the land and where the Town expects growth. BUILT ENVIRONMENT: Man -made structures built on the land. It is used to describe all structures, facilities and other physical infrastructure, and includes urban and rural development, telecommunications, utility networks, transportation systems, and sewer treatment and conveyance systems. PEOPLE AND COMMUNITY: Marana values its citizens, businesses and visitors and strives to create a high quality of life. This theme ensures that citizen, business and visitor needs are addressed equally and includes public safety, parks and recreation, economic vitality and community involvement. RESOURCE MANAGEMENT: Provides guidance in managing Marana's renewable and non - renewable resources. Elements include open space and trails, cultural resources, water resources and energy. NATURAL SYSTEMS: Natural resources that we rely on to exist: land, air, water and biological systems. The award is for the Town's Fiscal Year 2015 budget and comprehensive financial plan. In order to receive the honor, a governmental unit must publish a budget document that meets program criteria as a policy document, financial plan, operations guide and communications device. To receive the award, budget documents must be rated "proficient" in all four categories and in the 14 mandatory criteria within those categories. "These types of awards are made possible by the organization's commitment to excellence in budget reporting," said Finance Director Erik Montague. The GFOA is a nonprofit association that serves more than 18,000 government finance professionals in North America. Ir LEGISLATIVE UPDATE • w CAPITOL ACTIVITY F F F r r f March 20 is the deadline for bills to be heard in committee. There -f will be a great deal of activity in the chamber before then. Here are key bills that the Town is watching. HB 2570 municipalities; vegetation requirements; prohibition Prohibits local jurisdictions from making specific vegetation requirements of private property owners. This bill would effectively make illegal the Town's native plant preservation program, and is therefore a top priority. 0 N I H B 2320 firearms; permit holders; public places Allows individuals with permits to carry firearms in public buildings or at public events, unless the public agency provides screening equipment (i.e. metal detectors) and security personnel. The Town is opposing this bill on the basis that it preempts local ■ control. El H B 2324 intergovernmental agreements; public agency indemnification This League- supported bill would alter indemnification agreements so the indemnifying agency needs to hold the other entity harmless only for the agency's negligent acts. 4 • • LEGISLATIVE UPDATE r r STATE BUDGET PASSES Early Saturday morning, March 7, the legislature passed a state budget package in collaboration with Governor Ducey. The g p g Y budget reflects an effort to balance the state's finances without increasing revenues. Many areas of government were slimmed down. Universities took a 13% cut in state funding, while community colleges in Maricopa and Pima counties lost their funding entirely. Local governments are not directly affected in any major ways. It is yet to be seen, however, in which way the Department of Revenue will choose to administer the state - shared revenue collection fee system. The League of Arizona Cities and Towns is seeking a Memorandum of Understanding with the DOR so that a fixed . method of collection can be determined. Things to watch for in the coming months: HURF SWEEPS: While the diversion of HURF funds has not been increased according to the current budget, the legislature also declined to increase the motor vehicle registration tax, the proceeds of which were to be used to fund the Department of Public Safety. It is questionable whether DPS will require further funds, which have come out of HURF in the past. EDUCATION PAYBACKS: The budget does not account for the entirety of what is owed to the K -12 system, as determined by � the courts. If the court case is upheld and no settlement is reached, the state will likely need to make more cuts in order to pay the full � cost. LAND MANAGEMENT This table outlines Development Services projects in February. Projects can be in process for various lengths of time and will show up for several months after initial submittal until completed. PROJECT DESCRIPTION STATUS Marana Main St Dental Property owner, Dr. Michael Fair, is proposing a 1 st submittal in Development Plan 5,900SF dental office and retail space to be located review in the southwest corner of the Marana Main Street development on Sandario Road. Yoem Subdivision The plat resubdivides the existing 4.5 acres of Pasqua Waiting for Yaqui Tribe land into 25 lots. 2nd submittal Anderson /Johns A residential plat for two custom home lots on 2.2 Waiting for Final Plat acres located on the west side of Camino de Oeste, 3rd submittal south of Tangerine Road. Estates at the Tortolita Platting for seven, 3.3 acre custom home lots on Waiting for Foothills Final Plat 27.6 acres on the south side of Moore Road, east of 3rd submittal Camino de Oeste. Tiffany Loop & Twin The proposed annexation of 9.2 acres in the Waiting for final Peaks Annexation northwest corner of the Twin Peaks Road and documents Interstate 10 intersection. Del Webb III Final Plat The third phase of the Del Webb subdivision that Waiting for final plats an additional 68 lots on 26 acres in Dove submittal Mountain. Tangerine Ridge A plat for 219 residential lots on 116.7 acres proposed Waiting for Preliminary Plat by Sharpe & Assoc. located just south of Tangerine 3rd submittal Rd and east of Twin Peaks Rd. Saguaro Ranch Owners, Northlight Trust, propose to create four 2nd submittal Specific Plan distinct, new residential areas to allow for up to 150 in review lots within the 507 acre Specific Plan area. Sanders Grove Amending the specific plan land use designations to Waiting for Specific Plan allow for a greater distribution of lot sizes within the 2nd submittal Amendment project. Los Saguaros Surrounded by the Gallery Golf Course, the final 2nd submittal in III Final Plat phase of this Dove Mtn. subdivision creates 106 lots review on 44.4 acres. Tortolita Vistas Cottonwood Properties is developing the second Waiting for II Final Plat phase of the Tortolita Vista subdivision, platting 69 lots 2nd submittal on 62 acres. A sewer card is issued durin the buildin permit process for projects that are within the Town's service area, allowin the project to connect to the s The impact fees associated with these cards are based on meter size, 5/8' , 3 /4", 1 ", etc. The impact fees that went into effect on Au 1, 2014 allow the Utilities Department to better track the revenue and capacit related to sewer cards issued throu E Dwellin Units (EDUs). A 5/8" meter is the standard and has a value of I EDU, each lar meter size is then based off of this I EDU. The red bar shows the sewer EDUs for the cards issued durin that month. This data will always be shown through the previous month due to data processing times. The graph on the left shows the gallons that the department has billed for that month. This is shown in millions of gallons per month, and reflects what the department is intending to collect for water commodity revenue. This information allows the department to track the water produced vs. the water for which the department is compensated.
