Civic Center Drive, Marana, Arizona 85653 2nd Floor Conference Center, January 22, 2013, at or after 6:00 PM Ed Honea, Mayor Patti Comerford, Vice Mayor David Bowen, Council Member Herb Kai, Council Member Carol McGorray, Council Member Jon Post, Council Member Roxanne Ziegler, Council Member Pursuant to A.R.S. § 38.431.02, notice is hereby given to the members of the Marana Town Council and to the general public that the Town Council will hold a meeting open to the public on January 22, 2013, at or after 6:00 PM located in the 2nd Floor Conference Center of the Marana Municipal Complex, 11555 W. Civic Center Drive, Marana, Arizona. ACTION MAY BE TAKEN BY THE COUNCIL ON ANY ITEM LISTED ON THIS AGENDA. Revisions to the agenda can occur up to 24 hours prior to the meeting. Revised agenda items appear in italics. The Council Chambers are wheelchair and handicapped accessible. Persons with a disability may request a reasonable accommodation, such as a sign language interpreter, by contacting the Town Clerk at (520) 382- 1999. Requests should be made as early as possible to arrange the accommodation. This Notice and Agenda Posted no later than Monday, January 21, 2013, 6:00 PM, at the Marana Municipal Complex, 11555 W. CALL TO ORDER AND ROLL CALL PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE APPROVAL OF AGENDA CALL TO THE PUBLIC At this time any member of the public is allowed to address the Town Council on any issue within the jurisdiction of the Town Council, except for items scheduled for a Public Hearing at this meeting. The speaker may have up to three minutes to speak. Any persons wishing to address the Council must complete a speaker card located outside the Council Chambers and deliver it to the Town Clerk prior to the commencement of the meeting. Individuals addressing a meeting at the Call to the Public will not be provided with electronic technology capabilities beyond the existing voice amplification and recording capabilities in the facilities and the Town's overhead projector /document reader. CIVIC CENTER DRIVE, MARANA, ARIZONA 85653 2nd Floor Conference Center, January 22, 2013, 6:00 PM To: Mayor and Council From: Del Post, Deputy Town Manager Strategic Plan Focus Area: Heritage Strategic Plan Focus Area - Additional Information: Item D 1 The goal of the Heritage Focus Area is to "strengthen community character by linking the past, present, and future." Included in the Focus Area are six initiatives that address various aspects of Marana's heritage. Initiative 5 is to "develop Heritage Park." Subject: Presentation: Relating to Parks and Recreation; presentation by the Drachman Institute on a conceptual design for the Marana Heritage River Park Discussion: The Drachman Institute is the "research -based outreach arm of the College of Architecture and Landscape Architecture at the University of Arizona dedicated to sustainable design and planning with a focus on communities in need throughout Arizona and the Greater Southwest." They have put together an interdisciplinary team of students and staff to research and develop a conceptual design plan for the Marana Heritage River Park. This research included several outreach meetings held during Fall 2012. These stakeholder groups were given the opportunity to provide input on the design and development of the Park. These stakeholders included, the Gladden Farms neighborhood and adjacent land owners. An online survey tool was also used to gather data from the community at large as well as the business community. Once the data was compiled, the Drachman Institute took common themes and best practices to develop a conceptual design. The presentation will highlight the various areas and interactive features that stemmed from the community outreach, online suvey tool, and staff input. Also included in the presentation are next steps in the process including development of a business plan tool. The presentation by the Drachman Institute, and any related questions or feedback by the Council following the presentation, is essentially the last phase of the conceptual design process after which the final plan will be presented to the Town. A presentation will be made by the Town's benefits consultant, Che Yi from Gallagher Benefits Inc. Town Human Resources staff will also provide a briefing on the ongoing efforts in the area of employee benefits. CIVIC CENTER DRIVE, MARANA, ARIZONA 85653 2nd Floor Conference Center, January 22, 2013, 6:00 PM To: Mayor and Council From: Erik Montague, Finance Director Strategic Plan Focus Area: Commerce, Community, Heritage, Progress and Innovation, Recreation Item D 3 Subj ect: Presentation: I Relating to Administration; presentation and discussion of the framework for the development of the fiscal year 2013 -2014 budget Discussion: The Town's success in managing budgets through the recession is attributable to the organization's ability to focus on core services and key priorities. This focus provided the opportunity to develop organizational solutions to complex challenges during the deepest parts of the recession. With the local, state and national economies in varying levels of recovery, it remains critically important to mantain an investment strategy that continues to place resources in areas that maintain or enhance core services where appropriate. It is anticipated that the economic recovery will slowly continue for at least the next two budgetary cycles with "new normal" revenue levels achieved at the state level some time in fiscal year 2014- 2015. In earlier years, the Town Manager introduced the Marana economic recovery plan. This plan was first presented and approved by Council at its January 25, 2011 study session. The plan comprises three investment priorities; current employees, resources and strategic positions. The plan also allows staff and the community to better understand the financial health of the organization and where new dollars are being invested. The purpose of tonight's presentation is to revisit elements of the economic recovery plan, discuss key issues going into the fiscal year 2013 -2014 budget and seek direction from Council. A presentation will be provided to Council the evening of the meeting. Financial Impact: Presentation only.
