Pursuant to A.R. S. § 38-431.02, notice is hereby given to the members of the Marana Town
Council and to the general public that the Town Council will hold a meeting open to the public on
March 8, 2016, at or after 6:00 PM located in the Council Chambers of the Marana Municipal
Complex, 11555 W. Civic Center Drive, Marana, Arizona.
ACTION MAY BE TAKEN BY THE COUNCIL ON ANY ITEM LISTED ON THIS AGENDA.
Revisions to the agenda can occur up to 24 hours prior to the meeting. Revised agenda items
appear in italics.
The Council Chambers are wheelchair and handicapped accessible. Persons with a disability may
request a reasonable accommodation, such as a sign language interpreter, by contacting the Town
Clerk at (520) 382-1999. Requests should be made as early as possible to arrange the
accommodation.

CALL TO THE PUBLIC
At this time any member of the public is allowed to address the Town Council on any issue
within the jurisdiction of the Town Council, except for items scheduled for a Public Hearing
at this meeting. The speaker may have up to three minutes to speak. Any persons wishing to
address the Council must complete a speaker card located outside the Council Chambers
and deliver it to the Town Clerk prior to the commencement of the meeting. Individuals
addressing a meeting at the Call to the Public will not be provided with electronic
technology capabilities beyond the existing voice amplification and recording capabilities in
the facilities and the Town's overhead projector /document reader. Pursuant to the Arizona
Open Meeting Law, at the conclusion of Call to the Public, individual members of the
Council may respond to criticism made by those who have addressed the Council, and may
ask staff to review the matter, or may ask that the matter be placed on a future agenda.

matter listed on this agenda.
FUTURE AGENDA ITEMS
Notwithstanding the mayor's discretion regarding the items to be placed on the agenda, if
three or more Council members request that an item be placed on the agenda, it must be
placed on the agenda for the second regular Town Council meeting after the date of the
request, pursuant to Marana Town Code Section 2- 4 -2(B).

Discussion:
The Town created a town -wide, Comprehensive Fee Schedule and standardized fees across all
departments. At the time of that ordinance's adoption, it was determined that an annual review of
the Comprehensive Fee Schedule should occur to ensure that the Town was continuing to cover
its costs, where appropriate, and that it was charging fair and equitable fees to its customers.
Staff conducted this year's review of the Comprehensive Fee Schedule with the following goals in
mind:
1 Ensure that fees reflect the actual cost of providing programs and services to customers,
where appropriate.
2. Identify opportunities to streamline, consolidate and modernize the application and use our
fees to encourage /facilitate development.
I Eliminate errors, inconsistencies and unused items within the existing comprehensive fee
schedule.
This evening we are only asking Mayor and Council to review the list of proposed changes and
provide staff with feedback and direction regarding proposed changes. Information received
tonight will be incorporated into the proposed changes which will be brought back for
consideration and possible approval on May 17, 2016.
Pursuant to A.R. S Section 9- 499.15, the Town will properly post notice of possible changes to the
Comprehensive Fee Schedule. This statute requires that the Town provide notice on its website of

any new or increased fees for businesses at least 60 days before the meeting is scheduled to
consider approving the new fees and /or fee increases.
As we have in the past, staff will work with representatives from the Southern Arizona Home
Builders Association (SAHBA) and Metropolitan Pima Alliance (MPA) to provide them the
opportunity to review the proposed changes to the Comprehensive Fee Schedule and clarify any
issues or areas of concern.

is instrumental in achieving these goals.

Discussion:
As part of the Strategic Plan, the Council adopted the Town's current Pavement Preservation
program. Although this program is based on a 6 -year revolving cycle, it is not fixed and allows for
flexibility based on available finances, infrastructure needs and roadway assessment. This
program allows staff to systematically approach the maintenance needs of our roadway
infrastructure while ensuring such factors as longevity, cost effectiveness and quality are met.
Staff Recommendation:
This is an informational item. The list of streets identified in staff s presentation will be
programmed for appropriate surface treatment in the respective years, subject to available funding.

Over the last several months, town staff and members of Carollo Engineering have been engaged
in a master planning process for the future development of the Marana Water Reclamation
Facility near Luckett Road. This presentation will provide on update on the planning and growth
assumptions projected for the north Marana sewershed, description of a variety of treatment
facility approaches, and financial mechanisms available to the town.
Staff will present a variety of recommended options for the future development of the treatment
facility at the site. The treatment options will consider the overall site layout for future expansion
as well as operational advantages that may be acquired between selection of one treatment
process over another.
Lastly, town staff will present and initiate discussion on potential funding mechanisms that may
be available for the town to move forward with a selected treatment option. The ultimate goal of
the master planning process is to have a selected approach and financial strategy developed and
accepted before the end of this current fiscal year.

A capacity improvements project of $12M is included in the wastewater infrastructure

Discussion:
As part of the programming of the Town budget, Town staff solicits input from various
departments for capital improvement projects. Revenue projections are also sought from the
Finance department. Staff revises the Town's 6 -year capital improvement program (CIP) on a
yearly basis. Projects for the upcoming fiscal year will ultimately be programmed as part of the
budget. The future years of the program are a guideline.
Town staff will be presenting the program tonight for council input. Direction given will be used
to finalize next year's capital budget.
