S. § 3 8- 431.02, notice is hereby given to the members of the Marana Town Council and to the general public that the Town Council will hold a meeting open to the public on December 13, 2016, at or after 6:00 PM located in the Conference Center of the Marana Municipal Complex, 11555 W. Civic Center Drive, Marana, Arizona. ACTION MAY BE TAKEN BY THE COUNCIL ON ANY ITEM LISTED ON THIS AGENDA. Revisions to the agenda can occur up to 24 hours prior to the meeting. Revised agenda items appear in italics. The Conference Center is wheelchair and handicapped accessible. Persons with a disability may request a reasonable accommodation, such as a sign language interpreter, by contacting the Town Clerk at (520) 382-1999. CALL TO ORDER AND ROLL CALL PLEDGE OF ALLEGIANCE /INVOCATION /MOMENT OF SILENCE APPROVAL OF AGENDA Marana Study Session 12/13/2016 Page 1 of 8 CALL TO THE PUBLIC At this time any member of the public is allowed to address the Town Council on any issue within the jurisdiction of the Town Council, except for items scheduled for a Public Hearing at this meeting. The speaker may have up to three minutes to speak. Any persons wishing to address the Council must complete a speaker card located outside the Council Chambers and deliver it to the Town Clerk prior to the commencement of the meeting. Individuals addressing a meeting at the Call to the Public will not be provided with electronic technology capabilities beyond the existing voice amplification and recording capabilities in the facilities. Pursuant to the Arizona Open Meeting Law, at the conclusion of Call to the Public, individual members of the Council may respond to criticism made by those who have addressed the Council, and may ask staff to review the matter, or may ask that the matter be placed on a future agenda. DISCUSSION /DIRECTION /POSSIBLE ACTION DI Resolution No. 201 6 -136: Relating to Administration; approving and adopting a new logo as the official Town of Marana logo and authorizing Town staff to implement it; repealing Marana Resolution No. 201 1 -93 (Vickie Hathaway) D2 Relating to Development; presentation, discussion, and direction regarding the update to the Town of Marana Land Development Code, including follow -up on the public input process and week -long assessment (Ryan Mahoney) EXECUTIVE SESSIONS Pursuant to A.R. S. § 38-431.03, the Town Council may vote to go into executive session, which will not be open to the public, to discuss certain matters. E1 Executive Session pursuant to A.R.S. §38- 431.03 (A)(3), Council may ask for discussion or consultation for legal advice with the Town Attorney concerning any matter listed on this agenda. E2 Executive session pursuant to A.R.S. § 38- 431.03(A)(4) in order to consider the Town's position and instruct the Town's attorneys regarding the Town's position regarding the lawsuit entitled Carranza v. Town of Marana, et al, Pima County Superior Court Case No. 020164259. FUTURE AGENDA ITEMS Notwithstanding the mayor's discretion regarding the items to be placed on the agenda, if three or more Council members request that an item be placed on the agenda, it must be placed on the agenda for the second regular Town Council meeting after the date of the request, pursuant to Marana Town Code Section 2- 4 -2(B). A k 4 0 Council -Study Session D1 Meeting Date: 12/13/2016 To: Mayor and Council From: Vickie Hathaway, Communications Manager Date: December 13, 2016 Strategic Plan Focus Area: Not Applicable Subject: Resolution No. 2016 -136: Relating to Administration; approving and adopting a new logo as the official Town of Marana logo and authorizing Town staff to implement it; repealing Marana Resolution No. 2011 -93 (Vickie Hathaway) Discussion: Marana has developed an evolving brand that places the highest priority on tremendous customer service to residents from all Town departments. The logo is the central mark that invokes the quality of service which the Town always seeks to uphold. The new logo will consolidate Town of Marana's current marks, which include a logo and seal. The public will begin seeing the new logo around the community beginning in early 2017. In tandem with this effort, the Town will also update Marana's graphic standards, which provide guidelines for appropriate use of the logo. This mark will be used in a variety of applications, from vehicle branding to letterheads to T -shirt designs. The graphic standards will spell the specific requirements