REGULAR COUNCIL MEETING
CALL TO ORDER AND ROLL CALL. Mayor Honea called the meeting to order at 7:02
p.m. Town Clerk Bronson called roll. All Council Members were present except for Council.
Member McGorray, who was excused.
PLEDGE OF ALLEGIANCEIINVOCATIONIMOMENT OF SILENCE. Led by Mayor
Honea.
APPROVAL OF AGENDA. Motion to approve by Council Member Bojven, second by
Council Member if ai. Passed unanimously G-O.
CALL TO THE PUBLIC. David Morales announced that the federal prison is no longer
collecting plastic bags for bedding for the homeless. fle thanked the Council for their support
for this project. Also, he noted that the nation will have a new president on January 20, 2017,

Honea and Council Members Comerford, and Ziegler wished everyone a Happy New Year.
MANAGER'S REPORT: SUMMARY OF CURRENT EVENTS. Mr. Davidson also

PRESENTATIONS
ATIONS
P1 Relating to Budget; presentation of first quarter results for the Town's General Fund and
other selected major funds for the 2016-17 fiscal year (Erik Montague). Mr. Montague began
by focusing on the town's general fund and the big three revenues of sales tax, state shared
revenues and licenses, permits and fees from July through September 2016. Those three revenue
funds comprise 95% of budgeted revenue, we are close to projections for this quarter, although
these are not seasonally adjusted, and those fees are anticipated to go up during the holidays.
There as some fluctuation In the vehicle registration tax staff will continue to monitor to see if
there is some timing attached to the distribution. Development-related revenues which are
primarily licenses and permits are off slightly due to tinting and some variation in commercial
permits for existing structures. For single family permits we had hoped to be at 138, but for the
first quarter we are at 120.
Expenditures for personnel and benefits is pretty much where we expected it to be as are
contracted services. The rest are lagging slightly due to one-time projects and programs in the
capital outlay. we expect those to pick up in future quarters. The bed tax fund revenues are
anticipated to approach budget in future quarters due to some seasonality; sales tax is lagging
slightly but should pick up significantly in the spring of 2017; staff will continue to monitor.
Expenditures are lagging slightly due to some budgeted non--personnel categories but are
expected to approach budget in future quarters.
Revenues for the Highway User Revenue Fund (HURF) are within expectations. The
expenditure categories for personnel are lagging but those, too, are anticipated to approach

budget in f future quarters.
Revenues from the V2 cent sales tax fund for the new public safety and police facility were
budgeted $6M and we have collected about 20% or $1.2M, so we're slightly off based on
seasonality. Expenditures have been modest, especially on the consulting side, but we will begin
to see significant increases in costs as we move forward through the design and construction.
The water operating Fund revenues are within expectations. overall expenses for non-
personnel categories are lagging by about 15%, but are expected to approach budget in future
quarters. Revenues for the wastewater operating Fund are within expectations for the first
quarter. Expenditures are similarly trending and expected to catch up by the end of the second
quarter as services are delivered. Council Member Ziegler asked if we had figures on revenue
collected from the outlet mall since it opened. Mr. Montague responded that we collected about
$1.2M last fiscal year. He doesn't have the figure for this fiscal quarter but would be happy to
provide that. Year over year numbers for October and November are trending strongly from his
recollection.

C2 Resolution No. 20.17-002: Relating to Development; approving a final plat for De Anza,
Lots I thru 265 and Common Areas "A" - Natural Undisturbed Open Space, "B" - Interceptor
Channel, "C" - On-Site Active Recreation, "D" - On-Site Passive Recreation, "E" - Open
Space/Public Utilities and Drainage & "F" - Coved Lot Natural Undisturbed Open Space, located
west of Hartman Lane and approximately a quarter mile north of Cortaro Farms Road. (Steve

