REGULAR COUNCIL MEETING
CALL TO ORDER AND ROLL CALL. Mayor Honea called the meeting to order at 7:00
p.m. Town Clerk Bronson called roll. Council Members Kai and McGorray were excused.
There was a quorum present.
PLEDGE OF ALLEGIANCEIINVOCATIONIMOMENT OF SILENCE. Pledge led by
Ashland Ware on behalf of American Legion Auxiliary 473. Followed by the Marana high
School Women's Choir, Midnight Tigers, singing the National Anthem.
APPROVAL OF AGENDA. Motion to approve by Vice Mayor Post, second by Council.

CALL TO THE PUBLIC. Danese Harnesberry, representing American Legion Auxiliary
X73, read a brief history of the significance of the poppy Rower which was designated as a
living symbol of fallen soldiers' sacrifices in Trance during world War 1. After world War 1, the
poppy became the official f -lower of The American Legion Family to memorialize the soldiers
who fought and died during the war, and distribution of poppies became a Legion national
program in 1924. The poppy is now nationally recognized and worn as a symbol of sacrifice

made by the men and women who served and died for their country during a time of war.
Debbie Shepherd spoke regarding development of the property known as Marana 59. Residents
in the area came to Council in 2007 regarding drainage issues, Indian artifacts and increased
traffic. These concerns are still valid and drainage problems have not been addressed. These
items were not addressed when her house was built and feels that the new developer does not
know of or care about the resident's concerns. She also requested a copy of the studies done on
artifacts as well as traffic. Residents would like to be kept in the loop by the developer or the
Council so that they have knowledge that their concerns are being; met and addressed. Ed
Stolmaker, president and CEO of the Marana Chamber of Commerce, read into the record a
letter from the Board to the Council and staff` which commended the Council, town staff, Marana
police department and Northwest Fire District for their continued services to the community.
The letter reflected the results of the March and April Town/Chamber Business Walks wherein
the vast majority of businesses indicated they "enjoyed the loyal customers, safety and security,
and pro - business attitude" of the town.

MAYOR AND COUNCIL REPORTS: SUMMARY OF CURRENT EVENTS
Council Member Comerford commented on the Concert in the Part{ last Saturday and What a
great job the event planners did. It was well- attended with a wonderful band, and she
encouraged attendance in the future for a good evening of family entertainment,

Gilbert Davidson noted that the Council Executive Report for the month of April has been
printed and Will be available online. Let him know if there are questions about any of the items
contained in the report.
PRESENTATIONS
P I Relating to Police Department; presentation of medals to four citizens recognizing their
performance of lifesaving actions in the town on April 3, 2015. Ms. Bronson read from a press
release of the events culminating in tonight's ceremony. Mayor Honea then addressed the
audience and noted the heroism of the citizens and first responders from the Marana Police
Department and Northwest Fire Rescue and asked those present to stand and be recognized. He
thanked there for their service and what they have done for the Marana community. He then
asked Chief Rozema and Chief Bradley, Sabrina Montejano and the citizens who assisted her to
come forward for the presentation ceremony. Chief Bradley began with comments about the
efforts of so many community members who came forward to assist those involved in the

accident, followed by Chief Rozema, who concurred with those remarks and noted that it's not
often we can tally about a happy ending in a day and age when there are so many bad stories in
the news, but it was absolutely heroic what these people did. He thanked the three citizens and
Sabrina for being present to celebrate such a good outcome. Chief Bradley and Chief Rozerna
then presented civilian and citizen lifesaving medals from both organizations as well as a
summary of the events of the day to Andrew Miles, Alexander Stewart and Aaron Romero.
Aaron accepted his award and presented a gift of a prom dress to Sabrina, whom he said he had
become friends with since the incident. Sabrina said a few words of thanks for the help of
everyone to her and friends. Sabrina's father then spoke on behalf of himself, his wife and
family. He also thanked the individuals who performed good Samaritan acts to save their
daughter. IIe recognized the efforts of the fire and police as well as the citizens and stated that
this incident put a lot of things in perspective about everyday life, like saying `I love you.' He
was very thankful and appreciative to all.
CONSENT AGENDA. Motion to approve by Council Member Bowen, second by vice
Mayor Post. Passed unanimously S -o.

at Dove Mountain 111, Lots 129 and 168 -234, Blocks "I" and ''2" and Common Areas "A" (Open
Space /Drainage), "B" (Recreation Area), "C" (Open Space /Sewer) and "D" (Open
Space /Drainage) located south of Dove Mountain Boulevard and west of Del Webb Trail (Steven
Cheslak)

assurances for Casa Sevilla and accepting public improvements for maintenance (Keith Brann)
C 3 Resolution No. 2015 -041 Relating to the Police Department; approving and authorizing
the Safety and Emergency Management Coordinator to execute an ABD Donation & Acceptance
Agreement with the Gootter Foundation for grant funding for the purchase of patrol car

Mayor Honea noted that all three items would be taken. with one vote. Ms. Bronson read all
liquor application items into the record. She further noted that the applications had been
properly investigated and posted, no protests were received and all necessary paperwork was in
process. Motion by Council Member Bowen, second by Vice Mayor Post to recommend
approval to the Liquor Board. Passel unanimously 5-0.
BOARDS, COMMISSIONS AND COMMITTEES
B I Relating to Boards, Commissions and Committees; discussion, consideration and
possible direction regarding recommendations from the Spring 2015 Marana Citizens' Forum
regarding the topic "Marana- Tucson Zip Code Issue." Ms. Bronson introduced the delegates to
the Forum who were present and then introduced Al Arven, who presented the recommendations
to Council. A copy of the presentation is made part of the permanent record. Mayor Honea
thanked Mr. Aven and the delegates for their hard work and excellent presentation of
recommendations, some of which can be incorporated now.
COUNCIL ACTION
A. I Resolution No. 201.5 -042 Relating to Development; approving a release of assurances
for a portion of Del Webb at Dove Mountain subdivision and accepting certain public
improvements for maintenance. Keith Brann introduced this item and noted that it would
normally be a Consent item, but due to a striking the wrong button, it ended up as an action item.
Motion to approve by Council Member Comerford, second by Vice Mayor .Fast. Passed
unanimously 5-0.
A 2 Resolution No. 2015043 Relating to Economic Development; approving the Lead
Generation /Destination Marketing Program and authorizing the Town Manager to administer it.

Tob Parks, Tourism and Marketin Mana introduced this item and noted that tourism is the
lar industr in the world, g enerates more than $1B in tax revenue to the United States. The

their bu process who have man options to choose from. The Ritz Carlton Dove Mountain
provided data that shows that their conversion rate is 72% when the have a meetin planner
visit the propert It's throu Council vision and leadership that will allow us to create the tools
to build the awareness and continue to brin more tourism to Marana. She introduced the new
director of sales and marketin for the Ritz Carlton. Motion to approve b Council Member
