Civic Center:[give, Marana, Arizona 85653 Council Chambers, June 6, 2017, at or after 7:00 PM Ed Honea, Mayor Jon Post, Vice Mayor David Bowen, Council Member Patti Comerford, Council Member Herb Kai, Council Member Carol McGorray, Council Member Roxanne Ziegler, Council Member REGULAR COUNCIL MEETING CALL TO ORDER ANIS ROLL CALL. Mayor Honea called the meeting to order at 7:00 p.m. Town Clerk Bronson called roll. Council Member Kai was excused, there was a quorum present:. PLEDGE OF ALLEGIANCE/INVOCATION/MOMENT OF SILENCE. Led by Mayor Honea. APPROVAL OF AGENDA. Motion to approve by Council Member Bowen, second by Council Member Ziegler. FALL TO THE PUBLIC, Richard Teugh addressed Council regarding the need for better signage to the ,Arizona veterans' Cemetery in Marana. PROCLAMArTIONS 1. Proclaiming .lune 14, 2017 as the 242nd ]birthday of the United States Army (Jocelyn C. Bronson). Sgt. First Glass Liburd was present representing the U.S. Army. IVIS. Bronson read the proclamation, and Mayor Honea joined Sgt. Liburd for a photo. MAYOR .AND COUNCIL REPORTS: SUMMARY OF CURRENT EVENTS. Council Member Comerford announced that she was successful in meeting her goal to have; 100 summer survival kits purchased by Memorial Day for homeless veterans to better survive the hot June h,2017 Regular Council Meeting Minutes I summer weather. She expressed thanks to Brad .Allis for writing an article which produced several contacts and to the public for being so supportive. A 9:00 a.m. event at Light the way Church will be held on Saturday for the purpose of putting the kits together. Everyone is welcome to come and help. Because of the generous response, she is getting ready to host a. second collection. MANAGER'S REPORT: SUMMARY OF CURRENT EVENTS. Mr. Davidson noted that the Council Executive Report for the month was placed on the dais and is available online. He also noted that.lune tot" is the last regular Council meeting until August, 2017. See below under Item DI for an additional item. PRESENTATIONS P1 Relating to Budget; presentation of third quarter results for the Town's General Fund and other selected major funds for the 2016-17 fiscal year (Erik Montague). presented by Mr. ,Montague. CONSENT AGENDA. Motion to Approve by Council Member McGorray, second by Vice M yor Post. Passed unanimously. C 1 Resolution No. 2017-048: Relating to Development; accepting for maintenance certain public roadway improvements serving Hidden Springs subdivision (Keith Brann) C2 Resolution No. 2017-049: Relating to Intergovernmental Relations; endorsing the proposed consolidation of Mountain vista Fire District and Golder Ranch Fire District (Frank Cassidy) C3 Resolution No. 2017-050: Relating to the Police Department; exempting undercover vehicles used by the Marana Police Department in felony investigations or activities of a confidential nature from Arizona state laws related to the designation of political subdivision motor vehicles; authorizing the Chief of Police to renew existing vehicle registrations for these undercover vehicles and to obtain vehicle registrations for new undercover vehicles to be used in felony investigations or activities of a confidential nature (Libby Shelton) C4 Resolution No. 2017-051: Relating to Municipal Court; approving the appointment: of Kimberly Epling as a civil traffic violation hearing officer for the Marana Municipal Court (Laine Sklar) C5 .Approval of the May 2, 2017 Regular Council Meeting Minutes, May 9, 2017 Study Session Meeting Minutes and May 16, 2017 Regular Council Meeting Minutes (Jocelyn C. Bronson) LIQUOR. LICENSES BOARDS, COMMISSIONS ANIS COMMITTEES COUNCIL .ACTION .lune 0,2017 Regular Council Meeting Minutes 2 Al ordinance No. 2017.014: Relating to Finance; amending the Town of Marana Comprehensive Fee Schedule; and designating an effective date (Erik Montague). Mr. Montague noted that when Council adopted the fee schedule in May 2016, it was staffs intent to bring back to Council. midyear changes to simplify and reduce fees and consolidate them where possible. over the months of December, January, and into February there were a number of informational and study sessions. The result of those sessions was to reduce development services by about 51 percent. Tonight's presentation is what he considers to be a minor revision showing a schedule with greater detail in the number of fees that were being adj vacation time within 30 days ofis in 'fhe acceptance qfth* contract. Vice Mayor Post asked if the buyback of 100 hours has to be done within 3 0 days or any time during that two-year contract. Ms. Fairall clarified that it could be whatever the Council wants it to be. Council Member Bowen said to leave it open then., and he stated that he would modify the motion to allow it just to he done. Motion seconded by Council Member McGorra . Mayor Honea asked if there was Y ally 1-Urther discussion. Ms. Fairall stated that she would like to add to the motion to authorize the mayor to e-oxecute the contract so that ive don't have to come hack to Council to do that. Council Member Bowen concurred. Mayor Honca asked Ms. Bronson to poll the Council beginning with him. Mayor Honea, Vice Mayor Post and Council Members Bowen, Comerfo' rd and McGorray vote "aye," and Council Member Ziegler voted "nay." Council Member Kai was not present. The motion passed. 5-1. Pursuant to A.R.S. § 38-431.03, the Town Council n-iay vote to go into executive session, -which will not be open to the public, to discuss certain matters. El Executive Session pursuant to A.R.S. §38-431.03 (A)(3), Council may ask for discussion or consultation for legal advice with the Town Attorney concerning any matter listed on this agenda. E122 Executive Session pursuant to A.R.S. §38-431.03 (.A}(1) to discuss and evaluate the performance of Town Manager Gilbert Davidson. FUTURE AGENDA ITEMS Notwithstanding the mayor's discretion regarding the items to be placed on the agenda, if three or more Council members request that an item be placed on the agenda, it must be placed on the agenda for the second regular Town Council meeting after the date of the request, pursuant to Marana Town Code Section 2-4-2(B).
