Revisions to Personnel Policies and Procedures Chapter 1 (General Employment Rights & Responsibilities)Adds language to the Equal Employment Opportunity and Anti‐Harassment Policies that all employees and applicants for employment opportunities without discrimination, harassment, based on sexual identity, gender identity or expression. Existing veteran language limits the protection to only Vietnam era or special disabled veterans is deleted, added “veteran” to cover all veterans. (Ex. Vietnam era or special disabled veteran)Language is added prohibiting passengers in Town‐owned vehicles unless the passenger is present for official Town business or there’s an emergency.Delete sections in the policies addressing an investigation by an outside agency and restricting children in the workplace.
Revisions to Personnel Policies and Procedures Chapter 1 (General Employment Rights & Responsibilities)Additionally, Policy 1‐2 is changed from aCode of Conduct to a Code of Ethics.The Code of Ethics defines a foundation of behavior for all employees of the Town to follow.The Code of Ethics incorporates the Town's cultural values of dedicated service, respect, teamwork, and engaged innovation.
Revisions to Personnel Policies and Procedures Chapter 2 (Employment Process)Adds language that deception and/or fraud on a job application may make a job applicant ineligible for hire in the future.Also adds language that applicants for positions requiring a commercial driver's license (CDL) will normally be required to submit to a pre‐employment drug test.Language related to medical examinations for current employees and physical and mental fitness of sworn personnel is deleted.
Revisions to Personnel Policies and Procedures Chapter 3 (Classification and Compensation)Deletes the language that the Town Manager can only authorize payment of interview expenses for unclassified positions, thereby allowing the Town Manager the option of authorizing payment for classified positions.Language is added specifying which employees are eligible for severance benefits. (Department Heads, Assistant Town Mgr, & Deputy Town Mgr)
Revisions to Personnel Policies and Procedures Chapter 4 (Employment Benefits and Leaves)Delete the language that provides an Employee Assistance Program (EAP) to short‐term temporary employees. Add language regarding circumstances when an employee may be encouraged or required to participate in the EAP.
Revisions to Personnel Policies and Procedures Chapter 5 (Work Rules and Employee Discipline)Expand the grounds for disciplinary action to include dishonesty in an investigation and recording conversations or other activities in the workplace without authorization or consent.
Revisions to Personnel Policies and Procedures Chapter 7 (Safety and Health)Add Policy 7‐2 Fitness for Duty Examinations. This new policy allows the Town to require an employee to submit to an examination to establish the employee's psychological or physical fitness for duty.