C3 Resolution No. 2017003: Relating to Development; approving a release of assurances
for the Willow Vista subdivision and accepting public improvements for maintenance (Keith
Brann)
C4 Resolution No. 2017-004., Relating to Public Works; approving and authorizing the Town
Engineer to execute an acquisition agreement and all other documentation necessary for the
purchase of additional property rights needed from B.K.W. Farms, Inc, for the
Tangerine/Downtown Sewer Conveyance System, Town of Marana Project No. WR010 (Frank
Cassidy)
C5 Resolution No. 2017-005: Relating to the Marana Regional Airport; approving and
authorizing the Town Manager to execute an Airport Development Reimbursable Grant
Agreement for Grant Number E7F2R 01D between the State of Arizona by and through the
Department of Transportation and the Town of Marana for the purpose of aiding in financing a
Project entitled "Rehab. Apron, Rehab. Twy. (Design Only)," for design of the Apron and
Taxiway Rehabilitation project (Lisa Shafer)
C6 Ordinance No. 2017.001: Relating to Health and Sanitation; Amending Town Code Title
10 (Health and Sanitation), Chapter 10-6 (Special Events); revising Section 10-6-6 (.Application
review) to amend insurance requirements for special events on Town property; revising section
10-6-8 (Grounds for denial) to amend the grounds for denial of special event permit applications,
and designating an effective date (:lane Fairall)
C7 Approval of December 6, 2016 Regular Council Meeting Minutes and December 13,
2016 Study Session Meeting Minutes (Jocelyn C. Bronson)
LIQUOR LICENSES
Ll Relating to Liquor Licenses; recommendation to the Arizona Department of Liquor
Licenses and Control regarding a Person/Location Transfer Series 6 Bar liquor license
application submitted by Kevin Arnold Kramber on behalf of Growler's Tap House, LLC,
located at 8275 N. Silverbell Road #137, Tucson, Arizona 85743 (Jocelyn C. Bronson). Ms.
Bronson noted that the application had been properly reviewed, posted and that no protests were
received. Staff is recommending approval. Motion to approve by Vice It Post, second by
Council Member Kai'. Passed unani'Mously 6-0.

L2 Relating to Liquor Licenses; recommendation to the Arizona Department of Liquor
Licenses and Control regarding an Interim Permit/Person Transfer Series 6 Bar liquor license
application. submitted by Matthew :Robert Nuechterlein on behalf of Gallery Golf Club, located
at 14000 N. Dove Mountain Blvd., Marana, Arizona 85658 (Jocelyn C. Bronson). Ms. Bronson
noted that the application had been properly reviewed, posted and that no protests were received.
Staff is recommending approval. Motion to approve by Council Member Bowen, second by
Vice Mayor Post. Passed unaniullously 6.0.
L3 Relating to Liquor Licenses; recommendation to the Arizona Department of Liquor
Licenses and Control regarding an Interim Permit and New License Series 12 Restaurant liquor
license application submitted by Carlos A. Garcia Duran on behalf of Mariscos Chihuahua,
located at 4185 w, Ina Road, Tucson, Arizona 85741 (Jocelyn C. Bronson). Ms. Bronson noted
that the application had been properly reviewed, posted and that no protests were received. Staff
is recommending approval. Motion to approve by Council Member Kai, second by Vice Mayor
Past. Passed unanimously 6~0.
BOARDS, COMMISSIONS AND COMMITTEES
COUNCIL ACTION'
Al PtJBLIC HEARING: ordinance No. 2017.002-, Relating to Development; amending 'title
17 (Land Development), Chapter 17-5 (Subdivisions), Section 17-5-2 (Procedure) of the Marana
Town Code by re-inserting an accelerated procedure and modified improvement requirements
for subdivisions with ten or fewer lots (Frank Cassidy). Presented by Jane Fairall. Mayor
fflonea interjected that the public hearing was open. Ms. Fairall noted that since 2006, there has
been a provision in the Land Development Code that calls for an accelerated process and
modified procedures for subdivisions of ten or fewer lots. In the process of reformatting the Land.
Development Code last year and moving it as a separate document into the Town Code, staff
accidentally deleted that provision. This ordinance would re-insert that provision. Motion to
approve by Vice.Mayor Post, second by Council.Member Bowen. Passed unanimously 6-0.
