HomeMy WebLinkAboutStudy Session Council Presentation 06/16/2015-Saguaro Ranch Specific PlanSaguaro Ranch Specific Plan Planning Department June 16, 2015 Project Summary Proposed rezone of 508 acres from RD-180 to F (Specific Plan) General Plan Amendment from Rural Density Residential (RDR) to Master Plan Area (MPA) Amendment and Restatement of 2003 Pre-Annexation and Development Agreement including two amendments from 2004 Entitled Development Saguaro Ranch, Lots 9-52, Blocks 1, 2, 3 and 4, Parcel ‘A’, Common Areas ‘A’ and ‘B’ Saguaro Ranch II, Lots 50, 51, 53-65, Parcel ‘A’, Common Areas ‘A’ and ‘B’ Saguaro Ranch Phase III-A, Lots 43-45 & 66-96, Common Areas ‘A’ and ‘B-1’, ‘B-2’ Saguaro Ranch South Amended, Lots 1-31, Parcel ‘A’, Common Areas ‘A’, ‘B’, and ‘C’ T Bench Bar, Lots 1-8, Parcel ‘A’, Commons ‘A’ and ‘B’ Saguaro Ranch Guest Ranch & The Farm, Lot 50 (Development Plan) Entitled Development RD-180 Rural Development (minimum lot size of 180,000 S.F. or 4.13 acres) R-144 Residential (minimum lot size of 144,000 S.F. or 3.3 acres) Approximately 106 existing lots Rezoning Request Land area is 508 acres Low impact development practices to preserve much of the natural landscape Approximately 80 percent of land area to remain as natural undisturbed open space Important riparian areas to be largely undisturbed, except for road crossings and utility infrastructure Restricted peaks and ridges to be avoided Proposed Land Use Maximum 150 lots proposed within the specific plan area, plus roadway, utility and drainage infrastructure Four development areas: 1. Lot 50 2. Plateau 3. RD-180 4. Ranchette Proposed Land Use Lot 50: 51 acres Minimum 8,000 S.F. lot size Approximately 62 lots Plateau: 171 acres Minimum 1 acre lot size Approximately 77 lots RD-180: 4.2 acres Only 1 lot Ranchette: 286 acres Minimum 36 acres lot size Approximately 7 lots Access and Traffic Circulation Access to the site will be provided via the tunnel and gated access at the northern terminus of Thornydale Road Internal roads to be private and maintained by Saguaro Ranch Utilities Water provided by Tucson Water Sewer by individual on-site septic systems Lot 50 anticipated to be served by private packaged sewer system Electric service by TRICO Gas service by Southwest Gas Important Benefits of the Project Conservation Area: Approximately 161 acres of the northern portion of the Ranchette development area will be designated as conservation area for protection against impacts to the mountain landscape and important Sonoran Desert Tortoise habitat. This area will remain undeveloped with the exception of the public trail Important Benefits of the Project Public Trail: Staff and the property owner agree on the significance of providing public trail access through the project Staff identified a trail alignment along the west side of the Saguaro Ranch project that will provide realistic access and connections to the Town’s existing and planned trail network through adjacent developments Development Agreement Original 2003 Saguaro Ranch Pre-Annexation and Development Agreement and the two 2004 amendments have been incorporated into an Amended and Restated Saguaro Ranch Pre-Annexation and Development Agreement Draft of the amended agreement clarifies outstanding requirements and obligations and expands terms to cover the newly proposed areas within the Saguaro Ranch Specific Plan Agreement will be further modified to address issues that arise as the project moves forward
