The Preserve at Twin Peaks SummarySite area = approximately 100 acres. Existing Zoning = R-36 (Residential)Specific plan to allow clustered residential development of 195 lots. Project area has been reduced from 145 acres since Planning Commission initially heard request in August 2013.

The Preserve at Twin Peaks Marana General PlanCurrently designates as LDR (Low Density Residential). LDR designation allows a density range of 0.5 – 2.0 residences per acre (RAC), and encourages clustered development where the retention of a semi-rural character is desired. Proposed density is 1.97 RAC. Request to amend the General Plan from LDR to MPA (Master Planning Area) accompanies the specific plan request.
The Preserve at Twin Peaks Proposed Land UsePlan proposes three land uses: Medium Density Residential; Natural Open Space; and Active Open Space. Approximately 47.6 acres (48%) of the site will be developed for residential lots and related infrastructure. Approximately 48 acres of the site will be maintained as open space and 3.4 acres will be developed as a recreation area (active open space).
The Preserve at Twin Peaks Natural drainage features and riparian areas proposed to be preserved as open space. Walkable trails proposed within the open space that provide connectivity to the regional system. Development / Design StandardsMinimum lot size categories: 6,000 square feet; 7,200 square feet; 9,100 square feet. Location of two-story homes are to be planned around visually sensitive areas and view corridors. Light reflective values of structures and rooftops along the perimeter of the project are proposed to be limited to 35%.

The Preserve at Twin Peaks CirculationPrimary and secondary access provided from Camino de Manana. Gated emergency only access is proposed at Blue Bonnet Road. The Traffic Engineering Division has accepted the Traffic Impact Analysis:1. Developer responsible for design and construction of right-turn lane on Camino de Manana. 2. Design and construction of traffic control signal at Twin Peaks and Camino de Manana.

The Preserve at Twin Peaks Citizen ParticipationApplicant has worked diligently with the neighborhood in an effort to address concerns.Letters of support and opposition have been received by Planning Department and forwarded to the Town Council for review and consideration. Some letters of opposition to the initial request for the 145 acre project have been withdrawn or revised to letters of support for the current plan at 100 acres.
The Preserve at Twin Peaks Additional conditions to approval:1. Four (4) additional lots along the north perimeter shall be limited to single-story homes per discussions between the Planning Department and the applicants. 2. Section of the specific plan titled ‘Twin Peaks Corridor Design Standards’ (page 60) shall be revised to comport with the Town Council’s action on the study presented this evening.