for using the brand in each of these settings. Staff Recommendation: Staff recommends approval of Resolution No. 2016-136 adopting and implementing a new Town logo as the official Town logo. Suggested Motion: I move to adopt Resolution No. 2016-136, approving and adopting a new logo as the official Town of Marana logo and authorizing Town staff to implement it and repealing Marana Resolution No. 2011 -93. Attachments Resolution No. 2016-136 Marana Study Session 12/13/2016 Page 3 of 8 Exhibit A Logo Marana Study Session 12/13/2016 Page 4 of 8 MARANA RESOLUTION NO. 2016-136 RELATING TO ADMINISTRATION; APPROVING AND ADOPTING A NEW LOGO AS THE OFFICIAL TOWN OF MARANA LOGO AND AUTHORIZING TOWN STAFF TO IMPLEMENT IT; REPEALING MARANA RESOLUTION NO. 2011 -93 WHEREAS establishing a cohesive graphic identity, with consistency across all Town departments and functions in the appearance of icons, correspondence, presentations and other related communications material, is a critical component to branding Marana as a community of excellence; and WHEREAS on October 4, 2011, the Town Council adopted Marana Resolution No. 2011 -93, adopting certain Town logos and icons; and WHEREAS the Mayor and Council find that the best interests of the Town of Marana and its citizens are served by the adoption of a new Town logo. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, AS FOLLOWS: SECTION 1. The Town of Marana logo depicted on Exhibit A, attached to and incorporated by this reference in this resolution, is hereby approved and adopted as the official Town logo. SECTION 2. Marana Resolution No. 2011 -93 is hereby repealed. SECTION 3. The Town's Manager and staff are hereby directed and authorized to undertake all other and further tasks required or beneficial to carry out the terms, obligations, and objectives of this resolution, including the implementation of graphic standards for the Town of Marana that incorporate and integrate the new logo. Engage the business community in the Land Development Code update by providing opportunities for review, comment and dialogue 2. Explore other jurisdictions' codes for ideas and course of action 3. Identify format and structure 4. Develop a scope, retain consultant and start work on the update within a year 5. Include low - impact development standards to provide greater flexibility with design and sensitivity to environmental concerns MEASUREMENT: Complete LDC update within two years from adoption of Strategic PIII D2 Subject: Relating to Development; presentation, discussion, and direction regarding the update to the Town of Marana Land Development Code, including follow -up on the public input process and week -long assessment (Ryan Mahoney) Discussion: The Town Council and Planning Commission held a joint study session on the evening of November 15th for the purpose of providing input to the consultant team (PlaceMakers) charged with updating the Land Development Code (LDC). The topics of the evening focused mainly on broad concepts out of the 2010 General Plan which will help to inform some of the policy direction in the LDC. The meeting also marked the beginning of a week -long public and stakeholder input process that gathered information from groups including the development community, farming /ranching, environmental, neighborhood and Town staff. The PlaceMakers team, with direction from staff, concluded the week with three main areas of concentration. These included the following: Marana Study Session 12/13/2016 Page 7 of 8 1. Process Improvements - How can we improve the efficiency and predictability of our processes. This would include processes such as rezoning and platting. 2. Development Standards and Zoning District Updates - How to create standards that meet market demands and also build the quality community we want. In addition, create zoning choices that reflect not only today's market but allows for enough flexibility to respond to the market changes. 3. Marana Main Street - Strategies for activating the downtown that would provide a "heart and soul" for the Town. Many ideas have emerged over the years, and the team will use those ideas but offer ways to get things started. A few highlights include, efficient routing of traffic from the Marana interchange onto Main Street, creating a civic space that can be programmed with regular events, and recognizing and building upon the different areas that make up the entirety of Marana Main Street.
