SUBJECT: Proposed Procedures for Appointment of Members to Serve on the Planning Commission.
DISCUSSION:
At the last Council Meeting staff was directed to prepare an amendment to the Town Code
which provides for an alternate method of appointment of members to serve on the Planning
commission. The procedure discussed by the Mayor and Council changes the present procedure
mainly in two areas. First, the term of commissioners will be the same as a designated Town
Council Member, such that the commissioner’s term will conclude upon the conclusion of the
Council Member’s term for any reason. Second, nominations for appointment to a particular
commission seat may only be made by the Council Member associated with that commission
seat.
The Council directed staff to design a method of transitioning to the new procedure, which has
been done. Here is a proposed procedure:
If the Council wishes to amend the Town Code to provide for the new procedure, the
Ordinance would be adopted by making the following motion:
I move the adoption of Ordinance No. 97.22, amending the Marana Town Code relating to
the procedure for appointing Planning Commissioners.
Council Members Honea, Millner, and Sutton will draw (at random) the name of one of the
commissioners who currently has two years remaining on his/her term (Abbett, Sharnetsky,
Wong, Taylor). The commissioners assigned to these three Council Members will
complete their current term, and at that time these Council Members (or those elected to
their seats) will make their nominations for the next term.
Mayor Harn has agreed that the one commissioner remaining from this group will be
assigned to her. Since Mayor Harn has four years remaining in her term, and the
commissioner related to her seat has only two years remaining, in two years Mayor Harn
will nominate a commissioner who will serve a TWO year term. At the conclusion of that
shorter term the commissioner seat will match the Council seat, and both shall run for four
years.
The Council will then adopt Resolution No. 97-81 which will assign particular commission
seats to each Council seat, and the effective date of that appointment, with the following
suggested motion:
I move that adoption of Resolution No. 97-81 setting terms of office for planning
commission members and assigning commission seats to Council seats.
Staff believes the proposed procedure fulfills the directives of the Council, primarily by
providing that all commissioners will complete the term to which they were appointed. This
procedure appoints temporary commissioners to serve until August 19. At that Council
Meeting, Council Members Honea, Sutton, and Millner will nominate members to fill their
seats, which are vacant due to the expiration of certain terms. The other four Council Members
will nominate commissioners in July of 1999, when those commissioners’ terms expire. The
proposed procedure allows all commissioners to complete their terms, while implementing the
desired procedure for selection of commissioners
