Pursuant to A.R. S. § 3 8- 431.02, notice is hereby given to the members of the Marana Town
Council, the Marana Planning Commission and to the general public that the Town Council and
Planning Commission will hold a meeting open to the public on November 15, 2016, at or after
6:00 PM located in the Conference Center on the 2nd floor of the Marana Municipal Complex,
115 5 5 W. Civic Center Drive, Marana, Arizona.
ACTION MAY BE TAKEN BY THE COUNCIL OR PLANNING COMMISSIONS ON ANY
ITEM LISTED ON THIS AGENDA. Revisions to the agenda can occur up to 24 hours prior to the
meeting. Revised agenda items appear in italics.
The Conference Center is wheelchair and handicapped accessible. Persons with a disability may
request a reasonable accommodation, such as a sign language interpreter, by contacting the Town
Clerk at (520) 382 -1999. Requests should be made as early as possible to arrange the

CALL TO THE PUBLIC
At this time any member of the public is allowed to address the Town Council and Planning
Commission on any issue within the jurisdiction of the Town Council or Planning
Commission, except for items scheduled for a Public Hearing at this meeting. The speaker
may have up to three minutes to speak. Any persons wishing to address the Council and
Commission must complete a speaker card located outside the Conference Center and
deliver it to the Town Clerk prior to the commencement of the meeting. Individuals
addressing a meeting at the Call to the Public will not be provided with electronic
technology capabilities beyond the existing voice amplification and recording capabilities in
the facilities. Pursuant to the Arizona Open Meeting Law, at the conclusion of Call to the
Public, individual members of the Council or Commission may respond to criticism made
by those who have addressed the Council and Commission, and may ask staff to review the
matter, or may ask that the matter be placed on a future agenda.

Pursuant to A.R. S. § 38-431.03, the Town Council or Planning Commission may vote to go
into executive session, which will not be open to the public, to discuss certain matters.

ask for discussion or consultation for legal advice with the Town Attorney concerning
any matter listed on this agenda.
FUTURE AGENDA ITEMS
Notwithstanding the mayor's discretion regarding the items to be placed on the agenda, if
three or more Council members request that an item be placed on the agenda, it must be
placed on the agenda for the second regular Town Council meeting after the date of the
request, pursuant to Marana Town Code Section 2- 4 -2(B).

Initiatives:
1. Update the Land Development Code to enhance simplicity, understanding and ease of use.
Subject: Relating to Development; presentation, discussion and direction regarding the update to
the Town of Marana Land Development Code (Ryan Mahoney)
Discussion:
The Land Development Code (LDC) update will officially kickoff during the week of November
15th - 18th. An intensive four day charrette process will allow the consulting team to gather
information and feedback from a variety of stakeholders. These include neighborhood groups,
builders and developers, farmers and ranchers, and the Citizens Forum, to name a few.
Additionally, input from the elected and appointed officials is key to ensuring that the LDC
update is successful. Therefore the charrette will begin with an informational session that seeks
to gather initial input from you and to answer questions about the process in general.
The benefit of the charrette process is to concentrate efforts and gather as much input as possible
so that after four days, the consultant team can develop a framework of key issues for the update.
This allows citizens, stakeholders and designers to collaborate around a common issue (the LDC
update). It offers the advantage of giving live feedback to the designers and allows participants to
assume ownership of the plan. After all, they helped to author it! The consultants have
also created a project website that will be updated continuously to share the results of
discussions that happened throughout the day.

Following the charrette process, the consultant team will begin to refine the scope and finish
phase I of the project. This will produce an outline of all issues and focus areas for the LDC
update. There will be opportunity at each phase for comments from our stakeholders and from
you. The consultants will also review a number of our adopted plans and policies such as the
Strategic Plan and General Plan. The goal being to develop a code that will build the community
that we have all worked hard to envision. This will include focusing on Commerce, Recreation,
Heritage, Community and Progress & Innovation.
