HomeMy WebLinkAboutResolution 2015-030 Approving amendments to the Town's Personnel Policies and ProceduresMARANA RESOLUTION NO. 2015-030 RELATING TO PERSONNEL APPROVING AND ADOPTING AMENDMENTS TO THE TOWN'S PERSONNEL POLICIES AND PROCEDURES, REVISING CHAPTER 3 - CLAS- S1F1CArF1ON AND COMPENSATION, SECTION 3-7-1 "PROMOTION, DEMOTION AND LATERAL TRANSFER" WHEREAS Chapter 3-3 of the Marana Town Code provides that the Town Council ma adopt personnel policies, rules, and re that follow the g enerall y accepted principles of g ood personnel administration and which ma be modified or chan from time to time and WHEREAS the Town Council adopted Personnel Policies and Procedures via Town of Marana Ordinance 99.12 and Resolution 99-38 on Ma 18, 1999; and WHEREAS the Council finds that adoption of the amendment to the Town's Personnel Policies and Procedures as set forth in this resolution is in the best interests of the Town and its emplo NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, as follows: SECTION 1. Section 3-7-1 of the Town's Personnel Policies and Procedures, entitled "Promotion, Demotion and Lateral Transfer" is hereb amended as set forth in Exhibit A at- tached to this resolution, with deletions shown with qtvilcpeuts and additions shown with double underlini SECTION 2. All ordinances, resolutions, or motions and parts of ordinances, resolu- tions, or motions of the Council in conflict with the provisions of this resolution are hereb re- pealed, effective as of the effective date of this resolution. SECTION 3 ). The Town's mana and staff are hereb directed and authorized to under- take all other and further tasks re or beneficial to carr out the terms, obli and ob- j ectives of the aforementioned amendments. CLASSIFICATION AND COMPENSATION It is the policy of the Town to grant paid time off to eligible employees on the Town Council- approved holidays listed in Chapter 4 of these Personnel Policies and Procedures. However, if a non- exempt employee is required to work on a Town -- approved holiday, the employee is also eligible for holiday pay. POLICY 3 -7 ADJUSTMENTS TO PAY BASED ON EMPLOYMENT ACTION Adjustments to employee pay may occur on the basis of employment actions as set forth in this policy. Section 3-7 -1 Promotion, Demotion and Lateral. Transfer A. An employee may move from a positron in a lower classification to a position in a higher classification where the pay grade minimum and/or maximum is of greater value. Such movement is considered a promotion. Upon promotion, an employee shall receive commensurate pay. B. An employee may move from a position in a higher classification to a position in a lower classification where the pay grade minimum and/or maximum is of lesser value.. Such movement is considered a demotion. Upon demotion, an employee �m�a T have his or her pay reduced. C. An employee may move from one position in one classification to a position in a different classification, or from one position to another position in the same classification whereby the salary minimum and maximum are equal. Such movement is considered a lateral transfer. The employee's pay shall not change in this circumstance. Section 3 -7-2 Special. Assignments and Special Assignment Pay A. The Town nay, in its sole discretion, assign employees to special assignments. The number, type and duration of any special assignments shall be determined by the Town based on operational needs and is subject to periodic review by the Town. B. If assigned, special assignments shall not be considered a right or entitlement. An employee in a special assignment has no rights to that assignment or any tasks associated with that assi gnment no matter the duration of the special assignment C.
